INTRODUCTION
Just how pervasive is the American problem of unmastered basic and advanced academic skills? What are the consequences for those who fall short? What impact do the academic "have-nots" have on modern American culture? What applications of available technology, within the typical classroom, can facilitate the acquisition of basic and advanced academic skills? What laws and government initiatives drive this process? Specifically, what researched technological solutions successfully overcome the learning challenges experienced by dyslexic students? How can employment of technological solutions result in practical, fiscally responsible, compliance with the federal education and disability rights laws concerning people with "specific learning disabilities (SLDs)?" Who are the 11% of all U.S. students, aged 16-24, who dropout of school? At the present time, there are only about 55 programs nationwide that offer a major/emphasis in disability studies or rehabilitation services. Most programs were begun in the early 1970's under the new national concern with the shortage of bachelor's level personnel with expertise in the adjustment services necessary to assist individuals with disabilities. One priority of these new programs was directed toward individuals leaving the supportive environment of secondary rehab systems. Programs which have developed are sometimes referred to as a combination of special education and social work preparation. By Marie Holmes Disabled children do not graduate at age 18, says Carol Kasmin of the League School. Typically, says Ilysa Kramer, Clinical Director of the Morgan-Stanley Day Treatment Program at the League Center, this population says in high school until theyre 21 or 22. They age out rather than graduating. And when these more severely disabled special education students do leave the system, where do they go? Not as long ago as one would like to think, developmentally disabled persons were often institutionalized in places such as the infamous Willowbrook School in Staten Island, which closed its doors in 1987. Geraldo Riveras television cameras caught images inside its doors that sparked a public outcry across the nation, forcing politicians and policy makers to take action. In 1983, Governor Cuomo stated that Willowbrook, where living conditions amounted to human rights violations, must close its doors. In 1975, the State passed the Willowbrook Consent Decree, sparking a wave of reforms in the state and across the country.

"Disability Studies Across the Life Span" Rehabilitation Services: Rehabilitation is a process in health and human services assisting those with disabilities or at-risk conditions to function effectively in their living, learning, and working environments. Professionals trained in rehabilitation services work with persons who experience emotional, mental, physical, or social handicaps. Rehabilitation helps individuals to become creative agents in their own lives and to adapt to the demands of their environments.
UMF works closely with state agencies in rehabilitation and human services including the Maine Department of Health and Human Services, Department of Corrections, and the departments of Mental Health, Mental Retardation and Substance Abuse Services, as well as the Bureau of Elder and Adult Services. These links help the faculty tie our program to the needs of practicing professionals and help you arrange internships and future employment.
