The Seattle Police Harbor Patrol has the responsibility of enforcing the ordinances and regulations of the city upon the waters of the harbor... As a boater, it is your responsibility to know the rules and regulations which apply to safe and legal boat operation. Among the rules that apply to all boaters are adherence to speed limits. All persons using the waterways of the city should be familiar with the following speed limits: 7 KNOT AREAS (7 Knots is equal to 8 mph)
  • The Lake Washington Ship Canal which runs between Lake Washington and Shilshole Bay has a general maximum speed limit of 7 knots. This includes the waters Westerly from the Webster Point Light, in Lake Washington, all portions of Union Bay, Portage Bay and Lake Union, the Fremont Cut, the Locks and west to the entrance buoy at Shilshole Bay. Within 100 yards of any shoreline, pier, restricted area or shore installation in Lake Washington.

BOATING SAFETY EDUCATION
The Ocean Shores Police Department conducts boating safety education classes for elementary school students. Teenage and adult classes are also available, as are presentations to groups. These classes are taught by the Boating Education Officer from the Marine Patrol Unit. The course covers much of the information that is found in the Washington Boater's Guide, Rules, Regulations and Safety Afloat. Areas of unique concerns that are specifically addressed are proper use of personal floatation devices, required safety equipment, hypothermia and safety in small vessels. The fourth grade students who attend the class will come away with a better understanding of the responsibilities of boat ownership and handling as well as the necessity and use of floatation devices and safety equipment. Hopefully, this will be the start of boating safety education that will continue into adulthood. If you would like a general presentation or one on a specific topic made for your group, please contact Lt. Mike Styner of the Marine Patrol Unit at the police department.

  • The Official Reason is that approximately 200 boating fatalities annually, and more than 65% of federal marine search and rescue, involve recreational boats. If that isn’t enough, another compelling reason is YOUR LIABILITY . Proof of Operator Competency is a Canadian Regulation and therefore the LAW. You may be accountable, not just for a fine, but possibly much more. More than 7 million Canadians take to the water each year with a yearly estimate of 6,000 unreported non-fatal incidents. Even if you are not yet required by this Regulation to have Proof of Operator Competency you are still liable for your actions. For your own safety and accountability you should consider having Proof of Operator Competency. Who should have Proof of Operator Competency?
Anyone required by the Competency of Operators of Pleasure Craft Regulations. See Proof of Operator Competency Phases table below. Anyone planing to be the operator of any pleasure craft and not familiar with the laws, regulations, and recommended safety procedures should consider taking a Pleasure Craft Operator course.

SAFE BOATING IS NO ACCIDENT The Sacramento - San Joaquin River Delta
offers boaters over 700 miles of navigable waterways. This alluring area provides the best of many forms of water recreation; skiing, sailing, or just plain cruising. However, due to its popularity, the Delta represents one of the State's highest accident areas . Weather, hazards, wakes, ferries and tide offer varied boating safety problems. We believe that every person who takes control of a boat, regardless of the size of the vessel, has a personal responsibility to become educated and trained in the proper operation of that boat. Operating Rules You are legally responsible for the safety of those on your boat, any damage your boat causes to other boats and property, and all others injured by any damage you cause. Just like driving a car, if you don't know and obey the rules, the fact that you didn't know them is not a valid defense. Boat operators are expected to make sure that their boats carry at least a minimum of safety equipment and comply with federal and state regulations.

    Missouri Mandates Boater Education
Missouri has become the 34th state in the nation to mandate boater education. Beginning on Jan. 1, 2005, boater safety course requirements in Missouri apply to anyone who was born after Jan. 1, 1984. The Missouri Water Patrol will issue lifetime boater certification licenses. The bill allows boaters who are licensed by the U. S. Coast Guard to bypass the mandatory Missouri certification. The bill does not change the legal age for operating a boat on any Missouri waterway which remains at 14. Stops for the purpose of checking boaters strictly for proof of certification is prohibited under the provisions of the bill.

Working or Playing on the Water When summer arrives Canadians head for the water. Tourism in Ontario often includes water-related activities and recreational boating is high on the list. Many Ontario workers make their living at marinas and resorts and they are faced with the hazards of working around lakes and rivers. Many more tourists and vacationers include fishing and boating as part of their vacation plans with their families. In both cases, it is important to be aware of the hazards to prevent injuries and fatalities. The Facts Speak for Themselves About 200 Canadians die each year in boating related activities. Drowning is the number one cause of death and open motorboats have the highest overall number of fatalities.(Safe Boating Council) Almost all boating victims are male. (Lifesaving Society) The majority of fatalities occur on inland waters such as rivers, streams, lakes and ponds. One third occurs during fishing activities. (Safe Boating Council) Not surprisingly, fatality rates decrease significantly when boat operators take a safe boating course.
*Statistics provided from Lifesaving Society and Safe Boating Council.
