If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Florida; this section lists Florida Boating Requirements that are above and beyond Federal Requirements. The Nautical Know How Boating Safety ID card is recognized in the State of Florida as proof of successful completion of a Boating Safety Course. If you are covered by Florida's mandatory boater education law, you will also receive an ID card from the state of Florida. Age Restrictions: Persons less than 14 years of age shall not operate a Personal Watercraft.
No person born after September 30, 1980, may operate a vessel powered by a motor of 10 horsepower or greater unless he or she has in their possession a photographic identification and a boater safety identification card issued for successful completion of a NASBLA approved boating safety course. This law will be progressively phased in each year to include a larger segment of the boating population until October 1, 2001 when all persons 21 years of age or younger will be subject to this law. Personal Flotation Devices: Every child under 6 years of age must wear a USCG approved PFD on a vessel less than 26' while the vessel is underway.

If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Florida; this section lists Florida Boating Requirements that are above and beyond Federal Requirements. The Nautical Know How Boating Safety ID card is recognized in the State of Florida as proof of successful completion of a Boating Safety Course. If you are covered by Florida's mandatory boater education law, you will also receive an ID card from the state of Florida. Florida and federal boating laws are presented in a summarized form. New Boating Safety Regulations Expected to Save Lives
New regulations are being introduced this year to reduce boating fatalities in Canada from their present level of 200 annually. Currently in Canada, anyone of any age can operate any boat of any size without any formal training or experiences. In fact, two-thirds of those operating powered boats in Canada lack any formal training in boating safety or operation. With more and more boaters taking to the waterways in new, and increasingly powerful vessels, the status quo could be a recipe for disaster.
Age and Horsepower Restrictions
Effective April 1, 1999, children under the age of 12 will no longer be permitted to operate boats above 10 horsepower for recreational purposes unless accompanied by a person 16 years of age or older. On the same date, youth at least 12 years of age, but under 16 years of age, will no longer be permitted to operate boats above 40 horsepower unless accompanied by an individual 16 years of age or older. Finally, as of April 1, 1999, the new minimum age for operating Personal Water Craft (PWC) will be 16 years of age.
Operator Competency
Beginning on September 15, 1999 youth under 16 years of age (as of April 1, 1999) operating powered craft used for recreational purposes will be required to have proof of operator competency. This requirement will be extended to all operators of power boats less than four metres in length, as well as all PWCs. By September 15, 2009, proof of operator competency will be required for all power boat operators.

Boating Rules and Regulations As a boater, you have to follow a set of rules and regulations that are designed to protect you, other boaters, and wildlife habitat of the region. The rules are not onerous, most involve common sense, and responsible boaters have no trouble abiding by them.
It is worth noting that Ontario has on-the-spot ticketing and fines for boaters contravening regulations issued under the Canada Shipping Act and the Department of Transport Act (which includes the Historic Canals Regulations). This makes it much easier for the police to enforce the on-water rules and makes it safer for all boaters. Fines are not cheap, many are in the the $200+ range for offences such as not carrying enough PFDs, speeding, and failure to turn off electrical equipment while refuelling.

Regulations Cal Boating is responsible for reviewing, updating, and adopting State boating regulations as needed to reflect changes in Federal boating law and to maintain uniformity among Federal and State laws. Local government entities may also adopt certain boating regulations, or ordinances, for waterways in their areas. These ordinances can pertain only to time-of-day restrictions, speed zones, special-use areas, and sanitation and pollution control. Cal Boating works with local agencies in the development of their regulations and recommends model local ordinances to maintain uniformity among boating ordinances. Cal Boating also may work with the Federal government in the development and administration of Federal laws and regulations as they relate to marine safety and navigation. In-the-water construction projects can potentially create safety problems that could endanger the lives of boaters. Cal Boating, therefore, reviews environmental documents such as Environmental Impact Reports for impacts on boating safety. During this biennial period, Cal Boating reviewed more than 290 environmental reports on construction projects on California waterways. Through this process, the Department provides recommendations for safety measures that assist in the reduction of fatalities and accidents.

Know the Law Required Equipment Recommended Equipment Marine Sanitation Devices (MSDs)
Know the Law Boarding Preparations You've been stopped by the local marine patrol for a routine equipment check. According to your recent Courtesy Marine Exam, you are carrying all required and recommended equipment. But, do you know what else marine officers are likely to check? Numbering and Registration Just as you wouldn't drive your car without a license plate, current sticker, and registration, your boat must be properly numbered, stickered, and your registration on board. Boat numbers must be affixed on both bows with three inch contrasting letters, with spaces or hyphens between numerals and letters, as: MD 1234 AB or MD-1234-AB. This is a Federal and State requirement. Also, the State requires a current sticker immediately after or before the boat numbers on the port side. Many boaters like to carry their boat papers on a floating key ring handle so they will always have them close at hand. (Click on state numbering thumbnail for better view) Your vessel will also have (if manufactured since 1972) a Hull Identification Number which is the serial number of your vessel. This number is usually located on the upper right portion of the vessels' transom. This number indicates the boat manufacturer, its serial number, and the month and year of production. This number is used to register the boat, and to identify an individual boat.

Boating Regulations in Canada
The Canadian safe boating regulations require recreational boaters to obtain a pleasure craft operator card which demonstrates that they have the basic knowledge to operate a motorized pleasure craft safely.
Proof of competency required
The safe boating regulations require operators of motor boats to carry proof of competency if
  • They are born after April 1, 1983. They operate a boat under 4 metres. They operate a PWC (Jet ski or Seadoo).
By September 15, 2009, all boaters will be required to carry the boat license regardless of the size of their boat. The safe boating regulations do not have a grandfather clause.

    The Scientific Diving and Boating Safety Programs have been developed to provide education and training to ensure safe scuba diving and boating practices at UCSC. Its purpose is to facilitate a safe working environment without impeding diving and boating activities.
    Program Description
    Diving at UCSC includes both recreational and scientific diving. The Office of Physical Education, Recreation, and Sports (OPERS) teaches basic, advanced and rescue scuba classes and also sponsors the Scuba Club. Scientific diving at UCSC includes courses and research projects based in Monterey Bay and at sites worldwide.     January 18th, 1999 Halifax, N.S. The Department of Fisheries and Oceans, in an effort to reduce the number of recreational boating accidents in Canada, has announced amendments to the laws that govern boating safety. According to jointly-collected data from the Canadian Red Cross and the Lifesaving Society of Canada, there are 200 boating fatalities every year in Canada. And the Canadian Coast Guard estimates an eye-opening 6000 boating accidents occur every year on Canadian waters. DFO's changes include: age and horsepower restrictions and operator competency tests.
    As of April 1st of this year, no one under the age of 16 will be permitted to
    operate a Personal Water Craft (PWC). Children under the age of 12 will no
    longer be allowed to operate boats above 10 horsepower and youths aged 12-16 will no longer be allowed to operate boats over 40 horsepower for recreational purposes unless accompanied by someone over 16.
