Party of Reform is a center-right party of Christian-democratic orientation. The goal of the Party of Reform is to develop, support and promote the elaboration of the reform strategy so as Republic of Moldova could join the community of civilized nations. On September 5, 1993 the founding conference of the Party of Reform was held and the party statute and program were adopted. The party took part in the 1994 and 1999 parliamentary elections. The Conference of the Party of Reform was held on January 24, 1999.

Dear Mr. Waddell: Subject: Your File 1334 I am in receipt of your letter of September 20, 2001, received by fax on September 21, 2001. My current understanding of the situation has led me to question the legislation, which Reform BC is alleged to have contravened. My understanding is that it is legal for provincial political parties in the same province to make donations to one another, that it is legal for individuals to belong to more than one provincial political party in the same province, and that there is no legal obligation on a political party to ascertain, from a person who makes a political contribution, what the donor's intent is in making that contribution. Are you suggesting that it is perfectly legal for Reform BC to give money to the Unity Party (or any other unregistered or registered political party), but illegal to accept a request from a donor to do what is otherwise legal? How can it be legal for one party to donate to another, yet illegal if so requested by the donor? There is nothing in the Elections Act stating that the donor must express his or her intent, or that a political party must determine the donor's intent when a political contribution is made. Surely a more reasonable alternative would be to simply make it illegal for one provincial political party to donate to another. Thus, when a person chooses to make a donation to a political party, he or she could be assured that the donation would be to the benefit of that party.

By many of its characteristics, the Liberal Party is one of the most specific political parties in Macedonia. This is best illustrated by the party's development from its foundation until today; it went through several phases, following the pace of changes in and around the country, but consistently remaining on its basic course being a moving force of reformatory and democratic processes in Macedonia. In such an atmosphere, the party had, just like all other parties, many ups and downs. In any case, the Liberal Party, restlessly trying to build an image of a true democratic and progressive force, was etiquetted as "imported party", "faceless", "bureaucratic-managerial", "greedy for power", or a "party which is only an heir of a former political option of the already non-existing Yugoslavia." On the other hand, the Liberals themselves, ever since their emerging, are in a latent, but continuous conflict with every one around them, repeatedly pointing out their goals, ideas and projects are mined, their contribution is underestimated, or, simply, they are being unjustifiably neglected. Their recent especially increased rivalry with the coalition partner SDSM at times even presented threat to the survival of the govt itself. The Liberals even accused the media of being under strong influence of SDSM. Thus, a pretty much contradictory situation was created within the Liberal party itself on one hand, it considerably participated in the executive governing with the country, through 3 very significant govt bodies (foreign relations, economy and public health), and, on the other, the party was continually dissatisfied and critical towards the govt.

Americans of all backgrounds are sick and tired of the growing problem of political corruption and abuse. Every day more and more examples of the abuse of power by elected and appointed officials hit the newsstands. These problems are epidemic in both the Democratic and the Republican parties. The House Bank set up with bipartisan support was supposed to be a convenient way for busy congressmen to cash their paychecks. What it turned out to be was a scam for many congressmen a way to write bad checks often totalling more than a congressman's pay. If you or I did this at our local bank, we would be subject to criminal prosecution and fines in most states. Why should congressmen allow themselves to do something wrong? Should we be surprised that a group of people who cannot balance their own checkbooks cannot balance our national budget? Both parties in Congress have voted to give themselves dozens of special privileges everything from free airport parking to health clubs to cheap haircuts to passing laws that do not apply to them. How different is this from the way that kings, queens, and dictators make demands of their citizens while they do what they please?

Reform political parties first PRATAP BHANU MEHTA IT is surprising that in the midst of our current debates over constitutional reform little attention is being paid to the reform of the internal structures of our political parties. While the Law and Election Commissions have often argued for the better functioning of political parties, politicians and the public at large act as if reforming political parties is inconsequential. Many of the anxieties that lie behind the calls for constitutional reform can be more effectively addressed by reforming the structure of our political parties. The fragmentation of the party system and the prospect of perpetual coalition governments; the weakening of democratic accountability despite high turnover of incumbents; the fact that political parties are unable to transcend their narrow social bases and become parties of principle; the diminishing quality of public deliberation in our politics – all have their roots, less in the failure of the Constitution than in the party structures that have grown under it. These outcomes are, to a considerable degree, produced by poor institutionalization of intraparty democracy. The lack of attention given to the inner functioning of political parties is surprising. Most complex democracies are unthinkable without parties. Democracy performs its most salient functions through parties. The selection of candidates, the mobilization of the electorate, the formulation of agendas, the passing of legislation – is all conducted through parties. Parties are, in short, the mechanisms through which power is exercised in a democracy. While, thanks to Robert Michels’ classic analysis in
