Liberals take lead in Quebec campaign
Story Tools QUEBEC CITY, Quebec (Reuters) The Quebec Liberal Party under Jean Charest is widening its lead in the provincial election race, the latest polls say, but it still may not be enough to unseat the Parti Quebecois and its separatist agenda. Entering the final stages of the campaign for the April 14 vote, Charest, 44, was buoyed by his performance in last Monday's leaders debate and by surveys showing him ahead of Premier Bernard Landry, 66, and the Parti Quebecois. The Liberals had been running neck and neck with the Parti Quebecois, which is looking to form a third consecutive government in the French-speaking province of 7.3 million. But polls taken after the televised debate show the Liberals rising 3 points to hold 43 percent of voter support and the Parti Quebecois down a point at 39 percent. The right-of-center Action Democratique, led by 32-year-old Mario Dumont is a distant third at 17 percent, but could divide the popular vote in favor of the Liberals. "I feel that we have been able to connect with the people after the debate. Mr. Landry is in panic mode and behaving like the leader of the opposition," Charest told reporters this week.

Although the principal facts of his work and writings are well known, there is remarkable uncertainty as to dates, places, and even his proper name. This uncertainty is probably largely due to the burning of the St. Francis mission, with all its records, by the English in 1759. He entered the Jesuit THWAITES (ed.). The Jesuit Relations and Allied Documents, LXIX (Cleveland, 1900); MAURAULT, Histoire des Abenakis (Sorel, 1866); PILLING, Bibliography of the Algonquian Languages (Washington, 1891). JAMES MOONEY.

THE QUEBEC BRIDGE DISASTER
It is a proud record of the engineering profession that major engineering failures are rare in spite of the large scale of modern projects. Such failures that do occur can be divided into two classes. Some are as result of engineering out)stripping basic scientific knowledge. The metal fatigue problems of the Comet and Electra aircraft in the 1950's and 60's are of this type. The second type is caused by a failure of sound engineering and management procedures. These seem, in recent times, to be on the increase. The Chernobyl disaster, the Atlanta hotel walkway collapse and the Challenger explosion are examples of this type. The Challenger case will probably be a landmark case in causing a re)assessment of engineering practise. A previous such landmark was the collapse of the Quebec Bridge across the St. Lawrence River at Quebec in 1907. Recently, Wilfrid Lockett has written a review of this disaster.
The introduction of iron into the construction of bridges took place in 1779 with the completion of the cast iron bridge across the Severn River at Coalbrooke Dale in England. By the end of the nineteenth century, steel had made possible such triumphs as the Brooklyn Bridge and the great Forth Bridge in Scotland. In 1887, a company was formed to build and operate a bridge across the St. Lawrence at Quebec. The company became the Quebec Bridge and Railway Co. It appointed as chief engineer, Edward A. Hoare, a man with wide experience in railways but none in large bridge construction. Hoare made contact with the Phoenix Bridge Co. of Pennsylvania which indicated enthusiasm for the project. Because of this contact, it was almost inevitable that Phoenix would build the bridge in spite of the calling of tenders; they had the inside track.

The opening of the 34-nation Summit of the Americas which will discuss steps toward establishing a hemisphere-wide free trade zone was delayed for one hour by the protests. In his opening address, Canadian Prime Minister Jean Chretien condemned the violence as "contrary to all democratic principles that are so dear to us. "These individuals, these people do not represent the vast majority of those who have come to Quebec City in order to express peacefully and calmly their legitimate concerns."

Miami Activist Defense (MAD), the legal support group for those arrested during the Free Trade Area of the Americas protests, reported a total of 282 arrests over the period from November 11-22. There were dozens of reports of injuries sustained from the vast array of weaponry, which included batons, tear gas, pepper spray, plastic and rubber bullets, concussion grenades, tasers and electric shields. Over thirty people were injured from projectile weapons, five of which suffered head wounds, and at least two people were hospitalized with serious head injuries. MAD reported at least ten beatings of arrestees, seven people held at gunpoint, and at least one person physically assaulted while in jail. There were also four reports of sexual assault while in custody. read more
