However the initial Liberal move to modernize Quebec's government pushed many changes far into the future. The plan to cut 16,000 of 74,000 government posts will take 10 years to complete. The cuts will take place through attrition as a flood of baby boomers retire, saving about $700 million over the decade. While Treasury Board President Monique Jerome-Forget emphasized the government's commitment to private partnerships to build roads and buildings, she promised more study of private-sector help in healthcare services and education.

    QUEBEC (CP) - Jean Charest's government launched a plan to shrink Quebec bureaucracy Wednesday, beginning with a long-term project to cut one-in-five civil service jobs. However the initial Liberal move to modernize Quebec's government pushed many changes far into the future. The plan to cut 16,000 of 74,000 government posts will take 10 years to complete. The cuts will take place through attrition as a flood of baby boomers retire, saving about $700 million over the decade. While Treasury Board President Monique Jerome-Forget emphasized the government's commitment to private partnerships to build roads and buildings, she promised more study of private-sector help in healthcare services and education. She announced the elimination of some government agencies and the merger of some programs but she promised several hundred more will be reviewed over several years. She promised a "second wave" of change will come later. "Slowly and gently, we're going to reduce the size of the government," Jerome-Forget said.

    Organized Crime even when Prostitution Isn't A Crime It is too bad that some of the best examples of cities for great sexworkers such as Montreal, without the legal risks of the U.S. seems to be so controlled by organized crime even when the act of prostitution itself is not a crime. The result is a bias of the Quebec government that Canada should consider the Swedish model that assumes all prostitutes are victims and make it a crime only for the customer to engage a prostitute, even if is in private with a adult consenting women prostitute.
    The issue is being raised in a Quebec prostitution study that indicates a great deal of trafficking and organized crime in Montreal as well as Canada in general. It seems ironic that we don't have it seems the same level of organized crime in the U.S. .. where it is a crime vs legal in Canada.

    QUEBEC GOVERNMENT APPROVES HIGHWAY EXTENSION

    (Ottawa) This morning, the Quebec government announced that it has approved the construction of the McConnell-Laramé autoroute through Gatineau Park. The project still requires federal approval, and a federal Environmental Assessment screening report is expected to be released within a few weeks.
    The government has made some changes to the road design in response to the recommendations of the BAPE (bureau des audiences publiques en environnement). Nonetheless CPAWS remains opposed to the road proposal on the grounds that it has an unacceptable cumulative environmental impact on the park. This would be the 4th road transecting the park in its southernmost 3 kilometres, adding up to devastating fragmentation.
    Our communications with the media this morning focussed on our usual messages on this file:
    • The BAPE report did not evaluate cumulative impacts, while the federal Environmental Assessment is required to do so. The most important cumulative impact of this road is the cumulative fragmentation of Gatineau Park caused by existing, new, and future roads.
