OF QUEBEC NATIONALISM
G ET I N T OUCH W ITH F RENCH C ANADA'S P ERSPECTIVE In 1995, Geoffrey Simpson in a column in the called the unity crisis the "world's most boring debate." Early in 1996, he retracted the statement. The perspective underlying his statement typifies English Canadian blindness to the viewpoint of French Canadians inside and outside Québec. It is paramount that Canadians who wish Canada to continue as a country come to understand the different perspectives in the unity debate. It is easy for English Canadians to muster up an arsenal of reasons why Québec should not separate. But the threat imminently looms with us still. The more difficult task is to take a look at the other side of the debate. The powers are only the end-game. What citizens concerned about Canadian unity must understand is what underlies the strategy of the separatists, for it is shared by a vast majority of French Canadians. The real challenge and one that each English Canadian must meet is for English Canadians to understand clearly the perspective of French Canadians. F ACTORS U NDERLYING T HE P ERSPECTIVE The perspective of French Canadians lies in two factors: 1) the French language and its preservation 2) the French Canadian culture and its protection A minority in Canada and North America, French Canadians have always feared assimilation. It is a natural impulse, and it flavours many aspects of their society. The perspective, and the fear, manifests itself in a view of Canadian history that is distinctly different from that which English Canadians learn.

Quebec City’s cultural scene runs the gamut from the high aspects of opera and symphony to intimate boites à chansons , with their Celtic-tinged Québécois folk music. While there is some experimental theatre – boosted by local son Robert Lepage – much of the theatre tends towards the mainstream, with larger performances often consisting of light-hearted musicals, such as Starmania and Notre-Dame de Paris , both by local son Luc Plamondon. Films are primarily in French but there are usually at least a couple of screens showing English-language flicks at any given time. The best way for visitors to appreciate the culture, however, is during one of the large festivals, in which almost the whole city seems to become involved. At the ninth summit of French-speaking countries and territories, Landry joined a chorus of concern over a side effect of globalization. The United States is bombarding the planet with its films and television signals, Landry told the Francophonie in Lebanon, and a price will be paid if countries don't have the right to protect themselves.
    Landry at Francophonie "If the entire world wants to look only at Dallas and Dynasty in Texan English, that won't be a plus for mankind, in spite of the quality of those products," the premier argued. Quebec and many other Francophonie members want a special instrument to allow them to set up barriers around cultural industries without being accused of breaking international treaties.     A number of Government departments and quasi-governmental agencies are involved in international cultural exchange: The Ministry of International Relations whose role is mostly concerned with diplomatic relations. The Ministry of Culture and Communications Le Conseil des artes et des lettres (Quebec's Arts Council) also has an international budget and funds projects that encourage artists' exchange. It has its own finance company, SODEC Finance. 82% of Quebec's cultural exports are to the USA. Companies such as Cirque du Soleil have been assisted, but criteria are strictly applied, making funding very difficult to access by non-profit arts companies. (Quebec's Crafts Council) has an international budget.
