Qu©bec City is the compact capital of the sprawling geopolitical monster that is Canada's largest province, Qu©bec, which lies partly on the Atlantic seaboard in the far east of the USA's northern neighbour. Qu©bec City, located in the south of the province near the border with the US state of Maine, is pooled on top of and below the cliffs of Cape Diamond (Cap Diamant) at the confluence of the St Charles and St Lawrence rivers. In early 2002, its municipal limits were expanded a hundredfold to engulf all of the surrounding cities, including L©vis and Ste Foy, which is why some estimates of (Greater) Qu©bec City's population exceed 670,000 people. The bit of town up on the cape is called Upper Town (Haute Ville), while the bit that dribbled down to the base of the cliffs is called Lower Town (Basse Ville); both areas have old and new sections.

    Geography
    The city is perched on Cap Diamant, a large rock outcropping at the edge of the Saint Lawrence River , whose topography encouraged its defensive use. The thinness of the strait between Quebec City and on the opposite shore give the city and consequently the province its name ( kebek is an Algonquian word for "narrow passage").

    Archbishop of Quebec . It is the first cathedral and first basilica to have been built in the New World, and is the primate church of Canada. The Terrasse Dufferin leads toward the nearby Plains of Abraham , site of the battle in which the British took Quebec from France , and La Citadelle , a Canadian Forces installation and vice-regal residence.     Quebec City: Beyond Violence and Nonviolence
    I had a hard time coming back from Quebec City. I know because, almost two months later, I still have the map in my backpack. In part it was exhaustion, tear gas residue, and the sense of having been through a battle in a war most of my neighbors are totally unaware of. But deeper than that is my sense that something was unleashed in that battle that can't be put back, that underlying the chaos, the confusion, the real differences among us and the danger we were in, was something so tender, exuberant and wild that I don't want to let it go, something that smells and tastes and feels like the world I'm fighting for. How we achieved this sense of sweet unity on the street is a mystery to me. In the lead-up to the action it often seemed that every single group involved was either actively disagreeing with some other group or ignoring their existence. The conflicts were mostly around issues of tactics, in particular the question of nonviolence. Quebec City was the first time since Seattle that a major antiglobalization direct action in North America was organized by groups that were committed to a "diversity of tactics" rather than to an explicit set of nonviolence guidelines. I thought people would only come to a mass action if it had clear nonviolence guidelines, but people came to Quebec City anyway. I thought high levels of confrontation would lose us popular support, but we had the strongest support ever from the local people, many of whom joined us or opened their homes to give us water, food, and access to toilets. I thought people new to direct action would be terrified by the level of conflict we experienced. But our cluster included many people who had never been to an action before. The first day, yes, some were terrified. By the second day, more were ready to go to the wall. By the third day, they were demanding better gas masks for the next one.

    Quebec City, Canada is certainly most European destination in North America. Its convenient proximity to the much of the US east coast is almost as surprising as the fact that so few Americans are clued in to what a great experience awaits them on the St. Lawrence River. This is a place you don't expect to find in North America. Old Quebec is set out on terraces of land shelved up from the wide, blue river. It has ramparts and stone arches. The streets are cobblestone and redolent of some delicious but vaguely unfamiliar cooking.     It has become increasingly difficult for trade negotiatorsor officials of global financial institutionsto hold a high-profile meeting anywhere in the world without drawing a crowd of vocal, "anti-globalization" protesters. From the "battle in Seattle" over the World Trade Organization (WTO) in 1999 to confrontations last Spring at the World Bank and International Monetary Fund in Washington, D.C., and Switzerland's Davos Forum this winter, friends and foes of trade deregulation are trading blows on a regular basis.
    The privatizing thrust of NAFTAand the broader threat to the public sector posed by the FTAAhas had one salutary effect, however. It's helping opponents of corporate-dominated trade deals mobilize a much broader spectrum of public opinion, here and abroad, against the Bush Administration's plans. Previously, even much of organized labor viewed "free trade" as a concern only of union members in manufacturing jobs (which have indeed been decimated, in both the U.S. and Canada, by NAFTA).
    Babin's employer of 22 years is Ametek Aerospace in Wilmington, which has been shifting production to Reynosa, Mexico at the expense of local jobs for the last two years. "They tell us that labor costs in the Northeast are too high," Babin says. "By moving to Reynosa, they can hire people to do the same work for $6 a day. That's why we need all the allies we can get in the fight to keep these multinational companies from running away."

    Brief description:
    Québec was founded by the French explorer Champlain in the early 17th century. It is the only North American city to have preserved its ramparts, together with the numerous bastions, gates and defensive works which still surround Old Québec. The Upper Town, built on the cliff, has remained the religious and administrative centre, with its churches, convents and other monuments like the Dauphine Redoubt, the Citadel and Château Frontenac. Together with the Lower Town and its ancient districts, it forms an urban ensemble which is one of the best examples of a fortified colonial city.

    The "Battle in Seattle" in December l999 gave notice of the growing resistance to neoliberal "globalization." Since then, protestors have dashed with police across North America - in Washington, D.C.; Windsor, Ontario; Mexico City; and Montreal - and around the world. The Third Summit of the Americas, in Quebec City, April 20-22, stands to be the next flashpoint in this struggle.
    Aside from their usual declarations on security and terrorism, human rights, and democracy, the 34 American heads of state expected at the Summit (all except Fidel Castro) will focus on finalizing the proposed Free Trade Area of the Americas (FTAA) agreement. According to Canadian Trade Minister Pierre Pettigrew, "The FTAA is inextricably linked to the Summit of the Americas process."
    FTAA: NAFTA WRIT LARGE
    The Canadian government's assurances about the FTAA will sound like deja vu to those who heard its pre-NAFTA declarations. The FTAA agenda, according to the government's official website, "will help the hemisphere and its governments combat inequality and help spread the wealth we are creating through expanded liberalization and increased integration." In reality, the FTAA would extend NAFTA to the entire Western hemisphere - eroding government and citizen control over health, education, labor rights, and environmental protection, submitting all to the forces of the so-called "free market."

  • Labour Market Info Quebec City, the capital o the province of Quebec, is located at the mouth of the St Lawrence , where it widens into the Gulf of St Lawrence. The Quebec City metropolitan area has a population of 671,000 though the city itself has 167,000 residents. Quebec City is the only fortified city in North America, and was the cradle of French civilization in North America. The port was the gateway to the interior for ocean-going ships up until the mid-19th century; primarily for exports of fur and later lumber. The city has expanded and modernized, but has chosen to maintain and restore the Old Town, both along the River and up near the Citadel (the Old City is now a UNESCO world heritage site).
    The city has lots of recreational avenues for its residents. The Plains of Abraham Park and historical monument, at the site of the 1759 battle, is now one of the continent's largest urban parks, enjoyed by all. To the east of the city is the 83 metre Montmorency Falls (30 metres more than Niagara Falls) which can be seen close-up by a cable car. Residents also enjoy the annual Quebec City Winter Carnival, the celebration of winter in this northern city.
