Today its people have one of the highest per capita incomes in the world. Dominated by the Al Thani family for almost 150 years, the mainly barren country was a British protectorate until 1971, when it declared its independence after following suit with Bahrain and refusing to join the United Arab Emirates. Responsibility for the Qatari judiciary is shared among the bureaucracies of three ministries. Adlea (Civil Law) Courts are subordinate to the Ministry of Justice, Shari'a (Islamic law) courts fall under the Ministry of Endowments and Islamic Affairs, and Prosecutors fall under the Ministry of Interior. The Adlea courts have jurisdiction in commercial, national security, all forms of trafficking (including drugs, contraband, and persons), and criminal matters. The Shari'a courts have jurisdiction in family, inheritance, deportation, wrongful injury, and most other civil cases. Both Muslim and non-Muslim litigants may request the Shari'a courts to assume jurisdiction in family, commercial, and civil cases. The law also provides for the establishment of ad hoc state security courts. Although there have been no cases before these courts since the current Amir assumed power, they have not been abolished formally by law and remain an option. Defendants tried by all courts have the right to appeal. The Appeals Court is the highest in the country. The Shari'a courts apply most principles contained in the draft Family Status Law, which covers marriage, inheritance, and juvenile matters, to cases currently under adjudication. Some provisions of the legislation continue to be debated. Shari'a trials usually are brief. Shari'a family law trials often are held without counsel; however, an increasing number of litigants, especially women, use lawyers to present their cases. After both parties have stated their cases and examined witnesses, judges usually deliver a verdict after a short deliberation.

    In Qatar , the ruling continued to hold power following the declaration of independence in 1971. The head of state is the Emir, and the right to rule Qatar is passed on within the Al Thani family. Politically, Qatar is evolving from a traditional society into a modern welfare state . Government departments have been established to meet the requirements of social and economic progress. The Basic Law of Qatar institutionalized local customs rooted in Qatar's conservative Wahhabi The influx of expatriate Arabs has introduced ideas that call into question the tenets of Qatar's traditional society, but there has been no serious challenge to Al Thani rule. In February 1972, the Deputy Ruler and Prime Minister, Sheikh Khalifa bin Hamad , deposed his cousin, Emir Ahmad , and assumed power. This move was supported by the key members of Al Thani and took place without violence or signs of political unrest. On June 27 , the Deputy Ruler, Sheikh Hamad bin Khalifa , deposed his father Emir Khalifa in a bloodless coup. Emir Hamad and his father reconciled in 1996.     In September 1992 tension arose with Saudi Arabia (with which Qatar has generally enjoyed close links) when Qatar accused Saudi forces of attacking the Qatari border post of al-Khofous, killing two border guards and capturing a third in the process.
    The Saudi Government denied the involvement of its armed forces, claiming that the incident had been caused by fighting between rival Bedouin tribes within Saudi territory.
    In October it was reported that relations between the two countries had improved as a result of mediation by Kuwait, and the Qatari hostage was released; Qatar nevertheless registered its disaffection by not attending meetings of GCC ministers which took place in Abu Dhabi and Kuwait in November.
    In December, however, after mediation by President Hosni Mubarak of Egypt, Sheikh Kalifa and King Fahd of Saudi Arabia signed an agreement whereby a committee was to be established formally to demarcate the border between the two states. Qatar subsequently resumed attendance of GCC sessions.
    In November 1994, however, Qatar boycotted a meeting in Saudi Arabia of GCC ministers of the interior, in protest at what it alleged to have been armed incidents on the border with Saudi Arabia in March and October.

    In October 1960 Sheikh Ali at-Thani, who had been Ruler of Qatar since 1949, abdicated in favour of his son, Sheikh Ahmad Al-Thani. In 1968 the British Government announced its intention to withdraw British forces from the Persian (Arabian) Gulf area by 1971.
    As a result, Qatar attempted to associate itself with Babrain and Trucial Oman (now the United Arab Emirates-UAE) in a proposed federation.
    Citing security considerations during the conference, in late October Qatar had banned nationals of 10 countries (among them Egypt, Lebanon, Libya and Syria) from entering Qatar during November.
    US, Canadian, French and Egyptian military aircraft and personnel were subsequently deployed in Qatar. Units of the Qatari armed forces later participated in the military operation to liberate Kuwait in early 1991 Qatar resumed tentative contact with Iraq in 1993.
    In February 1994, following the screening on Qatari television of reports depicting the severe economic hardships in Iraq as a result of UN economic sanctions, Kuwait temporarily recalled its ambassador from Qatar in protest at the apparent rapprochement of Qatar and Iraq.
    In March 1995, during the first official visit to the country by a senior Iraqi official since the Gulf War, the Iraqi Minister of Foreign Affairs met with his Qatari counterpart to discuss the furtherance of bilateral relations.

    Courtesy Embassy of Qatar, Washington The 1970 provisional constitution (sometimes called the basic law) declares Qatar a sovereign Arab, Islamic state and vests sovereignty in the state. In fact, sovereignty is held by the amir, but, although he is supreme in relation to any other individual or institution, in practice his rule is not absolute. The constitution also provides for a partially elected consultative assembly, the Advisory Council. The first council's twenty members were selected from representatives chosen by limited suffrage. The size of the council was increased to thirty members in 1975. Among the council's constitutional prerogatives is the right to debate legislation drafted by the Council of Ministers before it is ratified and promulgated. The amir is also obliged to rule in accordance with Islamic precepts, which include fairness, honesty, generosity, and mutual respect. Islamic religious and ethical values are applicable to both the ruler's personal life and his rule. Thus, the ruler must retain the support of the religious community, which often asserts itself in such areas as media censorship, education regulations, and the status of women.
