What Is PAT? History How the Program Works ... Contact Us History Background The concept for Parents as Teachers was developed in the 1970s when Missouri educators noted that children were beginning kindergarten with varying levels of learning readiness. Research showed that greater family involvement in children's learning is a critical link in the child's development of academic skills, including reading and writing. Early childhood professionals suggested that a program to help parents understand their role in encouraging their child's development right from birth could help prepare children for school and life success. Such a program, available to all families, would help level the playing field for all children. With funding from the Missouri Department of Elementary and Secondary Education and The Danforth Foundation, Parents as Teachers began in 1981 in Missouri as a pilot project for first-time parents of newborns. Convinced of the program's benefits and cost effectiveness, state funding was provided in 1985 to implement the PAT program in all Missouri school districts. Since 1985, the program has expanded to all 50 states and to other countries. Research indicates there are "windows of opportunity" during the early years of a child's life when learning takes place more easily. Through collaboration with a team of neuroscientists from Washington University School of Medicine in St. Louis, Parents as Teachers developed a comprehensive neuroscience-enriched curriculum. With this research-based curriculum, Parents as Teachers focuses on the early years, throughout pregnancy to kindergarten entry, to help parents understand what to expect during each stage of their child's development.

Its neighbors include the Dominican Republic and Haiti (two countries that share a single island), Cuba, and Jamaica to the west and the U.S. Virgin Islands and the lower Antilles to the east. South America lies to the south and the U.S. mainland to the north. Puerto Rico has large modern cities and small country towns. Population centers include the main island of Puerto Rico and two smaller islands, Culebra and Vieques. Puerto Rico's current population is more than 3.5 million people. There are also 2.7 million Puerto Ricans living on the U.S. mainland. Puerto Ricans are the second largest Latino group in the United States. Spanish is the language spoken on the island, with English taught as a second language in the schools. Gregory Drive, Urbana, IL 61801, USA The large collection of United States textbooks located at the Center for Research Libraries (CRL) in Chicago, Illinois has been relocated from a warehouse facility to a building addition at the headquarters of CRL. The new facilities provide a well-lighted, climate-controlled environment for the more than 67,000 textbooks in the collection, as well as the 23,000 curriculum guides of related interest. Textbooks and curriculum guides are shelved in relatively close proximity to one another on moveable shelving. The moveable shelving provides space for growth, so that CRL can once again begin accepting deposits from its member libraries. The Center for Research Libraries is a consortium of research libraries that centralise certain materials at the Center's headquarters. Founded in 1949, the Center offers its members the opportunity to deposit certain categories of materials in its collections, as well as the opportunity to vote on the acquisition of specific types of materials, such as microform sets. Led by NOAA’s National Ocean Service, the 265-page report, The State of Coral Reef Ecosystems of the United States and Pacific Freely Associated States, was developed by 38 coral reef experts and 79 expert contributors. These “rainforests of the sea” are storehouses of immense biological wealth that provide services worth about $375 billion each year to the U.S. economy for recreation, tourism, food, pharmaceuticals, and other purposes. Coral reefs also protect our coastlines from wave action and prevent erosion, provide shelter and food for anywhere from one to ten million animals and plants, and are some of the oldest habitats on the planet. But, the same factors that make them so important also make them vulnerable to over exploitation. And that is what is happening in the U.S. and around the world. The Coral Reef Task Force was established to focus federal, state, and territorial efforts on the threats to the health of the nation’s coral reefs, and how we can stem these threats to protect coral reefs for present and future generations. I chair the Task Force, on behalf of Department of the Interior Secretary Gale Norton, along with Tim Keeney, Deputy Assistant Secretary for Oceans and Atmosphere on behalf of the Department of Commerce. Nineteen years later, the United States granted U.S. citizenship to the Island's inhabitants. Using its authority under the "territorial" clause of the U.S. Constitution, Congress over time has extended a measure of local self-rule to the American citizens of Puerto Rico. The current structure of local government, commonly known as "Commonwealth" was enacted in 1952. A bill (H.R. 856) sponsored by House Resources Committee Chairman Don Young (R-AK) recently passed the House under which the voters of Puerto Rico would be asked to choose whether to continue the current status, or to begin a process that could lead either to statehood for Puerto Rico or independence. A companion bill has been introduced in the Senate by Senator Larry Craig (R-ID). On April 2, the Senate Committee on Energy and Natural Resources will begin its consideration of this issue. In 1873, when Congress transferred territorial oversight from the Secretary of State to the Secretary of the Interior, the governance of some 1,629,000 square miles became a department responsibility. By then the United States had reached its present continental dimensions encompassing nearly 3,611,000 square miles, so that the territories covered about 45 percent of the national domain. From them were formed the states of Colorado in 1876; Montana, Washington, and North and South Dakota in 1889; Wyoming and Idaho in 1890; Utah in 1896; Oklahoma in 1907; Arizona and New Mexico in 1912; and Alaska in 1959. In 1898 the United States acquired its first insular possessions, annexing the Hawaiian Islands and obtaining Puerto Rico, Guam, and the Philippines from Spain following the Spanish-American War. America's Pacific presence was extended a year later with the addition of several of the Samoan Islands. Only Hawaii came under Interior at the outset; the State Department took primary responsibility for Puerto Rico, the War Department supervised the Philippines, and the Navy Department oversaw Guam and American Samoa. When the United States purchased the Virgin Islands from Denmark in 1917, the Navy also took charge of that Caribbean possession.

Wind Energy Resource Atlas of the United States Table of Contents Acknowledgements Chapter 1: Introduction This atlas estimates wind energy resource for the United States and its territories, . and indicates general areas where a high wind resource may exist. This information is valuable to wind energy developers and potential wind energy users because it allows them to choose a general area of estimated high wind resource for more detailed examination. A siting document, such as that written by Hiester and Pennell (1981) , can assist a potential user in going from wind resource assessment to site selection. Background The national wind resource assessment was one of the initial goals of the Federal Wind Energy Program. Early research in wind characteristics included the development and application of techniques for estimating the magnitude and distribution of wind resource over a selected area. In 1979 and 1980, the Pacific Northwest Laboratory (PNL) used these resource assessment techniques in preparing twelve regional wind energy atlases covering the United States and its territories ( Map A-l and Table A-l ). The atlases depicted annual and seasonal average wind resource on a regional and state level. They also included the wind resource's certainty rating and the areal distribution (percentage land area suitable for wind energy development) based on variations in land-surface form. HOME Study within the U.S. National Student Exchange Through participation in the National Student Exchange (NSE), Western Washington University undergraduate students can attend one of 178 accredited universities in the United States, the U.S territories of Puerto Rico, Guam, and the U.S. Virgin Islands, and five provinces of Canada. Western students can study for an academic term or academic year on exchange and pay in-state (resident) tuition rates to the host university. Host credits earned are transferred to Western Washington University and continuing student status is maintained while on exchange.
