Rafael Hernandez
Rafael Hernandez is considered one of the greatest Puerto Rican music composers. He was born in the town of Aguadilla in 1892 and died in San Juan in 1965. Rafael studied music in Puerto Rico and Mexico. He also served in the armed forces during the first world war. In 1926 while residing in New York city he formed the musical trio called "Trío Borincano". In 1929 he composed the famous "Lamento Borincano". In 1934 he formed the musical group called "Cuarteto Victoria". Rafael traveled much of Latin America with both musical groups. In 1937 he wrote one of his most beautiful songs "Preciosa". In 1947 Rafael returned to Puerto Rico and he became director of the Puerto Rican Symphonic Orquestra and also advisor to WIPR-Radio . Some of his most famous and beautiful compositions are:

The music of Rafael Hernandez forms an important part of Puerto Rican Culture. His songs and tunes bring beautiful nostalgic memories to most Puerto Ricans on the island, and those whose reside in the USA and elsewhere.

History: The Taino Indians were the first Puerto Rican inhabitants. The island was ‘discovered’ by Columbus in 1493 on his second voyage to the New World and was governed by Ponce de Leon from 1508. Puerto Rico (Rich Port) was eventually ceded to the USA in 1898 at the end of the Spanish-American War. In 1917 Puerto Ricans were granted US citizenship and in 1952 the island became a self-governing ‘Commonwealth in association with the USA’. Many people regard this situation as a compromise between full membership to the USA and full independence. In practice, this gives Puerto Ricans an American passport and makes them eligible for military draft but they do not pay US federal taxes and cannot vote in US elections. Of the main political parties, the Partido Popular Democrático (PPD) is broadly in favour of the existing Commonwealth status, while the

The structure of government under the Autonomic letter provided administrative autonomy, as well as an insular parliament, composed of two chambers and a general governor, to govern the island. The autonomic letter could not be modified by the Spanish parliament without previous solicitation of the insular parliament. According to the Spanish Constitution of that period, sixteen deputies and five senators represented Puerto Rico with rights in the Spanish Courts. With its establishment, members of the two Puerto Rican political parties composed a cabinet of secretaries: Autonomistas Ortodoxos or Puros and the Liberals. The General Lieutenant In 1806 the first insular newspaper in San Juan appeared, La Gaceta dePuerto Rico. It was published by a Frenchman named Delarue and was later acquired by the governor Toribio Montes. This started a tradition of journalism in Puerto Rico. The last time a newspaper was published under the Spanish seal was on September 16, 1898. The first paper published under the American seal was on October 18, 1898.

    US government preparing for mass arrests in Puerto Rico
    By Bill Vann 6 November 1999 Use this version to print The US Justice Department is reportedly sending 300 federal marshals to the small island of Vieques, off the eastern coast of Puerto Rico, in an apparent preparation for massive civil disobedience anticipated in the event that the Pentagon orders the resumption of live-fire shelling exercises there. Protests erupted on the island after a stray bomb claimed the life of one Puerto Rican civilian employed by the Navy and injured four others in April. Popular outrage over the incident forced Puerto Rico's Governor Pedro Rosello to form a Special Commission on Vieques, which recommended an immediate and permanent cessation of military exercises on the island. A second panel, however, was formed by the Pentagon and issued a recommendation to the Clinton administration that, while live-fire exercises should be phased out over the next five years, to order an immediate halt to the operations would endanger "national security."

    For Immediate Release: Thursday, February 26, 2004 (#04029) San Juan, Puerto Rico U.S. Environmental Protection Agency (EPA) Regional Administrator Jane M. Kenny joined
    • Esteban Mujica, chair of the Puerto Rico Environmental Quality Board (EQB) Dr. Johnny Rullan, Secretary of Health Juan Agosto Alicea, President of the Puerto Rico Aqueduct and Sewer Authority (PRASA),
    for the signing of an agreement to improve water quality and enhance protection of public health in Puerto Rico. The agreement, memorialized in a Memorandum of Understanding, provides a framework for developing and implementing water quality management plans for priority watersheds as part of PRASA's new Watershed Stewardship Project. Funding for the projects will come in part from a number of expected settlements of complaints that EPA has against PRASA. These settlements are not yet final. "This agreement gives will allow EPA to use some of the penalties that PRASA is facing for past violations to help fund critically needed watershed protection programs," said Jane M. Kenny, EPA Regional Administrator. "Implementing programs to protect the water resources of Puerto Rico protects public health and improves the environment."

    Facts About Puerto Rico As a state, Puerto Rico would have the 25th highest population of any state and would send six or seven Congressmen to Washington as well as two Senators. The House is limited to 435 Members, so a state of Puerto Rico would cost at least six states one Congressman each. Language Fully 90% of Puerto Rico's high school graduates do not speak English well. As a state, Puerto Rico could make Spanish its only official language (as it did in 1990) and require the rest of the United States to adapt to them. That could cost $2-3 billion each year in language translation costs alone based on the costs Quebec imposes on Canada. Income Puerto Rico's per capita income of $8,509 is less than one third of the US average, and about one half that of Mississippi, the poorest state. The average monthly per capita income in Puerto Rico would be $709 per month. Social Security Disability payments are at least $790 per month. Rank of a state of Puerto Rico as a state among states based on population: 25th Rank of Puerto Rico currently if included among states based on persons receiving disability income: 16th In Puerto Rico, 50% of families have incomes of less than $10,000.
