(similar in function to a U.S. State with its counties).

These municipalities were defined and instituted over time while Puerto Rico was a Spanish colony, and later became a Royal Spanish province. This form of local government remained after Puerto Rico was briefly granted limited independence by the Spanish crown shortly before the Spanish-American war of 1898. The governing style of a modern-day municipality is an interesting mix of the county government style of a US state, and the Old-Spanish style municipal government, with many Spanish style laws and procedures still in place. It has a county seat (usally a town with the same name as the municipality), mayor's office, municipal police (similar to a county sheriff), assessor's office, treasurer, etc. A central plaza with Church and Government buildings reflective of the previous Spanish style Church-State culture typify this style of government. Like all municipalities on the island, an elected mayor and a municipal assembly govern Rincon. The mayor then appoints a secretary auditor and a treasurer. Rincon's current mayor is the Honorable Carlos Lopez (Popular Democratic Party) elected by popular vote in 2000.

SAN JUAN, Puerto Rico (Reuters) - Puerto Rico's Government Development Bank said Tuesday it was considering a $500 million bond sale to help address an $8 billion unfunded liability in its public employee pension fund.
Hector Mendez, president of the bank that acts as fiscal agent for the Commonwealth, said pension bonds are part of a larger plan forwarded to the governor to shore up Puerto Rico's pension fund, which provides benefits to the island's large public service sector.
Other steps Mendez has proposed would require approval from the U.S. territory's Legislature. Those include capping benefits and increasing the amount of contributions made by both the government and employees.
Currently, employee contributions total 8.27 percent and government contributions amount to 9.27 percent. But the amount of funds generated leaves the pension fund with a $50 million shortfall every year, according to Mendez.
The bank president, in an interview, said the government and employee contributions should both be increased to 10 percent to generate $60 million annually.

The practice maneuvers, including live bombing runs, have had devastating effects on the environment, the economy and the health of Vieques residents. Following the death of a civilian by a stray bomb in April, 1999, widespread opposition to U.S. military presence erupted throughout Puerto Rico. A broad coalition of church, environmental, and political organizations established a nonviolent protest encampment on the bombing range which successfully halted Navy training operations for over a year. Bombing recommenced in 2001 despite a growing tide of protest by Puerto Rico government leaders, church officials, students, unionists, academics and other citizens.
