(928) 774-3358 ext. 232 steele@lowell.edu LOWELL OBSERVATORY AND DISCOVERY COMMUNICATIONS, INC., ANNOUNCE PARTNERSHIP TO BUILD INNOVATIVE TELESCOPE TECHNOLOGY Flagstaff, Ariz. – Oct. 15, 2003 – Today, Lowell Observatory and Discovery Communications, Inc., announced their collaboration to build a $30 million telescope that will significantly impact the exploration of our solar system and the universe beyond. The Discovery Channel Telescope (DCT) – designed exclusively for Lowell Observatory in Flagstaff, Ariz. – will be among the most sophisticated ground-based telescopes of its size. The four-meter telescope will have a significantly wider field of view than any currently existing telescope of its size, giving it the unprecedented ability to survey the sky at nearly eight times the capacity of the largest existing survey telescope. In this wide-field mode, the DCT’s ability to perform deep imaging surveys of the night sky will be unmatched. This versatile telescope can be quickly converted to its alternative optical configuration, allowing it, unlike other pure survey telescopes, to be highly effective during bright phases of the moon. Once operational, the DCT also will have real-time capability, allowing the images acquired by the telescope to be simultaneously broadcast to people around the world. “Since its founding more than a century ago, Lowell Observatory has been dedicated to astronomical research, particularly the study of our solar system and its evolution, and to sharing that knowledge with the public,” said Robert L. Millis, director of the observatory. “The Discovery Channel Telescope will have a considerable impact on the exploration of our solar system and the deep reaches of space, and we are very excited to be working in partnership with Discovery Communications to develop this innovative technology.”

    Broadband IT public facility, PUBLIC NET, to be launched Minister of Informatics and Communications Kálmán KOVÁCS announced that the Ministry would launch five public procurement procedures today and another two next week for the implementation of the first phase of the Public Net project. The mission of Public Net is to provide the necessary electronic communications infrastructure for public institutions and communal access points (state administration agencies not forming part of the Government's IT facilities, public institutions, schools, other agencies in charge of public responsibilities and civil organizations). Accordingly, Public Net is an IT network which is comprised of connected but independent units, so-called sub-webs. The individual sub-webs may be implemented and further developed independently. Public Net does not represent the construction of a new network in the form of a state project but constitutes the use of the services offered by the market players. According to the plans of the Ministry, the Public Net project will be implemented continuously, in several phases, each relying on the other. The five public procurement procedures invited today and another two to be invited next week will serve to complete the tasks that form part of phase one. In the first phase of Public Net, we shall reach some 7,300 end-points and the most important constituents of the basic infrastructure, too, will be implemented in this phase, as will be the related network monitoring, customer service and Internet services.

    The Ministry of Informatics and Communications launched its IT Public Net Programme to be implemented as part of a public procurement procedure in August 2003. Its mission is to create broadband Internet access in all public institutions and at communal venues. The further development of Public Net and Sulinet (School Net), which constitutes an integral part of the former, has been a major IT programme in recent years worth billions of forints. In the case of programmes of such magnitude financed from public funds, particular attention must be paid to the cost-effective and safe implementation of the programme both from a technical point of view and from the respect of project management, according to the objectives defined, so that it may become an effective tool for the realization of social objectives. To this end, primarily in the area of implementation, the Ministry divided the process of the creation of Public Net into part assignments which are best suited to the relevant professional competencies. Accordingly, the Ministry instituted 7 public procurement procedures for the implementation of Public Net. Also with respect to the bids which may be submitted with regard to the individual part assignments, 6 procedures may have 9 winners in total, while in the case of the public procurement procedure to the largest value which was invited for the provision of terrestrial access services, 68 part performances are possible.

    February 12, 2002 NCQA RELEASES HEDIS 2003 DRAFT FOR PUBLIC COMMENT Proposed changes include addition of new behavioral health satisfaction survey; accreditation standards to be released for comment March 1 WASHINGTON—The National Committee for Quality Assurance (NCQA) today released for public comment a draft of HEDIS 2003, the latest edition of the tool used by most of the nation’s managed care plans to measure their performance on key dimensions of care and service. Of special note is the proposed addition of a new survey, the Experience of Care and Health Outcomes (ECHO™) survey, which will capture information about patients’ experiences with the mental health care system. (Note: this survey will only apply to managed behavioral health care organizations.) Interested parties are encouraged to comment on the new survey and other proposed changes, additions and deletions through March 28. Other important changes include the combining of two prenatal care measures, modifications to the Advising Smokers to Quit measure, and new guidelines allowing plans to count nurse practitioner or physician assistant visits in the numerator for certain measures. Each of the proposed changes is explained in detail on NCQA’s Web site. NCQA is a private, non-profit organization dedicated to improving health care quality.
