as Reflected in the Behavior of the Indian State Introduction: Significance of the proposed research project:
It is widely recognized that secularism as enshrined in the Indian constitution is different from the Western understandings of this concept. In the West, secularism is seen as the separation between the Church and the State, the Chambers dictionary definition being that "the State, morals and education should be independent of religion". In contrast, a harmonious construction of all the relevant provisions of the Indian constitution leads us to the notion that all religions- are deserving of equal treatment because all of them are equally necessary for the moral well being of their adherents. The implication is that the State will also support institutions promoting minority religions. This conception of secularism is not something that the framers of the constitution slipped into unwittingly. There is a general perception, often actively promoted by Western scholars, that secularism is a value that India acquired from its colonial past. Such a perception is based on the stereotypical Western view that India is really a land riven by differences of religion, caste and creed that needed this infusion of a Western idea of secularism to become a viable, cohesive nation-state. However, it completely ignores the long tradition of toleration of heterogeneous beliefs that has characterized the Indic civilization: The Sanskrit phrase, "

Those specializing in school and clinical areas, and counselors with their own private practices will generally set their own hours, but will often see their patients in the evening and on weekends. Those working in hospitals and other health facilities will usually be required to work shifts that include weekend and evening hours. School psychologists tend to work normal daytime hours.

Regular Secondary Teacher Education
Regular secondary teacher education aims mainly at training teachers for primary schools, kindergartens and special education. In 1998, there were 875 regular secondary colleges of teacher training in China with 920, 000 enrollments. Out of these 875 colleges, there were 811 regular secondary teacher training schools,61 for pre-school education and 3 for special education.
The main task for regular secondary teacher education is to prepare teachers for primary school education.
The main task of secondary pre-school teacher training schools is to educate kindergarten teachers.
The main task of secondary special teacher- training schools is to educate special education teachers for primary schools
. In 1998,there were 33 secondary special education teacher-training institutions in China, 3 out of which were fully devoted to special education institutions.
In addition, optional courses of special education are offered in regular secondary schools of teacher training so as to enable their graduates to meet the future challenges of having handicapped children to study in the main stream.
