    Title IX (20 U.S.C. 7801 et seq.) is amended to read as follows:
SEC. 9101. DEFINITIONS.
    Except as otherwise provided, in this Act:
      (1) AVERAGE DAILY ATTENDANCE-
        (i) the aggregate number of days of attendance of all students during a school year; divided by
          (ii) the number of days school is in session during that year.
            (B) CONVERSION- The Secretary shall permit the conversion of average daily membership (or other similar data) to average daily attendance for local educational agencies in States that provide State aid to local educational agencies on the basis of average daily membership (or other similar data).
              (i) consider the child to be in attendance at a school of the agency making the payment; and

5 scholarships of $200 awarded to staff studying with other providers Conference subsidies
$8,000 to subsidise attendance at state and national conferences (maximum of $1,000 per department) Department professional development subsidies
$5,000 to support professional development workshops and seminars organised by departments (maximum of $1,000 per department). Institute-wide workshops and seminars
$6,000 to support workshops and seminars offered to a broad range of staff and which meet specific strategic goals. This year we will also encourage staff to enrol in Institute short courses available to the general public (see short course brochure attached). The course must be relevant to employment, and the PD fund will subsidise to 50% of the cost of the course. Staff will still have the opportunity to enrol supernumerary in short courses which have minimum numbers.

January 13 - 16, 2003 Unclassified Fees: Government Industry  **Participants in this course must have reviewed the C4ISR Architecture Framework Document, version 2.0, prior to attending the course. It is available on the web at: www.afcea.org/education/courses/archfwk2.pdf All new C4ISR architectures should be developed in accordance with the current version of the Architecture Framework produced by the C4ISR Architecture Working Group. This course discusses architectures, the framework and the list of products and then presents a systems engineering approach for implementing it. The course consists of lectures, interactive sessions, and a work session in which participants, organized in small teams, work through an example problem contained in a workbook and produce sample products. Finally, an approach to addressing warfighters’ questions that is based on an executable model of the architecture is presented and a procedure for evaluating architectures is described. The course objective is to address the process, tools and techniques of describing and evaluating C4ISR operational and systems architecture views consistent with the guidelines of the current Architecture Framework. The course is focused on developing an understanding of the architecture views and their linkages, explaining how the various specified products describe the architecture views, and addressing the practical aspects of generating the various products. Special emphasis is placed on the relationships among the various products and the need for concordance among representations of the views.
