Advanced Search More information about community development through reuse and recycling is available through ILSR's Waste to Wealth program. The Canadian province of Prince Edward Island (pop. 136,000), pursuant to the Litter Control Regulations under the Environment Protection Act, all flavoured carbonated beverages must be sold in refillable bottles. banned non-refillable soft drink bottles in 1977, and soft drink cans in 1984. The island's government decided that in addition to preventing litter on the beautiful resort island and avoiding the use of plastics, the ban would preserve a local bottling business and the associated jobs. The island also had a local glass recycling plant but no local aluminum recycling plant. Today, the return rate on Prince Edward Island's soft drink and beer containers stands at close to 98 percent. This is the highest in North America and has not been seen elsewhere since the 1950s, when local bottlers and deposit-return systems were the norm.

As part of its Atlantic Initiative, the National Resource Council (NRC) is working with federal and provincial agencies, local business, and the University of Prince Edward Island (UPEI) to investigate the possibility of a bioresources technology cluster. Activities will focus on the discovery, development and commercialization of high-value bioactive compounds for human and animal health and nutrition. To support the process, the Bioresources Technology Cluster Roadmap (BTCRM) Steering Committee was launched in May 2001. The Committee included representatives from NRC, BioVectra of Charlottetown, UPEI, the Government of PEI, the Atlantic Canada Opportunities Agency, Ocean Nutrition Canada and other private sector partners. Through an industry survey, community consultations, workshops and research studies, the Committee has recommended that the cluster focus on bioactive compounds from marine and other resources.

$11.6 MILLION IN HIGHWAY
IMPROVEMENT FUNDING FOR PRINCE EDWARD ISLAND
CHARLOTTETOWN - Transport Minister David Collenette, together with Solicitor General of Canada and MP (Cardigan) Lawrence MacAulay, Prince Edward Island Premier Pat Binns, and Prince Edward Island Minister of Transportation and Public Works Gail Shea today announced an agreement to provide joint funding of $11.6 million until March 2006 for highway improvement projects in P.E.I. This agreement is part of the $600 million Strategic Highway Infrastructure Program (SHIP) announced by Mr. Collenette in April 2001. “This federal contribution of $5.8 million from the Strategic Highway Infrastructure Program will help to enhance safety, and improve the overall condition of the province’s highways,” said Mr. Collenette. “Continuing the partnership between the Government of Canada and the Province of Prince Edward Island is a very important element in making real improvements to our highway infrastructure.” “Investments like the one made today reaffirm our government’s commitment to ensuring safe, quality roads for the continued economic and community development of Prince Edward Island,” said Mr. Binns.

Transportation of Dangerous Goods Act, 1992
THIS AGREEMENT made as of the day of , 1996 BETWEEN HER MAJESTY IN RIGHT OF CANADA, (herein referred to as "Canada") represented by the Minister of Transport, AND HER MAJESTY IN RIGHT OF THE PROVINCE OF PRINCE EDWARD ISLAND , (herein referred to as Prince Edward Island) represented by the Minister of Transportation and Public Works. WHEREAS the Federal Minister and Provincial Minister are of the opinion that a program for the enhancement of safety in the transportation of dangerous goods is a matter of continuing public concern; AND WHEREAS the Parliament of Canada and the Legislative Assembly of Prince Edward Island both have enacted legislation in respect of the transportation of dangerous goods; AND WHEREAS the Federal Minister and Provincial Minister acknowledge that in a national transportation of dangerous goods program it is necessary that uniform comprehensive regulations respecting the handling, offering for transport and transporting of dangerous goods be administered and enforced in the manner that will most effectively utilize their resources; AND WHEREAS the Federal Minister, with the approval of the Governor-General in Council is authorized to enter into the within agreement pursuant to

October 6, 2000 Montague, Prince Edward Island October 6, 2000 - The Honourable Lucienne Robillard, President of the Treasury Board of Canada, Minister responsible for Infrastructure and Member of Parliament for Westmount - Ville-Marie, the Honourable Lawrence MacAulay, Solicitor General of Canada, the Honourable Pat Binns, Premier of Prince Edward Island, and the Honourable Gail Shea, Minister of Community and Cultural Affairs for Prince Edward Island, participated today in the formal signing of the six-year Infrastructure Canada-Prince Edward Island agreement. The agreement will mean a total investment of $38.406 million in infrastructure for Prince Edward Island, with equal contributions from the federal, provincial and municipal governments. The Premier and Ministers agreed that the partnership is an excellent example of how different orders of government can work together for the benefit of all Canadians. "The Infrastructure Canada-Prince Edward Island partnership is a reflection of our shared commitment to building a more dynamic economy, and improving quality of life for Canadians in all parts of Canada," said Madame Robillard.

Citing concerns about the safety of the food supply and potential damage to
the environment, Islanders opposed to genetically modified foods have once
again renewed calls for the province to make P.E.I. a GMO-free zone. The call came this week during an emotionally charged public forum at UPEI
on GMOs and the future of agriculture on P.E.I. that saw both proponents and
opponents of GMOs lay out their respective cases. Social activist Leo Broderick asked Premier Pat Binns point blank if he
would introduce legislation in this session of the legislature to ban GMOs
in P.E.I.

1993 Grade: 1994 Grade: 1995 Grade: B- 1996 Grade: C Prince Edward Island's grade fell this year in the combined rating of protected spaces, protection of endangered species, and protection of wetlands. No new protected areas were created this year. No endangered species legislation was brought forward. Insecticide use continues to be a problem in the province, as forested areas are converted to potato farming. Recreational fishery groups have linked fish kills to pesticide residue problems. Meanwhile, the government gave permission, as well as a $900,000 grant, to a North Carolina developer to mine the ecologically significant East Baltic Bog. Thankfully, the developer has pulled out of the project. This creates an important opportunity for the government to improve its record, as well as acting swiftly to protect the province's only biologically classed bog. The province is also considering revamping its Fish and Game Protection Act. They have the potential to include provisions for the protection of endangered species and their critical habitat. The national conservation community will be closely watching the next sitting of the House for progress to protect species and spaces.

1993 Grade: 1994 Grade: C 1995 Grade: C- 1996 Grade: D Carbon dioxide emissions (kilotonnes) Decrease: Prince Edward Island gets a low grade this year for uncontrolled logging on private lots and increased agriculture activities also affecting forests, reducing carbon sinks and making the Island more vulnerable to the impacts of climate change. The province also gets a lower grade for failing to understand the significance of climate change as it is likely to affect the province through sea level rise, increased damage to coastal communities and habitat from extreme weather events, and risk to fisheries and farmers. All parts of Canada will face impacts from climate change, but as an island, P.E.I. is particularly vulnerable.

Islanders woke on Sept. 29 to learn the tail end of Hurricane Juan had swept across the province. By evening, a quiet bean farmer most people just call Pat swept the Island, blowing into the halls of power, and earning a place in modern political history. When the counting was over the PCs, led by Pat Binns, were returned to power with 23 seats. His party giving up three of the 26 seats it held before the election to the Liberals under upstart leader Robert Ghiz. By that time Juan had become a tropical depression. The day's political storm brought some depression too, mostly for the New Democrats who were shut out - again. The Tories have captured 54 per cent of the popular vote, down 3.6 per cent from their standing in the last election. That loss bled over to the Liberal Party, which increased its vote share by 8.8 per cent over the 2000 general election to 42.8 per cent. The NDP had 3.2 per cent.

SPECIES AT RISK: The Piping Plover The Piping Plover is listed as an endangered species by the Committee on the Status of Endangered Wildlife in Canada (COSEWIC). These small shorebirds arrive in their breeding grounds in April or May, nesting along sandbars, coastlines, and lake shores. About one-quarter of Canada's Piping Plovers are found in Atlantic Canada; most others are in the Prairies. Regardless of their location, their numbers have been declining. The biggest single reason for that drop is the loss of habitat and most of that loss is caused by human disturbances around nesting sites. Those disturbances range from building activities to the recreational use of beaches. Piping Plovers also are vulnerable to attacks by pets such as dogs and cats, crows, seagulls, and raccoons which are drawn to the area by litter left by picnickers or other beach users.
