News Releases - Prince Edward Island - 2003 December 30, 2003 BRIGHTON RESIDENTS TO BENEFIT FROM NEW SANITARY STORM SYSTEM $4 MILLION INVESTMENT TO ENHANCE HEALTH AND SAFETY CHARLOTTETOWN, Prince Edward Island - Residents of the Brighton area in Charlottetown can look forward to significant environmental upgrades through the development of an initiative to provide sanitary and storm system separation. This initiative is funded by the Government of Canada, the Government of Prince Edward Island and the City of Charlottetown through the Canada- Prince Edward Island Infrastructure Program. This project, which will separate the combined sewer system for some 400 residences in the Brighton area, involves the installation of 8,500 metres of sewer mains including 100 manholes, sewer lateral to 400 properties and road and sidewalk reinstatement. The project will receive $4 million under the infrastructure program, cost-shared by the federal and provincial governments and the City of Charlottetown. The Canada-Prince Edward Island Infrastructure Program provides up to two-thirds of the eligible costs of community infrastructure projects. Communities provide the remaining one-third of project costs, making the program a unique partnership among all three levels of government, with infrastructure investments of more than $38 million in PEI over five years.

News Release Charlottetown Stratford Summerside February 21, 2003 CANADA AND PRINCE EDWARD ISLAND TO INVEST $30 MILLION IN SEWAGE TREATMENT AND WATER DISTRIBUTION SUMMERSIDE, Prince Edward Island - The Honourable Wayne Easter, Solicitor General and MP for Malpeque and Prince Edward Island Premier Pat Binns today announced their governments' respective contributions to sewage treatment and water distribution projects in Prince Edward Island. The Government of Canada and the Province of Prince Edward Island are each contributing up to $15 million toward the following: sewage treatment projects in Charlottetown and Summerside, a water treatment and distribution project in Stratford, and a sludge management strategy for the Island. Total costs for the three projects are estimated at $43 million. The municipalities of Charlottetown, Summerside and Stratford will cover up to one third of the costs of their respective projects. Minister Easter and Premier Binns also announced that their governments would sign formal agreements for these projects confirming this commitment within the next six months. "Through this significant investment, the Government of Canada is continuing its commitment to renew and revitalize Prince Edward Island's municipal infrastructure. These projects are essential to ensure clean and reliable drinking water for our citizens, the effective disposal and treatment of municipal wastewater, and the protection of our harbour waters," said Minister Easter. "The Government of Canada is pleased to support our Island communities through the use of enhanced green infrastructure, as we work together toward a healthy and sustainable future."

Dedicated Volunteers and Effective Partnerships
In its 1989 survey of literacy skills, Statistics Canada found the sampling variability too high to be comfortable releasing estimates on the literacy rate of adults in Canada's smallest province. However, Prince Edward Island's literacy rates are most likely on a par with the other Maritime provinces and below the national average. There is no legislation or policy that specifically addresses adult literacy education in Prince Edward Island. In the 1970s, the province operated federally funded upgrading programs such as the Basic Training for Skills Development program for clients who needed literacy training. However, to fulfil the needs of learners who could not attend classes during the day, a group of instructors from this program volunteered to conduct literacy training during the evenings. These volunteers formed the first of six literacy councils in the province. As a direct result of this volunteer commitment, the provincial government identified literacy as a priority concern. On June 8, 1994, the premier of Prince Edward Island created the Office of Higher Education, Training and Adult Learning, and announced the appointment of a cabinet minister to head the office.

Perhaps one of the most spectacular environmental issues in recent Prince Edward Island history has been the question of the Irving Whale ; a barge that sank about 60 kilometres northeast of North Point, Prince Edward Island in the Gulf of St. Lawrence. The vessel was built in 1966 at the Saint John Shipbuilding and
Dry Dock Co., Ltd. for J. D. Irving Limited of Saint John, New Brunswick. Irving Whale leaked oil covering an estimated 400 square kilometres. Approximately 200 imperial tons of oil washed onto the shores of the Iles-de-la-Madeleine, soiling 80 kilometres of shoreline. More oil made its way through the Cabot Strait and into the Atlantic Ocean. During the cleanup operation 25 years later, 200,000 bags of oil debris were recovered from the dunes of the Iles-de-la-Madeleine. In 1970, Environment Canada conducted a visual inspection of the barge and attempted to repair small leaks from cargo tank vents and pressure relief valves. The Canadian Coast Guard began regular aircraft and surface surveillance of the site to check for pollution. In 1989 and 1990, Transport Canada conducted a detailed survey using divers and remote-operated vehicles. These inspections confirmed that 16 cargo vents were leaking oil, sometimes at a rate of 80 litres per day. Furthermore, the thickness of the hull plating had diminished by 5 percent. In 1993, divers reinforced the cargo tank hatches and covered and sealed the 16 vents to stop the flow of oil. However, a year later, 3 of the 16 vents were leaking

... Nunavut Hon. Patrick Binns, Prince Edward Island Mr. Binns, Premier and Leader of the Progressive Conservative Party of Prince Edward Island, was born October 8, 1948. He is the son of Stanley Ernest Binns and Phyllis Mae Evans. In 1971, he received a Master of Arts degree in Community Development from the University of Alberta. After completing his college education, Mr. Binns worked as a development officer for the Government of Alberta. He moved to Prince Edward Island in 1972 and worked for the Rural Development Council of PEI. Mr. Binns worked in the provincial government of Prince Edward Island from 1974-78, during which time he coordinated the establishment and administration of the regional services centres in eastern PEI. In 1978, he was a recipient of the Queen's Silver Jubilee Medal for Outstanding Public Service. He was elected to the Prince Edward Island Legislative Assembly in 1978. From 1979-84, he served in the provincial legislature and held several cabinet portfolios including Industry, Municipal Affairs, Fisheries, Environment, Labour, Housing and had responsibilities for Economic Development. From 1984-88, Mr. Binns served as a Member of Parliament in the House of Commons representing the riding of Cardigan and was a member of the standing committees on agriculture and fisheries. He also served as Parliamentary Secretary to the Minister of Fisheries and Oceans.

    The purpose of the Annual Report is to demonstrate clearly and consistently the extent to which provincial and territorial plans fulfilled the requirements of the Canada Health Act program criteria and conditions in 2002-2003. Provincial and territorial officials were asked to provide narrative descriptions of their health insurance plans according to the program criteria areas of the Canada Health Act in order to illustrate how they satisfy these criteria. This narrative description also includes information on how their government met the Canada Health Act requirement for recognition of federal contributions in support of insured and extended health care services and a section outlining the range of extended health care services in their jurisdiction; where extended health care includes nursing home intermediate care services, adult residential care services, home care services and ambulatory health care services.

    Prince Edward Island has the distinction of being the smallest political unit in one of the world’s largest countries, Canada. "The Island," as it is known affectionately by its inhabitants, is situated in the Gulf of St. Lawrence off the Atlantic coast of North America. At 46° North latitude, it is about half-way between the Equator and the North Pole. Despite its location some 15km from the nearest point on the adjacent mainland, Prince Edward Island will soon be connected by "the Fixed Link," a bridge, due to open in 1997, a prospect welcomed by half of the inhabitants and viewed with misgivings by the rest.     First-time visitors to Prince Edward Island are often struck by the vivid red of the soil and the beauty of the gently rolling landscape, much of it under cultivation in potatoes and grain.
