[Editor's Note President Polk is Coming! After the visits of George Washington and James Monroe , 30 years and five presidents came and went before another chief executive graced the streets of the old port city. President James Polk ran into some antipathy in the course of his visit. It was his lot to be presiding over an unpopular war, the one with Mexico from 1846 to 1847. Some hint of the problems President Polk faced is contained in a strongly worded item in the Portsmouth Journal of Literature and Politics on June 26th, 1847:
"BUENA VISTA This according to the New Hampshire Gazette is to be the watch-word for the Polk War Party at the coming election. This is well. Let it be understood, then that we are not called upon to decide between a federalist and some other 'ist', but to vote for or against Mr. Polk's war-for conquest and slavery. Those who are fond of war and blood-shed, those who approve of extravagance and waste and great loans and burdensome taxes, will vote for a representative who will act as Mr. Polk pleases."

1. In May, 1787, how many delegates met in Philadelphia, Pennsylvania, for the Constitutional Convention?

Fifty-five. George Washington was a delegate to and the President of the Constitutional Convention. Other famous delegates were Benjamin Franklin, James Madison, and Alexander Hamilton. The Constitutional Convention lasted four months in the sweltering heat of a Philadelphia summer. Inside the State House, the discussions were also heated. The delegates engaged in many disagreements and compromises before a final agreement was reached. On September 17, 1787, the plan for the new government was signed by thirty-nine of the remaining forty-two delegates. It was called the Constitution of the United States. The Constitution was ratified in 1788. Did you know Delaware was the first state to ratify the Constitution? Ratify means to accept. Top of Page 2. Appointment of Edmund Burke of New Hampshire as Commissioner of Patents. The First Session of the 29th Congress was not held until December 1, 1845, so it was December 29, 1845 when President Polk officially wrote, in part: "I nominate to the Senate the persons herein named for the offices to which they have been appointed during the last recess of the Senate, viz: Edmund Burke, of New Hampshire, to be Commissioner of Patents, in the place of Henry L. Ellsworth, resigned...." EDMUND BURKE (1809-1882) had established the "New Hampshire Argus" in 1835 and served as its editor. He was in Congress as a Democrat from 1839-1845, when he received this appointment from Polk. Burke had been a delegate to the Democratic National Convention in 1844. The nomination went to Polk on the ninth ballot. Polk named Buchanan, who had received two votes for nomination, as his Secretary of State. In 1850, Commissioner of Patents Burke returned to his law practice in Newport, N.H. and Boston. He was a delegate to the 1852 convention that nominated Pierce. In 1867, Burke served as presiding officer of the N.H. Democratic State Convention.

President James Polk and the war against Mexico (1846) [President Polk favored annexation of territory that belonged to Mexico. Early in 1846 he sent General Zachary Taylor to establish a fort near the Rio Grande, an act sure to anger the Mexicans. The ensuing skirmishes gave Polk the excuse he needed to begin a war.] [Richardson, ed., Messages and Papers , vol. 5, pp. 2287 2293.] Polk: The Diary of a President, 1845-1849 (New York: Capricorn, 1968), pp. 80 91.] Saturday, 9th May; 1846. - The Cabinet held a regular meeting today; all the members present. I brought up the Mexican question, and the question of what was the duty of the administration in the present state of our relations with that country. The subject was very fully discussed. All agreed that if the Mexican forces at Matamoras [Matamoros] committed any act of hostility on General Taylor's forces I should immediately send a message to Congress recommending an immediate declaration of war. I stated to the Cabinet that up to this time, as we knew, we had heard of no open act of aggression by the Mexican army, but that the danger was imminent that such acts would be committed. I said that in my opinion we had ample cause of war, and that it was impossible that we could stand in status quo About six o'clock P.M. General R. Jones, the Adjutant-General of the army, called and handed to me despatches received from General Taylor by the Southern mail which had just arrived, giving information that a part of the Mexican army had crossed the Del Norte [Rio Grande] and attacked and killed and captured two companies of dragoons of General Taylor's army consisting of 63 officers and men . . . . I immediately summoned the Cabinet . . . . The Cabinet were unanimously of opinion, and it was so agreed, that a message should be sent to Congress on Monday laying all the information in my possession before them and recommending vigorous and prompt measures to enable the executive to prosecute the war . . . .
