By Tatsha Robertson, Globe Staff, 10/26/2003 NEW YORK Wearing his trademark three-piece suit, Al Sharpton proudly stood in the 40/40 Club between music impresario P. Diddy and the club's famous owner/rapper, Jay-Z. As if having two of rap's biggest stars at his birthday bash wasn't enough, Sharpton's host was Russell Simmons, the godfather of hip-hop. ADVERTISEMENT But Sharpton's evening with three of hip-hop's leading stars this month was far more than a calculated photo opportunity by a presidential candidate. Sharpton has vowed to use flashy hip-hop figures to engage young people of all races to vote in 2004. "I am convinced the swing vote of 2004 is the hip-hop generation," he said during a recent interview.

Teens reentering political scene
By Laura Pappano, 2/22/2004 A Commonwealth School sophomore skipped English class to rally at the State House during the recent gay marriage debate. A pair of Boston College High School seniors volunteers for the Kerry presidential campaign, and a classmate leads the Young Republicans Club. ADVERTISEMENT It's too early to tell whether a decades-long trend of youth apathy toward politics is reversing, but some teens at least are giving hope to those who track youth civic and political engagement. Peter George, the Young Republicans president at B.C. High, also helped with Mitt Romney's successful gubernatorial bid. "It's important to be involved," said George, who turned 18 on Feb. 2 and plans to vote in November. "September 11 was the time I started reading the news section of the paper instead of the sports first. You realize the world is a little bigger than you thought." The annual survey of college freshman by UCLA's Higher Education Research Institute shows political awareness rising for the third consecutive year to the highest level in a decade. More than one-third of freshman say "keeping up to date with political affairs" is a very important or essential life goal. Twenty percent said "influencing the political power structure" was a life goal.

The FBI ... The Taliban ELIZABETH FARNSWORTH: The United States is reaching out to potential allies inside Afghanistan who are opposed to the ruling Taliban government. Potential Afghan allies elsewhere are being contacted, too. A U.S. Congressional delegation will meet with the exiled King Mohammed Zahir Shah in Rome this weekend. At the same time, there are a number of reports of dissension within the Taliban itself. The militant Islamic government controls around 90 percent of the country. Its base is made up of Pashtun- speaking people, who are the majority of Afghanistan. The rest of the country is controlled mainly by a coalition of groups known as the Northern Alliance or United Front. Its ranks include such minority groups as Tajiks and Uzbeks.

TEL AVIV, Israel, June 11 (UPI) A Palestinian couple frustrated over their inability to marry approached Israeli lines hoping to be shot together, it was reported Friday. Soldiers suspected the couple were not militants and held their fire, the Yediot Aharonot newspaper said on its Web site. The couple in their late 20s have been friends for six years and upon questioning, told officials they could not marry because of a dispute between their families, a military source told United Press International. INTRODUCTION
Race and the Juvenile Justice System
In January 2000, the Building Blocks for Youth initiative issued its first report, The Color of Justice , which found that youth of color in California were more than eight times as likely to be incarcerated by adult courts as White youth for equally serious crimes. Building Blocks And Justice for Some , reported that youth of color are treated more severely than White youth at each stage of the justice system, even when charged with the same offenses. In October, 2000, Building Blocks Youth Crime, Adult Time , an in-depth study of youth prosecuted as adults in 18 of the largest jurisdictions in the country, found racial disparities similar to the earlier reports, and raised serious concerns about the fairness and appropriateness of the process. In a seminal meta-analysis conducted by researchers Carl Pope and Richard Feyerherm, two-thirds of the carefully constructed studies of state and local juvenile justice systems they analyzed found that there was a "race effect" at some stage of the juvenile justice process that affected outcomes for minorities for the worse. Their research suggested that "the effects of race may be felt at various decision points, they may be direct or indirect, and they may accumulate as youth continue through the system." They suggest that the race effect in the juvenile justice system may be more common than in the adult system.
