Notes for Plenary 4: Civil Society, Political Parties, Grass Roots Activism
Joel Bakan
Faculty of Lw, University of British Columbia
Is non-partisan social activism an adequate substitute for social democratic parliamentary politics? "No." That's my short answer, and I reach it today because of two little insights I had on a drizzly November day back in 1997.
World leaders were meeting at UBC's campus for APEC, and I was out with the protesters. The state seemed awfully powerful that day, with its pepper-spraying police, chain-link barricades and rooftop sharpshooters. Isn't it ironic, I thought globalization is supposed to weaken the state, yet here it is wielding power like there's no tomorrow.
And then it hit me insight #1: there's no irony here, just a mistaken analysis.
Globalization does not weaken the state, nor make it irrelevant. That's a neo-liberal myth. The state today is as powerful as ever perhaps more so. It remains the only institution in the world that can create corporations. It alone grants those corporations essential privileges, such as legal personhood and limited liability, and it compels them always to put profits first. Only the state can raise police forces and armies, and build courthouses and prisons, all compulsorily paid for by citizens, to enforce corporations" property rights" rights themselves created by the state. And it's the state, in concert with other states, that creates trade deals and global institutions which then limit its ability to regulate those property rights.

With the changing global political/economic/social landscape we face a resurgence of hard-core religious fundamentalism, which arises and is nourished to explain economic inequity and assert that "at least God or the forces of right are on our side." This is true in certain forms of Islam, Hinduism, Judaism and Christianity and applies to many regions of the world. The monolithic political structures in these situations are very rigid and inflexible not unlike some of the corporate-driven democratic governments. Since the fall of the Berlin Wall there is a renewed belief that the Christian God has promoted capitalistic enterprises and blesses them by allowing the United States to be the only number 1 world power
Hence, the deconstruction of political parties has lead to a loss of commitment to specific platform ideals, but paradoxically there has been a resurgence of strict belief-driven doctrinal politics of all persuasions in Canada and elsewhere in the world. A similar phenomenon is unfolding in the mainstream churches of Canada with declining memberships while the evangelical ones attract new members.
Concurrent with these massive global shifts has been a domestic situation of devolving increased responsibilities on to municipal governments with no change in the overall funding base, leaving the antiquated, unjust property tax formula in placea sure way to bankrupt cities and local communities. Cities and their amalgamated, enlarged local communities are now "City States." Take, for example, Ontario where cities are now virtually solely responsible for public health, public transit, public housing. These services are all potential victims of "slow death by inadequate funding." Yet these same cities and their regions are Canada's chief economic asset and home to 80% of Canada's population. Where does this leave provincial and national governance?

Political Parties in Belarus
Return to A Belarus Miscellany Topic List This is a very small beginning of listing the political parties of Belarus, including statements of their points of view.
From the official Republic of Belarus permanent mission to the United Nations Web site:
Needless to say, statements made by the current government of Belarusespecially about political, media, and individual freedomdo not have much credibility in the world community. Also note that the official Republic of Belarus UN Mission's Web site has not been updated since August 3, 1996which is prior to the November, 1996, referendum , a referendum whose results are not recognized by most world governmental organizations. POLITICAL PARTIES "The multi-party system has been formed as a result of democratization of socio-political life in Belarus. Acting in the framework of the Constitution political parties contribute to bringing to light the will of people, participate in elections, influence the molding of public opinion." "They have the right to use state mass media. The Constitution bans creation and activity of political parties and other public associations which pursue an aim of forcible change of constitutional system and carry on propaganda of war as well as national, religious and racial strife. Activity of political parties in Belarus is regulated by appropriate legislation."

Nader's Green Party
Presidential Candidacy Agenda for a New Democracy February 21, 2000 Washington, D.C.
Statement of Ralph Nader, Announcing His Candidacy for the Green Party's Nomination for President Today I wish to explain why, after working for years as a citizen advocate for consumers, workers, taxpayers and the environment, I am seeking the Green Party's nomination for President. A crisis of democracy in our country convinces me to take this action. Over the past twenty years, big business has increasingly dominated our political economy. This control by the corporate government over our political government is creating a widening "democracy gap." Active citizens are left shouting their concerns over a deep chasm between them and their government. This state of affairs is a world away from the legislative milestones in civil rights, the environment, and health and safety of workers and consumers seen in the sixties and seventies. At that time, informed and dedicated citizens powered their concerns through the channels of government to produce laws that bettered the lives of millions of Americans. Today we face grave and growing societal problems in health care, education, labor, energy and the environment. These are problems for which active citizens have solutions, yet their voices are not carrying across the democracy gap. Citizen groups and individual thinkers have generated a tremendous capital of ideas, information, and solutions to the point of surplus, while our government has been drawn away from us by a corporate government. Our political leadership has been hijacked.

Overview
French 2004 Elections took place on the 21st and 28th of March with two elections for regions and "cantons". It resulted in a large win of left wing parties: 24 regions out of 26 turned socialist, only two remained to the right wing: Alsace (north-east of France, next to Germany) and Corsica (the Socialists won in number but couldn't vote for one person so choose a right wing leader instead.) For the cantons, the results are less clear since only 1/3 of the cantons were being elected. This page shows a visualization of the elections results using Treemaps . It shows the results for the cantons and for the regions Cantonal elections is for electing local representative for the French departements. A "canton" is similar to a district and may contain one or several parts of cities. Each canton has a representative belonging to a political party. The visualization of the cantonal elections shows which parties participated to the first and second round, their respective relative importance and the outcome of the election, which should be unserstood canton by canton. Regional elections is for electing one region president for each French region. Regions are becoming more and more important throughout Europe because each European country contain an administrative subdivision of comparable size and function. Therefore, Europe tends to become organized as countries and regions (Lander in Germany, small countries elsewhere, etc.) They can be compared to states in the USA in term of population, although much smaller in area. Voters have to chose one president for each region. Therefore, the important information to look for is the total number of votes, not the local percentage of votes.

Pauline Hanson—Political Prisoner
By R. J. Stove It must be tempting for Americans to assume that we Australians are simply Americans with weird accents. After all, we speak English, sort of. Our TV stations (oops, “channels”) are awash with the same voyeurist dreck as America’s: the same Jerry Springer, the same Oprah, the same Ricki Lake. Our pubescent girls exist, for the most part, in the same state of Britneyish semi-nudity as yours. Our troops went in alongside yours in Korea Vietnam Gulf War I , and Gulf War II . Your President described our Prime Minister as a “man of steel.” So we’re basically the 51st state, right? Wrong.
