Marc Holtzman Holtzman will report to Chancellor Ritchie, collaborating with him and senior administrators on major strategic initiatives and decisions. "Marc Holtzman's energy, connections and commitment make an unbeatable combination," Ritchie said. "The University of Denver just couldn't let him get away. Marc's network of world leaders and friends—and his track record in international finance, technology and public service—fit perfectly with the University of Denver's vision of becoming the best university anywhere, as measured by what we do for our students." Like Ritchie, Holtzman is a successful businessman without prior experience in academia. Once considered unusual, the number of non-traditional university leaders is growing. According to the American Council on Education, the percentage of higher education leaders who came from outside higher education rose from 6 percent in 1998 to 12 percent in 2001. Ritchie became DU's chancellor in 1989 after a long career in corporate finance and broadcasting. Since the first tentative steps toward integration half a century ago, member governments have used economic measures to promote political cooperation. In spite of the name change from an "economic community" to a more ambitious "union," the EU remains primarily an economic arrangement. Some countries are happier with this status quo than others. The United Kingdom has historically been reluctant to move beyond a simple free trade area with free movement of capital and labor; former Prime Minister Margaret Thatcher was often the bete noire of pro-Europeans for her vociferous defense of the strictly economic nature of the EU. Many continental European commentators recoil at this idea. Former European Commission President Jacques Delors, German Foreign Minister Joschka Fischer, and others have all called recently for greater political union.

* Columbia Journal of European Law, Vol. 9, No. 2, Spring 2003, New York In June 2003, Steven Horkulak, previously a well-paid senior director of City of London money brokers Cantor Fitzgerald, sued his former employers. He argued that company president and New York native Lee Amaitis had made workplace conditions so "intolerable" for him that he had to resign from the company (which operates in the United States, Canada, Europe, and Asia) in mid-2000. According to Horkulak, his former boss had verbally abused him with shouting, threats, and foul language. Horkulak claimed that the treatment also drove him to drug abuse and drinking. Amaitis seemed puzzled at the legal challenge to his management style. "Our business started with people shouting at each other in a pit and [it] still continues in Chicago," he told the High Court in London, as reported in the Guardian. "You scream and shoutand that's how you get your business up." The court disagreed: In July 2003, Horkulak won nearly 1 million [pounds sterling] (about $1.6 million) in damages and costs from his past employer.

SISYPHUS' NEWSSTAND: THE IRANIAN PRESS UNDER KHATAMI
By A.W. Samii Editor's Summary: Despite the election of President Muhammad Khatami, Iranian conservatives continue to target the press there, using the institutions they control. Indeed, arrests, persecutions, and harassment of the independent-minded and reformist media has increased as the anti-Khatami faction struggles to hold onto power. Khatami has been unwilling or unable to respond. This is a case study of how effectively those opposing democracy and change can wield their assets. Four years ago it looked like things would turn out much differently. The election of Hojatoleslam Mohammad Khatami in May 1997 and his appointment of Ataollah Mohajerani as Islamic Culture and Guidance Minister led to expectations of a blossoming of the Iranian press. Indeed, in the first year of Khatami's presidency, 226 publications received licenses. But at the same time, newspapers were closed for violating vague and unevenly enforced regulations. As one editor complained: "Every time the press in Iran is warned by officials, we are told that we have crossed a red line, although no one has bothered to tell us where that red line is."(1) Journalists were tried, incarcerated, and sometimes prevented from practicing their profession. Others were murdered or just vanished from the face of the earth. Shortly before its final session, the fifth parliament strengthened the press law and defined the "red line" more clearly. The new law was used to close some 13 publications in one week in April 2000, and at least 44 publications by April 2001. And when the new, predominantly-reformist, sixth parliament tried to change the press law in August 2000, Supreme Leader Khamenei blocked the debate.

1255 23rd Street, NW Washington, DC 20037 To The Editor: This contribution transgressed at least two of the statements in the AFP Code and Ethical Principles that all members, including national board members and PAC board members, are required to sign every year:
  • It is particularly ironic that AFP leaders assert that the development of ethical standards is a core contribution of the national organization to the fundraising profession and philanthropy. The AFP leadership would have members believe that there have been very few protests. Our chapter board and various individual members have protested repeatedly. We have received strong support from our members who, unlike the national office, we kept well informed. And we are not alone. In calls to other chapters and members across the country, we are discovering that disagreement with the contribution is significantly more widespread than the national leadership has acknowledged. The Greater New York Chapter believes we have an ethical duty to insist that the AFP Code is the one standard against which the actions of the national office and the various boards are evaluated. We will continue to speak out until this contribution is repudiated.
