Government
Poland is governed under the 1997 constitution. The bicameral parliament consists of a 460-seat Sejm (lower house) and a 100-seat Senate (upper house). Members of both bodies are elected for four-year terms. The president is popularly elected for a five-year term and has the power to nominate a member of parliament as prime minister. The cabinet is appointed by the president, on the advice of the prime minister. The main political parties are the Democratic Left Alliance, Civic Platform, Polish Peasants' party, and Self-Defense party. Sections in this article:

Government party fights for survival
The fight for political survival of the government party, the Democratic Left Alliance (SLD), has entered a new phase as the party’s leadership demands the resignation of Prime Minister Leszek Miller.

Miller resigned as the SLD’s chairman at the end of February after disastrous opinion poll revealed that the party’s popularity had sunk to 10%. The party’s standing in the polls is the lowest for any government party since the reintroduction of capitalism to Poland in 1990. Three years ago the SLD formed a coalition with the Union of Labour after they had polled 42% in the 2001 elections. The collapse in support for the SLD is a result of growing anger at the neo-liberal reforms, dissatisfaction with the EU-enlargement process and a reaction to a never ending series of corruption scandals that SLD ‘barons’ have been involved in. It is unclear if Miller will bow to demands that he resign as Prime Minister. He wants to enter the history books as the PM who brought Poland into the EU and, therefore, might stay on until the 1st of May or after the European elections in June. In hanging on to office he might deliver the final blow to the SLD. Different high functionaries, including the SLD speaker in the house of parliament, have threatened to leave the SLD and set up a competing ‘social-democratic’ party. The SLD’s record in government has been less than impressive and it is very unlikely the party will recover. Although economic growth has recovered to 3.7% in 2003 and is expected to reach 4.8% in 2004, unemployment has risen to 21% over the last year. The SLD government, like the governments before it, has continued with an economic program of consolidation of the traditional heavy industries. In the Polish mining industry, which is the second biggest in Europe and used to employ 450,000 workers in the beginning of the nineties, this has meant the shedding of more than 300,000 jobs in the last ten years.

Directory Institutions Countries Poland gained its independence in 1918 only to be overrun by Germany and the Soviet Union in World War II. It became a Soviet satellite country following the war, but one that was comparatively tolerant and progressive. Labor turmoil in 1980 led to the formation of the independent trade union "Solidarity" that over time became a political force and by 1990 had swept parliamentary elections and the presidency. A "shock therapy" program during the early 1990s enabled the country to transform its economy into one of the most robust in Central Europe, boosting hopes for acceptance to the EU. WDR / Intelecon Regulatory News WDR Home Poland: Government may form TPSA competitor from Tel-Energo Poland: Government may form TPSA competitor from Tel-Energo March 11, 2002 – On Sunday, Poland’s treasury minister indicated that the government-owned telecommunications firm Tel-Energo could become a focal point for a larger holding able to successfully compete on the market currently dominated by private TPSA operator, reported Reuters. According to Wieslaw Kaczmarek, who is in charge of state assets, the fixed-line and mobile group could more effectively compete with the Polish telecommunications incumbent TPSA, which smaller rivals now accuse of monopolistic practices. Kaczmarek said, "Such a group would be built in response to the dominant market position of TPSA." He added, "Tel-Energo could become the leader of such a consolidation drive... but the actual process would have to be carried out by the operators themselves." Currently, the government’s only direct telecommunications holding is a 23 percent ownership stake in TPSA, which is controlled by France Telecom. Indirectly, however, the government maintains ownership stakes in several fixed-line operators and Poland’s second-largest mobile operator Polkomtel. Kaczmarek stated that if created, the holding should have a mobile arm and seek investors after it is formed. "It seems only logical the project would also include mobile operations and the group, in my opinion, would then need a financial or strategic partner," he said.

Poland: Government Hands Out Eight Telecom Licenses
21 June 2002 – According to an Interfax report, Poland’s telecom regulator announced Thursday that it had awarded eight additional telecom operator licenses, including four local licenses and four licenses for new operators to offer domestic long-distance using Poland's new prefix system. "This is the next stage of liberalisation of the telecom market, through strengthening competition and widening access to common services," Polish telecom and post regulator (URTIP) president Witold Grabos said in reference to the licenses. Two of the four successful applicants for local licenses, Netia Telekom SA and eTel Polska received concessions for the entire country. The four companies that acquired domestic long-distance licenses and the accompanying four-digit access codes are PT Centrala, Premium Internet, Dlugie Rozmowy and Szeptel. All licenses are for 25 years. These new long distance operators join a number of firms that are already competing with the country's telecom incumbent, TPSA. Among the existing domestic long distance operators are Dialog, Energis, Netia, NOM, SM-Meida and Tele2.     Friday June 4, 1999 Poland government is praised for removing Auschwitz crosses NEW YORK (JTA) A move by the Polish government to remove some 300 crosses near the Auschwitz death camp appears to have earne
    Polish police removed the crosses last Friday from outside Auschwitz, sending them to a nearby church. The Polish move came one day after police detonated explosives at a site where Kazimerz Switon, the Polish Catholic activist who led a campaign beginning last August to erect the sea of crosses, was staging a sit-in. "We have to congratulate the Polish government and President Kwasniewski for their swift action," Kalman Sultanik, the vice president of the Auschwitz Museum Council, said, referring to President Aleksander Kwasniewski's signing last month of a bill that would set up protective zones around Auschwitz and other former Nazi death camps in Poland. "This action will enable the Polish government to renew its dialogue with the Jewish community and Israel," he said. The controversy over religious symbols at Auschwitz is nothing new and despite the burst of goodwill, the controversy over crosses is far from over.
