Fundamental Physics: General Relativity
The reduction of the Hipparcos data necessitated the inclusion of stellar aberration up to terms in ( v c , and the general relativistic treatment of light bending due to the gravitational field of the Sun (and Earth). The GAIA data reduction requires a more accurate and comprehensive inclusion of relativistic effects, at the same time providing the opportunity to test a number of parameters of General Relativity in new observational domains, and with much improved precision. The rigorous formulation of the GAIA data analysis problem is considered separately in Section 9.3.

The Helsinki Institute of Physics is a physics research institute that is operated jointly by the University of Helsinki, the Helsinki University of Technology and the University of Jyväskylä. The research activity at the institute covers an extensive range of subjects in theoretical physics and experimental subatomic physics. The mandate of the institute is to carry out and facilitate research in basic and applied physics as well as in physics research and technology development at international accelerator laboratories. The institute is responsible for the Finnish research collaboration with CERN. The legislation, by which the Institute was founded, was passed by the Finnish Parliament in summer 1996 and operations began on September 1 of the same year. The foundation for the Institute was provided by the three previous Helsinki-based institutes: SEFT, TFT and HTI, which were merged into the new organization. The project oriented theoretical physics programme of the institute places strong emphasis on areas of current interest, including string theory and field theory, cosmology, particle phenomenology, biological physics and relativistic heavy ion physics. The HIP research in experimental subatomic physics at CERN falls into three research programmes. The CMS programme focuses on the construction of the CMS detector at the LHC and physics simulation studies and software development for the analysis CMS data. The CMS experiment starts in 2007. The programme, in addition, develops radiation hardened silicon detectors for the subsequent high luminosity phase of the experiment.

Articles

Communications
Communications provide rapid publication of brief reports presenting concise descriptions of highly significant work whose rapid publication will be important to a relatively large number of workers in the field. Communications are limited to 400 column lines, defined below.

    Why is the sky blue?
    A clear cloudless day-time sky is blue because molecules in the air scatter blue light from the sun more than they scatter red light. When we look towards the sun at sunset, we see red and orange colours because the blue light has been scattered out and away from the line of sight. The white light from the sun is a mixture of all colours of the rainbow. This was demonstrated by Isaac Newton, who used a prism to separate the different colours and so form a spectrum. The colours of light are distinguished by their different wavelengths. The visible part of the spectrum ranges from red light with a wavelength of about 720 nm, to violet with a wavelength of about 380 nm, with orange, yellow, green, blue and indigo between. The three different types of colour receptors in the retina of the human eye respond most strongly to red, green and blue wavelengths, giving us our colour vision.
    Tyndall Effect
    The first steps towards correctly explaining the colour of the sky were taken by John Tyndall in 1859. He discovered that when light passes through a clear fluid holding small particles in suspension, the shorter blue wavelengths are scattered more strongly than the red. This can be demonstrated by shining a beam of white light through a tank of water with a little milk or soap mixed in. From the side, the beam can be seen by the blue light it scatters; but the light seen directly from the end is reddened after it has passed through the tank. The scattered light can also be shown to be polarised using a filter of polarised light, just as the sky appears a deeper blue through polaroid sun glasses.

    How does a light-mill work?
    In 1873, while investigating infrared radiation and the element thallium, the eminent Victorian experimenter Sir William Crookes developed a special kind of radiometer, an instrument for measuring radiant energy of heat and light. Crookes's Radiometer is today marketed as a conversation piece called a light-mill or solar engine. It consists of four vanes each of which is blackened on one side and silvered on the other. These are attached to the arms of a rotor which is balanced on a vertical support in such a way that it can turn with very little friction. The mechanism is encased inside a clear glass bulb which has been pumped out to a high, but not perfect, vacuum. When sunlight falls on the light-mill the vanes turn with the black surfaces apparently being pushed away by the light. Crookes at first believed this demonstrated that light radiation pressure on the black vanes was turning it round just like water in a water mill. His paper reporting the device was refereed by James Clerk Maxwell who accepted the explanation Crookes gave. It seems that Maxwell was delighted to see a demonstration of the effect of radiation pressure as predicted by his theory of electromagnetism. But there is a problem with this explanation. Light falling on the black side should be absorbed, while light falling on the silver side of the vanes should be reflected. The net result is that there is twice as much radiation pressure on the metal side as on the black. In that case the mill is turning the wrong way.
