Integrated Pest Management (IPM)
If not properly managed, pest and disease outbreaks can result in lower plantation quality and returns. BARCA manages pests and diseases using an IPM (Integrated Pest and Disease Management) model. IPM is a pest and disease management model which uses simultaneous multiple methods to manage pest and disease populations. The goal of IPM is not to eliminate the pest or disease entirely, but to ensure that the population level of the pest or disease is maintained at low endemic levels where damage to the plantation does not occur. BARCA recognizes a number of key elements in the implementation of IPM:
  • Plantation monitoring is ongoing and systematic. Early identification of pest and disease problems is critical. Diseases may be spread during management activities. Careful sterilization of tools and isolation of disease outbreaks is a critical part of IPM. Natural predators provide the best control of pests and diseases. Adjoining native forest stands provide natural reservoirs of predators, including insects, birds and mammals, which are critical to reducing pest and disease risk. Where pest and disease outbreaks will not be controlled by predators and other natural mechanisms, targeted use of natural substances may be used to control outbreaks. Effects of these substances on non-target species are carefully considered. Ensuring that treatments do not also harm the natural predators of the pest or disease is critical.

    Future priorities for tree pest management
    As a result of the initiatives discussed above, and others, there is a new impetus behind tree protection in agroforestry systems and natural forests as well as in industrial and other plantations. To consolidate this development into a coherent set of needs and actions, CABI, the Kenya Forestry Research Institute (KEFRI) and FAO convened an International Consultative Meeting of Forestry Directors and Policy Makers in Kenya in 1995 (Allard, Murphy, Ciesla, Mbagathi 1995). The countries that attended this meeting included: Ethiopia, Kenya, Republic of South Africa, Sudan, Tanzania and Uganda. At the meeting, the participating countries identified specific key problem areas (for example, priority pests, information flow, policies for healthy forests) where national programmes need strengthening. In general, the national programmes recommended that the problems should be addressed through a programme of institutional strengthening, training and regional cooperation, i.e., by networking pest management activities between countries.

    The Alaska Department of Natural Resources (DNR) recently published a CD-ROM of its forest insect damage coverages, including several maps based on data collected during annual statewide aerial surveys. The CD includes spruce bark beetle damage coverages as well as a number of conifer and hardwood defoliators. Aerial surveys are conducted jointly each summer by federal U.S. Forest Service, Forest Health Protection and Alaska DNR, Division of Forestry entomologists to assess forest condition statewide.
