Intern Teacher Certification Utilization of the Program The intern teacher certification program at Millersville University is reserved almost exclusively for two categories of students. First, persons who are already teaching in private schools without a standard instructional certificate are seen as appropriate candidates for this program. Their admission to this program permits the use of their employment setting to fulfill field placement requirements. Second, school districts are sometimes very desirous of employing certain uncertified individuals for very specific reasons. Inclusion in the intern program makes such arrangements possible. Admission to the Program The prospective student must first apply to the Graduate Studies Office. This application seeks admission to Millersville University as a post-baccalaureate certification student(see Post- Baccalaureate Certification Program ). The University's receipt of the appropriate materials sets in motion the process of reviewing the candidate's credentials and determining the sequenced requirements which must be met for recommendation for certification. This review process is done on an individual basis. If the student decides to enroll, he/she is admitted as a regular post-baccalaureate certification studentnot a teacher intern. Fulfillment of the Program In fulfilling the program the student must complete the courses and field assignments as listed on the individual requirement sheet produced through the review of credentials. All courses listed thereon must be completed. The student teaching assignment will be undertaken as early in the program as possible. This assignment will be in the place of employment where the intern certificate is being used. The university student teaching supervisor will be assigned to the intern student. That university supervisor will conduct at least the university required minimum number of classroom observations and conferences indicated for student teaching supervision. The university supervisor will be available for student-initiated contacts. Since the intern teacher has no cooperating teacher for support, the university supervisor is aware that the intern teacher might require more attention and support than might otherwise be indicated.

But she hasn't been able to pass all of the tests required to get a teaching certificate, or even enter IUP's education program. More in today's report Online chart:

But it took three tries before she passed the math test. And she still is trying to pass the writing test. Under IUP's rules, that means Ivory can't continue as an education major. Now she plans to work with children in a hospital setting.

Up to half of teacher candidates failing tests Results could mean colleges failing, too Thursday, January 17, 2002 By Jane Elizabeth and John M. R. Bull , Post-Gazette Staff Writers Between one-third and one-half of Pennsylvania's prospective math and science teachers failed certification tests last year, causing education officials to question whether the state's colleges and universities are doing a good enough job educating their students. The scores were included in a report released yesterday at the Pennsylvania State Board of Education meeting in Harrisburg. The report highlighted the math and science scores partly because a relatively large number of prospective teachers more than 12,000 took the tests in math, biology and chemistry. The report noted that the chemistry score was "well below the national median," and that "may be an indicator that our preparing institutions are presenting programs not fully consistent with the tests." Results on other tests reported by the Bureau of Teacher Certification and Preparation also raised some eyebrows. About a third of applicants flunked the special education certification tests.

Teachers Certification
The Academy offers a Teacher Certification Program which includes training in all aspects of neeldearts instruction. It is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine his or her instructional skills. The certification candidate will develop teaching and presentation skills, will enhance his/her design and color capabilities, and will produce written work necessary for successful teaching of the needlearts. Book critiques, color and design notebooks, and several hands-on teaching experiences complete the certification process. Oral presentations and the display of the candidate's embroidered work are among the highlights of the Certification Workshop. In 2004, Certification Workshop is March 18 to 19 followed by Assembly on March 19 to 23. Full certification requires three years of intensive study along with participation in four Certification Weekends that coincide with the NAN Assembly held at The Fairmont Kansas City at the Plaza.

Contact us Hiring 'highly qualified' new teachers for Philadelphia Emergency-certified teachers are on the way out, but a loophole in federal law allows new teachers to have no prior classroom experience. by Paul Socolar The School District of Philadelphia has expanded its teacher recruitment efforts, but will need to do more in order to meet federal requirements regarding "highly qualified" teachers. That is because the federal No Child Left Behind Act (NCLB) cracks down on the frequent practice of hiring "emergency-certified" teachers. In Pennsylvania, teachers who are emergency-certified have not passed the state-required Praxis teacher licensure tests in basic skills and/or the content area in which they are teaching. In addition they may not have had classroom teaching experience. Philadelphia's recent hires include some emergency-certified teachers and many others who are considered "highly qualified" under NCLB yet had no classroom experience before starting the job.

    More certification hurdles in Pennsylvania
Pennsylvania has changed its mind about teacher certification One of the two states that had agreed to accept a series of national tests as the sole basis for teacher licensing appears to have reversed itself on the issue. At least for the time being, Pennsylvania is requiring candidates who have passed the American Board for Certification of Teacher Excellence exams to enroll in state-approved education programs and complete internships under its auspices before receiving standard state certification... Pennsylvania is one of just two states that have embraced the ABCTE system. Idaho followed Pennsylvania's lead last fall. What's clear now, however, is that aspiring new teachers who might have envisioned taking the board's tests and receiving a Pennsylvania license without necessarily having to take courses or enroll in college-level teacher preparation won't be able to go that route... From the beginning, the ABCTE has faced an uphill battle against teachers' unions and schools of education, which say passing tests is not enough to qualify teachers for the classroom. The group has, however, won support from the U.S. Department of Education, which favors opening new routes into the classroom.
