Pennsylvania Center for Environmental Education Pennsylvania is one of the most progressive states in the nation in relationship to environmental education (EE) accomplishments. Regulatory and voluntary initiatives complement each other to provide the foundation for a comprehensive and effective educational paradigm that meets the needs and desires of its citizenry. The history of education in Pennsylvania indicates that the citizens value the environmental education components in place and know what is yet to be achieved. The Pennsylvania Department of Education's (PDE) contribution to environmental education is very significant. Pennsylvania is the only state that recognizes "Environment and Ecology" as a rigorous academic core subject. Chapter 5 of the Pennsylvania School Code requires that "Environment and Ecology" be taught each year in a planned course within the elementary grades and at least once at the middle and high school levels. Like all other academic subject areas within the Commonwealth, "Environment and Ecology" may be taught as a separate course or integrated into designated curricula. Recent developments within PDE are providing additional educational opportunities. The department is accountable for student learning and attainment of identified academic standards. Standards for "Environment and Ecology" are currently being developed. Once a standard has been identified, it logically follows that an assessment be conducted to determine if the learner has achieved an appropriate level of understanding. Currently, there are standards testing for reading, writing, and mathematics. These evaluation tools are administered throughout the Commonwealth in an effort to assess student achievement within these subject areas.

    Teacher Certification Swarthmore offers a competency-based teacher preparation program for students who seek secondary certification from the Commonwealth of Pennsylvania. Competency is judged by an interdisciplinary committee of the faculty.
    • Requirements for admission Secondary certification Requirements for admission Introduction to Education, Education 14, should be taken by the end of sophomore year, if at all possible. We will not formally admit students to the teacher certification program until they have completed this course. Practice Teaching, Education 16, and the Curriculum and Methods Seminar, Education 17, are regularly taken first or second semester senior year, or in a ninth semester after graduation.     CERTIFICATION AREAS AND REQUIREMENTS
    The Elementary Education program requires 44 credit hours and meets all certification requirements of the Pennsylvania Department of Education. Elementary certification candidates may major in one of the many degree programs offered at Lycoming College. The Secondary program also meets all state standards for those areas in which certificates are issued. Secondary certification candidates major in degree programs related to the areas in which they will be certified.
    Students need to meet the following requirements for teaching certification in Pennsylvania.: Earning a Bachelor's degree, passing scores on all appropriate NTE examinations, successfully completing student-teaching requirements, and receiving a recommendation from the Education Department at Lycoming College.     Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    By Holly Ramer, Associated Press Writer, 3/17/2004 CONCORD, N.H. The state Board of Education is considering an alternative teacher certification method that would allow people to qualify based solely on a computerized test. ADVERTISEMENT The American Board for Certification of Teacher Excellence requires teachers to pass tests in subjects and instruction ability but demands no classroom experience or traditional education coursework. The state Board of Education held a public hearing Wednesday on whether to alter certification requirements to include the new method. Afterward, proponents of the tests held a news conference to explain it. Rep. John Alger, R-Rumney, said the computerized test would help the state comply with the federal No Child Left Behind Act, which will require teachers of core academic subjects to be highly qualified by the end of the 2005-06 school year. Current teachers in rural districts, however, have another year. The alternative certification program will help attract top quality people from other careers into education and ease the teacher shortage, particularly in rural areas, Alger said.
