How to Qualify for Teacher Certification
All candidates for certification must meet the qualifying score for all applicable tests at the time their application for certification is received by the Bureau of Teacher Certification and Preparation.
Who Must Take the Tests
Individuals applying for an initial certificate (Instructional I and Educational Specialist I) are required to take Pre-Professional Skills (PPST) paper and pencil OR Computerized PPST tests in Reading, Writing, and Mathematics. Any Computer-Based Academic Skills Assessments (CBT) taken prior to January 16, 2002 will not be acceptable as substitutions for the PPST tests. In addition, for all Instructional I areas that cover K-6 or K-12, applicants must take the Fundamental Subjects: Content Knowledge test in addition to the designated subject assessment test. All individuals seeking dual certification will be required to be tested in both areas of specialization. All persons who already hold a valid Pennsylvania Level I or II certificate and wish to add another area (including instructional, educational specialist, supervisory or administrative) to that certificate will be required to complete an approved program and take the appropriate subject assessment test(s).

Teacher Certification
Approximately one-third of all East Stroudsburg University students are enrolled in a teacher certification program. Graduates receive the degree of Bachelor of Science and are eligible for certification to teach in the schools of Pennsylvania. The programs of the Faculty of Education are nationally accredited by the National Council for Accreditation of Teacher Education and the Pennsylvania Department of Education and approved by the Middle States Association of Colleges and Secondary Schools. The curricula have been planned so that the graduate may be recommended for certification to teach in most other states without further course requirements. Page 2 - Continued After completing the approved program of courses, the student shall submit to the education department at Bucknell an application for a Pennsylvania teaching certificate. Following a review, the student may be recommended for certification by the designated officer at Bucknell who is the associate dean of the College of Arts and Sciences. In addition to obtaining this recommendation, the student must take all the competency tests required by the Commonwealth of Pennsylvania and receive a passing score on them and must meet any other state requirements. Students must submit scores from the Praxis Examinations to the department of education at Bucknell. Students who desire certification in states other than Pennsylvania must understand that teacher certification is governed by state law and that each state has different requirements. Pennsylvania - Return to the "What's Happening in the States?" Page - Updated March 16, 1998 Pennsylvania Pennsylvania has had an interesting process of evolving beginning teacher programs that stretches back about 30 years! The state began it's support programs with the Teacher Intern Certification Program (TICP) since at least . The TICP was a program that supported any of the new teachers who were entering the teaching career through an alternate route, other than through a university or college teacher education program. The state TIC Program "encouraged" mentoring of all beginning teachers but did not provide any state funding to support district programs. From 1969 to 1983 the TICP was just open to graduate level interns. Then in , the TIC Program was changed to allow any person with a B.A. to enter teaching through this alternate route program. The program was described as a "support and evaluation program". The program had general requirements which expected the local districts to develop their own support and evaluation approaches that were in line with the state guide lines. The interns were supervised by a committee of the principal, an experienced teacher (mentor) and a faculty member from a teacher education institution. Principals, not mentors, evaluated the new teacher's performance. Interns had to pass a state test and complete the induction program. New teacher interns had to earn a more advanced teaching certificate, which was required by the sixth year, for a person to be able to continue teaching.
