JANUARY 9, 1999 A strong watchdog for Pennsylvania taxpayers Bill Robinson Pennsylvania's auditor general is responsible for making sure that all tax dollars are deposited in the state treasury and that public money is disbursed legally and properly. Besides governor, he is perhaps the most important statewide elected official. Pennsylvania's current auditor general is Robert Casey Jr., the youngest person ever to be elected to the office.
As chief auditor for Pennsylvania, he reviews most of the financial transactions of the state and is responsible for performing approximately 6,500 audits each year. These include audits of all state departments, state-owned hospitals, universities, correctional institutions, nursing homes, municipal employee and police pension funds, volunteer firefighters' relief and pension funds, district justices, certain county officials and many local and private agencies that receive state aid.
The auditor general also is responsible for auditing all 501 public school districts, 66 area vocational-technical schools, 29 intermediate units, three alternative education schools and one special education center.

The Pennsylvania Training and Technical Assistance Network (PaTTAN) works collaboratively with school districts and local Intermediate Units to design and implement technical assistance and professional development services that build local capacity and address immediate training needs. These services may include:

Facing an increasingly diverse student population with diverse learning needs and styles, services are available to assist school districts with their mission to provide rigorous and challenging curriculum for all students. Support with aligning curriculum to state standards, and aligning special education and general education curriculum are examples of the technical assistance and professional development opportunities available from the PaTTAN. These services assist school districts in meeting the requirements of Chapter 14 for students with disabilities to be included in the general education curriculum.

Thank you. I appreciate this opportunity to speak to you today. It is very important to maintain full and open communications as we deal with the consequences of the Black/Devon case. As you know, I've been concerned about school investment issues going back to when I was Auditor General. After we discovered that some school districts had lost money dealing with First Empire, out of New York, I issued a written warning to all of you in August 1996. Then the SEC last year shut down John Gardner Black, saying he'd lost money in the very same kinds of mortgage-related investments I'd warned about. So when Rep. Karl Boyes, majority chair of the House Finance Committee, created a Bipartisan Task Force to study the Black/Devon case, he asked me to chair it. The other members are the four chairs of the Finance Committees: Chairmen Boyes and Trello in the House, Chairmen Hart and Wozniak in the Senate.

Youth violence, the death penalty, and extradition laws were just some of the issues discussed when Pennsylvania The attorneys general learned the background of the Israeli legal system from the dean of the Buckman Faculty of Law at Tel Aviv University. They then met with Israeli Supreme Court President Aharon Barak, as well as Deputy Chief of Justice Systems David Wiener. According to Fisher, this was an opportunity to "learn firsthand about the Israel judicial system." Fisher said there are some similarities between the U.S. and Israeli justice systems, such as the appellate process and procedures, but there are many more differences. For example, U.S. Supreme Court decisions are based on the constitution. Israel, however, does not have a Constitution, and, being only 51 years old, is still trying to establish its laws. Another major difference is that, unlike Americans, Israeli citizens have no right to a jury trial. Decisions are made by judges who are appointed by a merit system. Also, the death penalty does not exist in Israel. The only time anyone was executed in Israel was in a special case when Nazi war criminal Adolph Eichmann was executed for his crimes against humanity.

General Information
The Commonwealth of Pennsylvania needs educators who can meet the challenges of teaching in an age of knowledge explosion, educators who are caring, respected professionals who exercise leadership as learner advocates. The Pennsylvania Governor's School for Teaching (PGST) is designed to meet this need by offering a planned, residential, educational enrichment experience that will help participants learn how to build and use knowledge, match appropriate teaching methods to learners' styles and subject matter and make informed decisions in the best interests of students.
Who May Apply
Academically talented high school students who are current juniors at the time of the application deadline may apply to the Governor's School for Teaching. Applicants will be asked to demonstrate academic achievement, an interest in educational processes and a record of leadership and service activities. The Selection Process
The application has four parts. The applicant completes the Personal Data Form, attaching essays. Next two teachers must complete reference forms. The applicant's guidance counselor completes a recommendation form, attaching the transcript, attendance record and, if available, test scores and class standing.
