Such programs do not come under federal or state special education due process procedures. Health: Safety: Transportation: Public Aid for Private Schools/Private School Students: The Pennsylvania Constitution prohibits any appropriation of money raised for the public schools to a sectarian school. Pennsylvania Const. Art. 3, Sec. 15. In addition, appropriations to educational institutions not under the absolute control of the Commonwealth, other than teacher training schools, are prohibited unless passed by two-thirds of all the members elected to each House. Pennsylvania Const. Art. 3, Sec. 30. Miscellaneous: Home Education Programs: The supervisor of the home education program shall maintain a portfolio of records and materials, including a log of time spent, title of reading materials and samples of writings, worksheets, workbooks or creative materials used or developed by the child and results of standardized tests in grades 3, 5, and 8 with an evaluation of the student's education progress by a licensed clinical or school psychologist or a certified teacher with two years experience or a nonpublic school teacher or administrator with two years experience in the last 10 and provide it to the superintendent annually by June 30 or as requested in writing.

The Western Pennsylvania School for Blind Children has been selected as a 2001 Blue ribbon School by the U.S. Department of Education. The Blue Ribbon designation recognizes the School for Blind Children for its excellence in leadership, teaching, curriculum, student achievement, parent involvement and community support. It is the most prestigious education award in the nation
The School for Blind Children is the only school in the city of Pittsburgh – and the only school for blind children in the nation – to receive the Blue Ribbon Award this year. As a recipient, the School is unusual in that it does not fit neatly into the usual Blue Ribbon categories. For example, students at the School are not tested in traditional ways. They do not receive grades, nor pass and fail as they move from year to year. The School's curriculum was developed by its teachers and is uniquely suited to its particular group of students.
"We are pleased that the Blue Ribbon panel saw the merits of our School," said Executive Director Janet Simon. "We feel honored by this recognition of our hard work." Approximately 40 individuals worked on a nomination package submitted to Blue Ribbon last fall. The nomination, in essence a lengthy self-assessment, focusing on every aspect of the school as it related to students. In evaluating the nomination package, the Department of Education looked for overall school quality, challenging standards, ongoing professional development by teachers and staff members, a safe and supportive school environment, and family and community partnerships.

Reginald Belden Jr. kicked off the second annual Project PEACE training program designed to reduce conflict and violence in Pennsylvania elementary schools. The program was held at the Harrisburg Hilton, Feb. 1 – 3, 2003. “Project PEACE works,” said Fisher during his opening remarks to participants attending the three-day training conference. “During the last year, student mediators have successfully reduced tension levels and diffused potentially explosive situations among their peers. After this training, I’m confident that your schools will be added to this program’s success story.” Sponsored by the Attorney General’s Office and the Pennsylvania Bar Association, Project PEACE (Peaceful Endings Through Attorneys, Children and Educators) seeks to teach students how to discuss and mediate disagreements peacefully. Teams of principals, educators, parents, counselors and attorneys representing 12 elementary schools from across the commonwealth participated in the Project PEACE training conference. “The PBA is pleased to join with Attorney General Fisher in offering this peer mediation program to elementary schools again this year,” said Belden. “Over the past year we have seen first-hand how Project PEACE can make a difference in Pennsylvania schools. The schools had a reduction in violence and conflict, and their students were empowered with important life-skills that promote self-esteem and problem-solving. We are anxious for this year’s group of schools to gain the same opportunities.”
