EAST PALESTINE SCHOOL DISTRICT The East Palestine City School District is located in eastern Ohio, entirely within Columbiana County. One privately owned pre-school, the East Palestine Pre-school, and one federally funded pre-school, East Palestine Head Start, operate within the city. The Head Start program is administered by the Columbiana County Community Action Agency.
The District passed a bond issue in 1999 to renovate the existing buildings with the Ohio School Facilities Commision.
The Adult Education Program offers courses in Adult Basic Education; Pottery; sign Language; Parenting; Intro to Computers; Chair Caning; Genealogy; Landscaping for the Homeowner; Notary public Prep; Beginning Golf for Ladies; Intermediate Golf for Ladies; Basic Principles of Investment; Writing Workshops; Exploring the Internet; Intro to Powerpoint; Quilting Classes; and Ohio Boating Education Classes.
There are currently 1707 students enrolled in the district. The administrative staff consists of the superintendent, a director of instruction and three principals. The district also employs a transportation supervisor and a maintenance supervisor. The district employs 98 professional -staff members and 32 full-time and part-time non-teaching employees.
Support services are available locally and through the Columbiana County Educational Service Center. County services include instructional supervision for special education classes.

ETS Adds to Pennsylvania High School Debate on Proper Test Use
The company served as an expert resource today in College in High School Argument Forum, held at the University of Pittsburgh Washington, D.C. (April 29, 2004) Patty McAllister, ETS Executive Director of Public Affairs, commented on "Should Standardized Testing be the Primary Tool Guiding Education Reform?" and took questions from students on this debate topic. "I was pleased to discuss this important topic at a such a high level with students from Pennsylvania," McAllister says. "Tests are best viewed not as barriers, but rather as opportunities to demonstrate what our children know and can do. That’s why they are valuable tools.Our mission is to advance quality and equity in education by providing fair and valid assessments and research," she continues. "It is very important that students, educators and the general public understand the purposes of testing and the valuable information that test scores can provide about student achievement." The College in High School Argument Forum links area high schools participating in the University of Pittsburgh’s CHS program with university partners, local media, and opinion leaders in the Pittsburgh community to explore important public issues through public argument. Each year, forum participants research a common topic and organize sequences of public debates in various venues. A panel of teachers selected the theme for the 2004 forum.

ETS Helps Pennsylvania Middle School Teachers Attain 'Highly Qualified' Benchmark
(Princeton, N.J. Feb. 12, 2004) — The Educational Testing Service and the Pennsylvania Department of Education joined forces to help middle school teachers in the state bridge gaps in their qualifications by using Praxis II subject matter assessments. The partnership will help thousands of the state’s middle school teachers attain the new federal "highly qualified" requirement in the No Child Left Behind Act (NCLB). NCLB requires that middle school teachers have a 4-year degree, be licensed, and able to demonstrate "subject-matter competency" in the field in which they teach (either by holding a major in the field or by passing a subject-matter test). Many middle school teachers have general elementary school majors that are not subject-matter specific. By the 2005-06 school year, all teachers must meet the subject-matter requirement to be "highly qualified." Research shows that students whose teachers have a solid background in the subject they are teaching outperform their peers by about 40 percent of a grade level in math and science. More than 3,000 middle school teachers took advantage of the Pennsylvania Department of Education’s offer to pay for their middle school assessment between April and September, 2003. "The middle grades are vital, because students are making a transition into more challenging coursework, particularly in science and math," said ETS regional director Florence Cucchi. "Many eighth graders are now taking algebra, a course that used to be taught in high school. Pennsylvania showed a lot of foresight in recognizing this important need."

    The elementary programs include the Prep Program, which is a booster program for students in kindergarten, as well as a program for improving deficient reading skills entitled Reading Recovery . Twin Valley Elementary Center also houses a multi-age program for primary students in the district.
    The Twin Valley Middle School program is organized into teams at each grade level. Students work with a team of teachers in major subject areas. Exploratory language programs are offered in grade 6. Students may choose either German or Spanish in grade 7 and earn credit in 8th grade for their language experience. Reading, study skills and practical arts are also offered as courses in the middle school program. Extracurricular clubs and athletics are offered during an activity period as well as after school. In addition, the middle school program includes an offer school reading program called Excel at Reading
    The Twin Valley High School completed renovations during 1998-1999 and 1999-2000. The new facility includes large science classrooms, distance learning capabilities, computer laboratories, a new gymnasium, an expanded and new library/media center as well as complete renovation of existing classrooms and offices.

    Center for Autism and Developmental Disabilities Epidemiology The University of Pennsylvania/The Children's Hospital of Philadelphia Center for Autism and Developmental Disabilities Epidemiology is the CADDRE program studying ASDs in Pennsylvania. The Pennsylvania counties in the project are Chester, Montgomery, and Philadelphia. The Pennsylvania center will conduct four projects: 1. Monitoring Activities
    It is not currently known how many children living in Pennsylvania have an ASD. During the period 1992 through 2001, the number of children served in Pennsylvania under the Individuals with Disabilities Education Act (IDEA) increased 855%. IDEA is the federal law that supports special education and related services for children and youth with disabilities. In the three counties in this project during the 2000–2001 school year, over 2,350 children ages 3–5 years received special education services, and 613 of these children had autism classifications. Of the 10,449 children aged 6–9 years who received special education services, 430 were classified as having autism. There are, however, additional children with ASDs who are in other types of special education classes, who are in regular education classes, who attend private school, or who are home schooled.

    May 1997 ATSDR AND EPA Warn the Public About Continuing Patterns of Metallic Mercury Esposure Metallic mercury is a hazardous chemical that can cause serious health problems. Children (especially very young children) and fetuses are most vulnerable. The Agency for Toxic Substances and Disease Registry (ATSDR), part of the U.S. Public Health Service, and the Environmental Protection Agency (EPA) are jointly issuing an alert to the general public. There is a continuing pattern of metallic mercury exposure in children and teenagers and in persons using certain folk medicines or participating in certain ethnic or religious practices.
    It is important for the general public to understand that either short-term or long-term exposures to metallic mercury can lead to serious health problems. Human exposure to metallic mercury occurs primarily from breathing contaminated air. Other forms of mercury can be absorbed by drinking contaminated water, eating food (usually fish containing mercury), and from skin contact. At high levels, metallic mercury can cause effects on the nervous system and the developing fetus. Other forms of mercury can damage other organs. Even at low levels, metallic mercury can cause health problems.
