School voucher programs are a severe violation of the separation of church and state, Strossen said, because they use state funding to illegally support parochial schools. Last year, Governor Tom Ridge introduced his so-called "school choice" proposal, allowing parents to decide whether or not to send their children to public or parochial schools. With the help of a voucher, a parent would be able to use state money to defray some of the costs of a private, parochial school. Such funding constitutes government support of religious institutions, reported the Altoona Mirror shortly after Strossen's speech. School voucher programs are unconstitutional and will be struck down in the courts if enacted, the paper said.

Some of the largest employers are the primary metal, electrical equipment, health services and local transportation industries. The Valley has two hospitals, Sharon Regional Health System and Horizon Hospital System. Sharon Regional Health System is a teaching facility with an affiliated diploma school of nursing. The sky was clear and the temperature was around 2 degrees. The ground was covered by over a foot of snow and ice and there was yet another winter storm warning forecast for the area. Around 10,000 people were on hand for the event which included a show and a display of fireworks. All weekend long, the town was filled with people enjoying displays and festivities. There were craft shows, art shows, ice carving, dinners, and parties. It was bitter cold on Saturday, but warmed up to 25 degree on sunday, which felt really warm compared to most temperatures so far this year! As it turned out, the crowd did not top last years 40,000, but still, 30,000 is a big crowd for Punxsutawney, where the normal non-Groundhog Day the population stands at less than 7,000. All weekend long, downtown Punxsy was crowded with people and traffic. There were loads of activities around. Several empty stores downtown were used for Groundhog day events. Even the old store on the corner of Findley and Mahoning St. was opened for arts and crafts. This store closed many years ago and last had Western Auto in it. Before that, it was a Murphy's store. It was fun to be in the old place again and see it alive with activity. There was a chainsaw artist, ice carving, live music, a foot race, food concessions, blacksmithing demonstrations, and all sorts of other things going on in the park.

We write you in that capacity and as concerned citizens of this great Commonwealth. The administration has indicated that yet another attempt will be made to secure voucher legislation for elementary and secondary religious school tuition as part of the 1999-2000 budget process. PCPE Information Series Tuition Vouchers What are the concerns about vouchers for nonpublic schools? o Anyone who could meet limited criteria specified in the legislation could open a school and receive voucher money. o Nonpublic schools may deny admission to children based on religion, gender, economic status, physical ability, mental capacity, or other arbitrary criteria. o Nonpublic schools provide for no public review or oversight. o Vouchers for nonpublic schools would be distributed with no provisions regarding achievement, accountability, or compliance with public school regulations. o Additional costs for budget items such as transportation and administration may increase the burden on local taxpayers. o Vouchers only cover a percentage of the cost of tuition. Only those with financial means to make up the difference between the voucher and the actual cost of tuition would have access to the system. Tuition vouchers are grants that would give state tax dollars to parents to subsidize tuition to public, private or parochial schools. The concept first surfaced in the Pennsylvania Legislature in 1991. Following a narrow defeat, the legislation has been modified and reintroduced in various forms in each subsequent legislative session. Tuition vouchers have been proposed repeatedly in numerous forms and in various parts of the nation with little success. The issue has been put to a vote twenty times in public referenda in other states and has been defeated every time.

Westmoreland Pittsburgh plans 500 layoffs With a big deficit and no help from Harrisburg, Mayor Murphy looks for ways to cut costs Friday, August 01, 2003 By Timothy McNulty, Post-Gazette Staff Writer With no relief coming from the Legislature, the Murphy administration is planning to lay off more than 500 workers and shut down senior centers, recreation centers, pools and other services to save money, sources said yesterday. The cutbacks, which still won't prevent the city from going broke by the end of the year, could be announced as early as next week. Neither Mayor Tom Murphy nor his spokesman would confirm the plans. The cuts, which are being discussed with city department directors and bureau chiefs, also could include suspending Public Works services such as rodent control, and selling the city's asphalt plant, said a source who spoke on the condition of anonymity. Murphy has already said events such as September's Great Race could be canceled. The city is facing a $60 million budget shortfall this year, which it wants to make up with tax increases and pension aid, both of which require state approval.
