Barry Steinhardt associate director ACLU (AP) The tiny ridges on a student's index finger could soon make school lunch money and lunch-line bullies a thing of the past. A fingerprint identification program used in three Pennsylvania school districts allows pupils to pay for chicken nuggets, sloppy Joes, pizza and other cafeteria delicacies without ever carrying cash. "It's certainly a lot faster,"

GET A FRESH START
Historic Schools Initiative Wins
National Preservation Honor Award (Washington, D.C., October 18, 2000) - Not long ago, Pennsylvania's historic school buildings faced a dubious future. Due to state guidelines for maintenance, funding and rehabilitation, hundreds of historic schools could have been demolished in favor of big-box schools in outlying areas.
Meadeville High School Then Pennsylvania preservationists worked with state officials to rewrite the guidelines, saving schools from the wrecking ball and giving them a second chance. The National Trust today announced it will recognize the program with a 2000 National Preservation Honor Award. National Trust President Richard Moe will present the award on Thursday, Nov. 2, during the National Trust's National Preservation Conference in Los Angeles.
Sterrett School "Pennsylvania preservationists have leveled the playing field for the preservation of historic schools," Moe said. "Not only do the new guidelines which they promoted save the state money on new construction, they also prove the economic power of successful preservation and allow neighborhoods across the state to keep their cherished landmarks."

Early Settlement The early history of Clarion County was lost because its settlers were too busy making their homes to record much. There was very little conflict with local Indians. Land companies arrived in the area about 1792 to locate warrants. All warrants were dated 1792-1794 and laid out in 1,000-acre tracts. Actual settlers were only allowed 400-acre tracts. There was no settlement until 1801. About 150 came that year. They went back for the Winter and returned with their families the following Spring. Settlers near Callensburg had to buy lands they thought were vacant. The first production of resources was pine tar, which was taken down river to present-day Pittsburgh on canoes to exchange for staples. Many early residents paid for their lands this way. They built farms, then churches, then schools. Davis, in his History (below), writes about the first settlers on page 78: "Tradition is that it was under patronage of Surveyor General
