SECTION I. PROGRAM DESCRIPTION The Pennsylvania (PA) Consortium, three Pennsylvania institutions of higher education, University of Pittsburgh, Pennsylvania State University, and Lincoln University, formed a collaborative partnership to establish academic linkages with the University of the North in the Northern Province of South Africa. The main goal of the academic linkage program is to strengthen the institutional capacity of the University of the North to deliver quality service, improve teaching and learning and to conduct appropriate research to improve the quality of life in the Northern Province and South Africa. Combining their energies so that a broad span of complementary programs and faculties are available to the University of the North will allow all four institutions to:
  • Serve the citizens of our respective regions by providing an education that will provide opportunities for students to become more productive members in society. Exchange and transfer content and process information about educational improvement across continents and cultures. Tap into the depth and breadth of knowledge and experience through the expertise of individuals unique partnership can provide for this specific linkage project and for future academic collaboration.

    Dr. Douglas is an educator, trained in the field of international relations, and specializes in democracy in developing countries, international labor affairs, and international ethics. He has taught university students at SAIS, adults in a mid-career graduate program at Georgetown University, foreign visitors to the U.S., U.S. Foreign Service officers, and Latin American, African, and East European trade unionists. He has over three decades of practical experience in international labor affairs, and has lived and worked for extended periods in Europe, Latin America, and Asia (where he has twice been a Fulbright Lecturer in Korea). At SAIS, he co-teaches Labor in Developing Countries and teaches Ethics, Choice and a Just World Order.
