This document summarizes some of the elements in a Child Care environment which have been identified as key to meeting a child's developmental needs. What cannot be set out in regulations is the manner in which a caregiver interacts with a child. This element must be observed and judged carefully by a parent. To help parents carefully review child care options please review our detailed child care questionnaire Child Care Staff Ratios and Group Size The number of caregiving staff to the number of children is critical to the quality of care and interaction your child will receive. The overall size of the group also has a significant impact on the quality of interaction. Larger groups generate more noise, tension and related stresses.

Many regulations apply to child care providers, however the number of child care providers to number of children requirement, the education/experience requirements of the staff and the physical space requirements have the most impact on the cost of establishing and maintaining a child care environment. These requirements for Pennsylvania are summarized below, with links to the detailed requirement. Pennsylvania requires all providers and staff to submit to child abuse and criminal history clearances. In most instances persons with a felony convictions will not be approved to run/work-in a child care facility. Type of Child Care The child care market in Pennsylvania allows for three types of child care settings outside a child’s home.

March 27, 2002 Discuss this column The burden of education mandates is similar to Mark Twain's comment about the weather, everyone talks about it but no one does anything about it. A classic example occurred during a legislative education committee hearing of an unstructured discussion about education. At one point a committee member asked the testifying superintendent what regulation or mandate he would have repealed. He said he couldn't think of one. The question might have caught him by surprise, but the next four to testify, all district superintendents, were asked the same question and not one of them had a suggestion either, although one said he would try to think of something and get back to the legislator later. In another instance, the Alexis de Tocqueville Institution contacted such people as Chester Finn, the late Albert Shanker and Eric Hanushek and asked them about studies on regulatory burdens. At that time they were unaware of any such work and Hanushek said that even raising the question was novel. Former President Bill Clinton said we should stop funding projects that don't work. But how do we know what regulations don't work if no studies are done? It has been estimated that there are 760 or more education programs scattered throughout the federal government, yet the Clinton administration didn't identify even one which should receive no more funding.

What we know as the Individuals with Disabilities Education Act (IDEA) was originally enacted by Congress on November 19, 1975, as Public Law (PL) 94-142. At that time it was called the Education for All Handicapped Children Act of 1975. Congress enacted this legislation in response to the outcomes of two Supreme Court decisions, as well as to factual information provided by testimony in Congressional hearings that was impossible to ignore. Because there was no mandatory special education law at the federal level prior to 1975, many students with disabilities were provided an inadequate education or none at all: many states allowed schools to exclude children with disabilities from their mandatory attendance laws. If special education was offered, generic special education classes were often provided, in which students with all varieties of disabilities were placed in one classroom, or were required to attend segregated programs. Often the only choice for deaf and hard of hearing students was a state school for the deaf.

About this test
The Safety/Driver Education test is designed for prospective teachers of safety and driver education of senior high school students in the state of Pennsylvania. Examinees typically have completed a bachelor's program in education, with coursework in the areas of safety education and driver education. 507.1 GENERAL PROVISIONS
  • Definitions
  • University. The term "university" shall mean any of the fourteen universities now constituting the Pennsylvania State System of Higher Education, as enumerated at 24 P.S. Sections 20-2001 et seq ., and such other universities as may hereinafter be admitted to the State System of Higher Education in accordance with law.
  • Domicile. The term ''domicile'' shall mean the place where one intends to reside permanently or indefinitely and does, in fact, so reside.
  • Student. The term "student" shall mean any individual enrolled in any program, course, or course of study in a university.
  • Tuition Fee. The term "tuition fee'' shall mean the instructional fee established by the Board of Governors for Pennsylvania residents attending tne universities, and the tuition assessed residents of other states attending the universities.
