GOVERNOR SCHWEIKER KICKS-OFF 2002-03 BUDGET DEBATE
  • Gov. Mark Schweiker delivered his proposed 2002-03 state budget to a Joint Session of the Legislature on February 5. In the midst of difficult fiscal conditions for most states, including Pennsylvania, the overall budget proposes increased spending of less than 1% above the current year. The Governor's proposed education funding for school districts and higher education is certain to spark sharp debate in coming months.

Regulations of the Pennsylvania State Board of Education
The Pennsylvania State Board of Education promulgates regulations through a regulatory process, which includes the publication of proposed rules in the Pennsylvania Bulletin. After comments and revision, the State Board gives approval to the regulations but the Independent Regulatory Review Commission, the House and Senate education committees, and the office of the Attorney General of Pennsylvania must still approve the regulations. When the regulations have been given final approval they are published in the Pennsylvania Code in volume 22. These regulations are binding on the Pennsylvania Department of Education and the school districts of the Commonwealth. See and
Each regulation is placed in the appropriate chapter of volume 22 and can be located by using a citation, which includes the section of the chapter in which the regulation is located. For example, regulations concerning students are placed in Chapter 12. The section of Chapter 12 dealing with "Corporal punishment" is § 12.5. A citation to the section of the State Board regulations dealing with corporal punishment is: 22 Pa. Code § 12.5 (i.e. volume 22 of the Pennsylvania Code; Section 12.5 of Chapter 12 of that volume). Jacobsburg Environmental Education Center
Jacobsburg offers environmental education programs from the preschool environmental awareness programs to high school level environmental problem solving programs, historical programs, teacher workshops and public interpretive programs. Once the site where the famous Henry Rifle was made, the Jacobsburg National Historic District lies almost entirely within the park. Henrys Woods offers very scenic hikes and the rest of the center grounds have multi-use trails. The center office is open 8 a.m. to 4 p.m., Monday through Friday. The center’s main parking area on Belfast Road is open from sunrise to sunset, seven days a week for your enjoyment. The original land for the center was purchased by the Department of Forests and Waters from the City of Easton in 1959. In 1969, additional land was purchased using funds from Project 70. This brought the total land area of the center to its present size of 1,168 acres.

Welcome
Forest Cathedral, Cook Forest State Park
Pennsylvania State Parks are great places for outdoor activities. Spend some time camping, boating, fishing, hiking or attending environmental education programs. You can find peace and quiet, have a picnic, or watch a sunset. Visit a Pennsylvania state park and discover its unique character and varied outdoor recreational opportunities. Over 36 million people visit Pennsylvania state parks each year. Unfortunately, a few inconsiderate people damage precious park resources. These actions make it difficult for parks to balance recreational use with the conservation of park resources. Because state parks belong to the people of Pennsylvania, we all need to work together to conserve park resources and protect the state park legacy for future generations.
New Pennsylvania State Parks Rules and Regulations
Please be considerate of those who will use this state park after you. To help insure your safety and pleasure, please observe the following rules and regulations which are applicable to state parks, including environmental education centers; state park preserves, conservation areas and natural areas; and waters under the jurisdiction of the Pennsylvania Department of Conservation and Natural Resources, Bureau of State Parks.
