The following words and terms, when used in this chapter, have the following meanings, unless the context clearly indicates otherwise: Agency Chapter 4 Educational placement GIEP GMDT Gifted education (i) Conducted in an instructional setting. PENNSYLVANIA RULES FOR CONTINUING LEGAL EDUCATION
Rule 101. Title and Citation.
These rules shall be known as the Pennsylvania Rules for Continuing Legal Education and may be cited as "Pa.R.C.L.E. ." (Top of Page)
Rule 102. General.
(a) Purpose.
These rules are adopted to assure that lawyers admitted to practice in the Commonwealth of Pennsylvania continue their education to have and maintain the requisite knowledge and skill necessary to fulfill their professional responsibilities.
(b) Definitions.
Subject to any definitions contained in subsequent rules, the following words and phrases, when used in these rules shall have, unless the context clearly indicates otherwise, the following meanings:

The Parents Involved Network of Pennsylvania ( PIN ) indicates that on February 14 the Pennsylvania House of Representatives Education Committee voted 12-12 to approve/disapprove the new Pennsylvania Special Education Regulations (Chapter 14). Because there was a tie, they will make no comment to the Independent Regulatory Review Commission (IRRC). The information below, provided by PIN, reports on the status of the proposed regulations.
Next Steps
The PA Senate Education Committee will now review the regulations, followed by the IRRC.
Main Issues
The new special education regulations eliminate many protections for students with disabilities, while making the regulations difficult for non-attorneys to read or use. Particularly, class size limit restrictions have been removed and advocates may no longer represent families at Due Process Hearings.
What You Can Do
Make sure your state senator, the senators on the PA Senate Education Committee, and the IRRC know your concerns regarding changes to Chapter 14, which regulates how special education occurs in Pennsylvania. Special Education Regulations, Early Intervention, Charter Schools

The much debated Chapter 14 Special Education regulations, which include Early Intervention for children ages 3-5, were published in the PA Bulletin on June 9. Some of the recommendations offered by advocates, the Independent Regulatory Review Commission (IRRC) and the House Education Committee were incorporated, while others were not. Parents and advocates were very concerned about the complexity of incorporating the federal regulations by reference. The final-form regulations do this, adding information in those areas where the federal regulations require greater detail, when the Commonwealth's statutes or court decisions require specific language and when practices in Pennsylvania are different from those in other jurisdictions. The Department said they will develop documents and websites that link federal and state regulations in a "side-by-side" format upon final publication. The IRRC recommended that a definition of "student with a disability" be added for clarification, and this has been done. The IRRC's recommendation of clarifying the role of foster parents in obtaining special education or early intervention services has been followed. State and county approved foster parents will be able to act as parents for the purposes of Special Education. There was strong advocacy among all the stakeholders, the House Education Committee and the IRRC that current language requiring the IEP to be implemented within 10 days be restored. That change has been made. Class size restrictions, however, were not restored.

Boating Regulations This section contains information on Pennsylvania Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Pennsylvania; this section lists Pennsylvania Boating Requirements that are above and beyond Federal Requirements. Age Restrictions: There are no age restrictions for unpowered boats or boats propelled by a motor of less than 10 hp. Boats propelled by a motor of 10 hp or more:
  • Persons 11 or younger may not operate. Persons 12 through 15 years of age may not operate unless they have obtained, and have in their possession, a PA Boating Safety Education Certificate, OR, at least one person 16 years of age or older is present onboard.
Additonally, Personal Watercraft (PWC):
  • Persons 11 years of age or younger may not operate. Persons 12 through 15 years of age may not operate with any passengers onboard 15 years of age or younger.
