The Pennsylvania Training and Technical Assistance Network (PaTTAN) works collaboratively with school districts and local Intermediate Units to design and implement technical assistance and professional development services that build local capacity and address immediate training needs.     Created Under the Education Empowerment Act INTRODUCTION The Education Empowerment Team for the School District of Philadelphia (the “District”) submits this School District Improvement Plan (the “Improvement Plan”) to the Philadelphia Board of Education (the “Board”) in accordance with the requirements of Act 16 of 2000, the Education Empowerment Act (the “Act”). Acting through the Secretary of Education (the “Secretary”), the Pennsylvania Department of Education (the “Department”) has placed the District on the Education Empowerment List (the “List”) as a result of a combined average of 50 percent or more of the students in the District scoring in the bottom quartile (as defined in 1996) in math and reading on the Pennsylvania System of Schools Assessment Test (the “PSSA”) in the most recent two years. To be removed from the List and to qualify for the base annual grant provided for in the Act, the District must transmit to the Department an Improvement Plan that sets forth the manner in which the District will, within three to four years, improve PSSA scores such that it can be removed from the List. Within 30 days after the Secretary placed the District on the List, the District, in accordance with the Act, established an 11-member Education Empowerment Team (the “Team”), which was formed to draft the Plan and furnish it to the District’s Board of Education within the 120-day period required under the Act. The Team is comprised of eleven members, each of whom is listed below and identified by his or her statutorily-mandated position:

    • The legislature approved Senate Bill 640, amending Act 83 and creating broader powers for the governor in the event the state takes over the Philadelphia School District. The law, signed by Gov. Schweiker on Oct. 30, allows the governor to appoint four of five School Reform Commission members that would take the place of the Philadelphia school board if the state takes control. Two of the governor's appointees would serve seven-year terms, one a five-year term, and one a three-year term, while the one delegate appointed by the mayor would serve for three years. The commission would have the power to contract with private agencies to run the schools. Additionally, the new law gives the governor the power to name an "interim chairman" to serve for 30 days. This chairman would have all the same powers as the full commission.
