Scouts With Disabilities and Special Needs
Background
Since its founding in 1910, the Boy Scouts of America has had fully participating members with physical, mental, and emotional disabilities. Dr. James E. West, the first Chief Scout Executive, was himself disabled. Although most of the BSA's efforts have been directed at keeping such boys in the mainstream of Scouting, it has also recognized the special needs of those with severe disabilities. The Boy Scout Handbook has had braille editions for many years; merit badge pamphlets have been recorded on cassette tapes for blind Scouts; and closed-caption training videos have been produced. In 1965, registration of over-age Scouts with mental retardation became possible—a privilege now extended to many people with disabilities. Today, approximately 100,000 Cub Scouts, Boy Scouts, and Venturers with disabilities are registered with the Boy Scouts of America in more than 4,000 units chartered to community organizations.

Beginning with the November/December 1998 issue and continuing through the May/June 1999 issue, the themes for the year are as follows: parochial schools, special education sites, virtual schools, youth group sites, and international youth project webs. All sites highlighted in this column have been evaluated using the VOICES methodology described in the sidebar below. Please send your suggestions and comments to Kathy Rutkowski at kmr@chaos.com School VOICES of the Web
An Evaluation Methodology
VOICES is an evaluation methodology for school-produced Web sites. The key equally-weighted criteria are: Vision: How well is the fundamental purpose or purposes of the Web site articulated and implemented? Originality: How original are the technical tool kit and technical design elements? How original is the content? How different is this Web site in terms of partnerships, collaboration, and interactive elements? Integrity: How fully integrated are the design, content, technical and vision components? How well does the site as a whole serve to advance a unified vision or create a new learning community or experience?

The Day School The Day School is an Approved Private School for children ages two through 21 who are challenged by cerebral palsy and/or neurological impairment. Over 200 students from more than 60 school districts are fortunate enough to call our Day School, "their school." Progress through Partnerships
The Day School staff believes that children are constantly being educated, and that parents are the primary teachers. School is an educator, not the educator. Parental involvement is encouraged in planning and monitoring the student's Individualized Educational Program. Communication and cooperation are essential ingredients to the success of the program. The Day School works with local educational agencies who have the primary responsibility for providing appropriate educational programs for exceptional students in their districts. Once accepted into The Day School, students are considered to be dually enrolled at The Institute and in their local school district, and the districts remain involved in planning and monitoring student programs and progress. Philosophy and Goals
The Day School provides quality services to moderately and severely disabled students with different levels of physical, cognitive and emotional functioning. Individualized programs are developed for each student and are reviewed periodically by a transdisciplinary team, including parents or guardians.

Special Education in Charter Schools Charter Schools are self-managed public s chools that are approved by local school districts. They are created and controlled by parents, teachers, community leaders, and colleges or universities. Charter Schools offer alternatives in education using strategies that may save money and improve student performance. Some children in charter schools have academic, social, physical or emotional problems that interfere with their ability to be successful in school. Some require special education services in order to make progress. This Charter School webpage is designed to provide educators, administrators, and families with the information they need to help children with special needs in charter schools reach their full potential.
