This endeavor is another in a long line of cynical public relations initiatives by the tobacco industry to gain “innocence by association” with credible organizations such as yours. While its purpose is to appear reformed and responsible, the tobacco industry uses these relationships to avoid fundamental changes in its unethical marketing and manufacturing practices. We strongly urge you to reject any funding or other type of relationship with the tobacco industry.

Aims McGuinness Aims C. McGuinness, Jr. is a senior associate at the National Center for Higher Education Management Systems (NCHEMS). At NCHEMS, he specializes in State governance and coordination of postsecondary education; Strategic planning and restructuring higher education systems; Roles and responsibilities of public institutional and multi-campus system governing boards; and International comparison of education reform. Prior to joining NCHEMS in 1993, he was director of higher education policy at the Education Commission of the States (ECS). Before joining ECS in 1975, he served as a congressional staff member and was executive assistant to the Chancellor of the University of Maine System. Examples of assignments at NCHEMS on reforming statewide higher education systems, undertaken in collaboration with Dennis Jones and other NCHEMS colleagues, include: Advising Kentucky Governor Paul Patton leading to the Kentucky Postsecondary Education Improvement Act of 1997, including the establishment of the Kentucky Community and Technical College System.
