The founding chairman of the State System of Higher Education's Board of Governors , F. Eugene Dixon, Jr., began his service to the state-owned universities in 1983. He retired in July 2000 and was named Chairman Emeritus by the Board. A graduate of The Meadowbrook School and The Episcopal Academy, Mr. Dixon attended Harvard University. He has received honorary degrees from Lafayette College, Widener University, Hahnemann Medical College, the University of Pennsylvania, and Drexel University, among others. Mr. Dixon is president of 665 Delta Corporation,Winter Harbor Food Services, Inc., and Ronalele Aviation. The chairman has served on several boards of trustees including Abington Memorial Hospital; The Episcopal Academy, where he is trustee emeritus; Temple University, where he is an honorary life trustee; and the Philadelphia Free Library, where he is trustee emeritus. He also provides leadership as president of the Fairmount Park Commission. At Widener University, Mr. Dixon is honorary chairman of the Board of Trustees and president of the Widener Memorial Foundation in Aid of Handicapped Children. Awards and honors bestowed upon Mr. Dixon for his tireless service include twice receiving the Distinguished Friend of Higher Education Award (Association of Pennsylvania State College and University Faculties), the PACT Distinguished Service Award (Pennsylvania Association of Councils of Trustees), the Human Rights Award (Commission on Human Relations), the Medal of Achievement (The Philadelphia Art Alliance), Police Athletic League Award for Civic Achievement, Citizen of the Year Award (PENJERDEL Council), The Penn Club Award for Civic Achievement, and the R. Kelso Carter Award (Widener University Alumni). In 1993, the Board of Governors for the State System of Higher Education renamed the University Center in Harrisburg as the Dixon University Center in his honor.

State Licensure
The State of Pennsylvania regulates the practice of professional counseling that takes place both in and out of the school setting. School-based professional counselors in Pennsylvania, like their counterparts in the other 49 states and the District of Columbia, are required to be licensed by a state board of education. The license issued by the PA Dept. of Education's state board of education is called the "Educational Specialist" license. On the other hand, those who practice outside of schools may obtain the state's LPC license, issued by the PA Dept. of State's state board of social work/professional counseling . Forty-six other states, plus the District of Columbia, issue that type of license, whereas California, Hawai`i, and Nevada do not (yet).

State Education Departments and Boards
State departments and boards of education are generally responsible for supporting public early childhood, K-12 secondary, higher education, technical and community educational institutions. Usually they:
  • Manage state and federal grant funds Maintain educational standards through uniform testing and professional certification Develop curricula Coordinate statewide planning Promote excellence in education
Education websites may contain directories of educational institutions, public school rankings and profiles, other educational statistics and reports and proceedings of the state's board of education. Visitors will often find information on educational policy, financial aid, college savings and planning programs, educational initiatives such as reading and child nutrition programs, grants available to professionals, educational and assistive technology, and school construction.

Summary of Status in 2002
Twenty-two states plus the District of Columbia and Puerto Rico are consolidated governing board states. These states organize all public postsecondary education under one or two statewide governing boards. None of these states has established a statewide coordinating agency with significant academic policy or budgetary authority between the governing board and state government. Nine of these states organize all public postsecondary education under a single governing board. The other 14 states have two boards: most often a board for universities and a board for community colleges and/or technical colleges. In several of these states, the second board is a coordinating board for community and/or technical colleges. Twenty-five states are coordinating board states.
