Such programs do not come under federal or state special education due process procedures. Health: Safety: Transportation: Public Aid for Private Schools/Private School Students: The Pennsylvania Constitution prohibits any appropriation of money raised for the public schools to a sectarian school. Pennsylvania Const. Art. 3, Sec. 15. In addition, appropriations to educational institutions not under the absolute control of the Commonwealth, other than teacher training schools, are prohibited unless passed by two-thirds of all the members elected to each House. Pennsylvania Const. Art. 3, Sec. 30. Miscellaneous: Home Education Programs: The supervisor of the home education program shall maintain a portfolio of records and materials, including a log of time spent, title of reading materials and samples of writings, worksheets, workbooks or creative materials used or developed by the child and results of standardized tests in grades 3, 5, and 8 with an evaluation of the student's education progress by a licensed clinical or school psychologist or a certified teacher with two years experience or a nonpublic school teacher or administrator with two years experience in the last 10 and provide it to the superintendent annually by June 30 or as requested in writing.

In the past decade, the study of American Indian boarding schools has grown into one of the richest areas of American Indian history. The best of this scholarship has moved beyond an examination of the federal policies that drove boarding school education to consider the experiences of Indian children within the schools, and the responses of Native students and parents to school policies, programs, and curricula. Recent studies by David Wallace Adams, K. Tsianina Lomawaima, Brenda Child, Sally Hyer, and Esther Burnett Horne and Sally McBeth have used archival research, oral interviews, and photographs to consider the history of boarding schools from American Indian perspectives. In doing so, they have begun to uncover the meaning of boarding school education for Indian children, families, and communities, past and present.
Perhaps the most fundamental conclusion that emerges from boarding school histories is the profound complexity of their historical legacy for Indian people's lives.The diversity among boarding school students in terms of age, personality, family situation, and cultural background created a range of experiences, attitudes, and responses. Boarding schools embodied both victimization and agency for Native people, and they served as sites of both cultural loss and cultural persistence. These institutions, intended to assimilate Native people into mainstream society and eradicate Native cultures, became integral components of American Indian identities and eventually fueled the drive for political and cultural self-determination in the late twentieth century.

WHERE DID INDIAN MASCOTS COME FROM? In the mid 19th century a movement to retrain Indians in the image of European Americans was started. It was predicated on beliefs that Native Americans could be made human by separating children from their family, culture and heritage at an early age, pressed into training camps and "reeducated" with hard labor and discipline. Central to this philosophy was the belief that Native Americans were not really human beings but could adopt enough outward mannerisms of European Americans that they could function in roles delineated for them by whites. Well known for his supervision of Indian prisons in Florida, Captain Richard Henry Pratt was selected to head the most famous of boarding schools at Carlisle, Pennsylvania. He continued the principles he learned while overseeing inmates at his school for children. His motto was, "Kill the Indian, save the man." The cemetery at the school will attest to the results of his methods for some inmates. In the model established by Captain Pratt boarding schools erupted all over the continent. They became a lucrative economic adventure for churches who received free Indian labor, government subsidies and cheap help from young men and women filled with missionary zeal to live and work the boarding schools. Primary to the operating principals of these institutions was to fashion Native children after a model conceived by whites who viewed them as flawed but curious creations. No matter the endeavor new roles were forced upon Indigenous captives fashioned in all manner of vision springing from European Americans who fundamentally believed Native People to be their inferiors. Native children were trained to serve whites, white interests, white society and entertain whites. At worst they were slaves at best they were mascots but they always were subordinated to whites.

GENERAL INFORMATION ABOUT BOARDING SCHOOLS The most famous boarding school for Indian children was the Carlisle Indian Industrial School in Pennsylvania, founded by Richard Pratt in 1879. The philosophy and intent of this and most subsequent schools was to assimilate Indian children by removing them from their native cultures, and teaching them the manners, dress, and job skills that were deemed important by the school founders and administrators. While boarding schools still exist, most had changed their practices of forced assimilation by the 1930s. This bibliography only covers the schools from 1879 to 1940. It does not contain any novels. It is not a complete list.

Founder-Acarya of the Hare Krishna Movement In October 2001, 91 plaintiffs in their late 20s and early 30s filed a four hundred million dollar lawsuit in a Texas district court against more than a dozen Hare Krishna temples and organizations and many former leaders of the movement. The suit alleges that horrendous sexual and physical abuse occurred in at least eight of 11 Hare Krishna boarding schools in the 1970s and '80s. Amy Engeler (My Generation Magazine/July 2002) The appalled movement elders, who had learned of the abuse five years earlier, did not dispute the claims. But they argued that since the boarding schools were now closed (some because of the abuse, some because they were too costly to run), it would be unfair to force the movement to sell off major assets in order to placate the young people over events that had taken place 20 or 30 years ago. Instead, the Krishnas announced in February that the temples named in the suit would file for Chapter 11 bankruptcy protection. This would effectively stop the legal proceeding. Instead of using their limited resources to fight the suit, the Krishnas could establish a fund for the children who'd suffered. The victims of the abuse were undeterred, unwilling to paper over the deep rift that had formed between the generations.

503/373-0701 x 239 State Archives Exhibit Recounts Indian Boarding School Experience Salem The Oregon State Archives, located at 800 Summer Street NE in Salem, will host the exhibit "They Sacrificed for Our Survival: The Indian Boarding School Experience," from April 14 to May 8, 2000. "I am pleased that the State Archives will display information about this important, yet often unmentioned, chapter in Oregon history," said Secretary of State Bill Bradbury, whose agency includes the State Archives. "It is not a chapter we can be proud of, but one which we should not forget." Federal Indian policy makers in the late 1800s and early 1900s sought to use the schoolhouse specifically the boarding school as an instrument for acculturating Indian youth to "American" ways of thinking and living. Only by removing Indian children from their homes for extended periods of time, policy makers reasoned, could white "civilization" take root while childhood memories of "savagism" gradually faded to the point of extinction. The attempted eradication of Indian cultures is still a source of pain for many American Indians. This exhibit introduces a subject little known outside American Indian communities. The exhibit includes stories of Indian boarding school survivors told in the oral tradition of their ancestors and through historical photographs and student artwork dating from the late 1800s through the 1950s. The photographs illustrate several of the large, off-reservation federal schools – Carlisle in Pennsylvania, Chilocco in Oklahoma, and Chemawa in Oregon – as well as mission schools in Washington and Idaho. Exhibit materials are part of the Estelle Reel Collection at Cheney Cowles Museum in Spokane, Washington.

The extensive drainage basin of the Delaware River is popularly called the "Delaware Valley." In different parts of my life I've lived in each of the three states surrounding it Pennsylvania, New Jersey, and Delaware. As a boy, I was always curious about the mysterious Indians who were nowhere to be seen, but whose language surrounded us in place names like Conestoga, Susquehanna, Passaic, and Hoboken, just to name a few. Even the name Manhattan comes from the language of the "Delaware" Indians. I am glad to have finally learned, much later in life, about the people who really "settled" this land and blazed its trails. Here in Pennsylvania, many early contacts were honorable, and Indians were well-treated. Unfortunately, much of that honor died with William Penn . Introduction: Numerous native populations occupied what is now Pennsylvania before the first Europeans arrived here. Perhaps the best known were the "Delaware" Indians, a somewhat broad term used by colonists, that included the Lenni Lenape and related groups which spoke similar languages. Through a long history of land purchases, wars, emigration, and forced relocation by state and federal governments, many or most surviving descendants of the Delawares ended up in Oklahoma. But they arrived there by different routes, resulting in two separate groups in that state today, one in the eastern part of the state, and one in the west. The eastern group claims to be the larger of the two, with 10,500 members.
