BACKGROUND
What is now known as the Peloponnesian War was actually the second war between the Athenian and Spartan coalitions. The conflict between Athens and Sparta had its roots in the Persian Wars earlier in the fifth century B.C. After the Persian expedition led by Xerxes against Greece had been repulsed in 479, the Athenians assumed the leadership of the war against Persia in the Greek coastlands of Asia Minor. The Delian League, formed in 478 as an alliance against Persia, assumed the form of an empire as the Athenians began using force to prevent any of their "allies" from withdrawing from the League. The First Peloponnesian War began in 460 when Megara withdrew from the Spartan alliance and allied itself with Athens. The Athenians built long walls for the Megarans to their port at Nisaea, thereby earning the everlasting enmity of Megara's old rival Corinth. At the height of their success in this war, the Athenians, allied with Megara and Argos, controlled all of Central Greece except for Thebes. Fortune turned against them in 454 when the destruction of a large Athenian force aiding an Egyptian revolt against Persia led to unrest and rebellions throughout the Athenian Empire. In 451 Athens and Sparta signed a "Thirty-Years Peace" in which Athens agreed to abandon its alliance with Argos, while Sparta promised to give up its alliance with Thebes. Athens was finally able to turn its full attention to the Persians, and in 449 Persia recognized the independence of the Greek cities and agreed to peace.

Peace of Nicias
, after the Athenian politician and general who was leading Athens at the time. Essentially similar in view and ability to Pericles, Nicias was a brilliant and cautious man who managed to pull off an effective truce. Everyone was allowed to go home, and the territorial status as it stood at the time of the peace, was allowed to remain in place. Athens kept its continental territories and allies, and Sparta got to keep all the territories it had acquired.
Alcibiades . With creativity, energy, and immense oratorical ability, Alicibiades in 415 BC convinced the Athenians to attack the Greek city-states on the island of Sicily and bring them under the glove of the Athenian Empire. Although the expedition was in part under the leadership of Nicias, it soon turned into a disaster. In 413 BC, the entire army was defeated and captured and a large part of the great, powerful fleet of the Athenians was destroyed in the harbor of Syracuse. Athenian power since the Persian Wars had rested solely on the power of the navy; the disastrous Sicilian expedition left Athens almost completely powerless.

The growth of the Athenian Empire and the power accruing to Athens aroused the fears of Sparta and other mainland states, especially Corinth, whose trade interests seemed to be threatened by Athens's control of the sea and so many of the islands and ports of the Aegean Sea. The Greek world split into two blocks of states, Athens and her Empire on one side, Sparta and her allies on the other. Both sides expected war, and it broke out in 431 over incidents in Corcyra and Potidaea (in northern Greece). Known as the Peloponnesian War , the conflict lasted (off and on) until 404, when Athens was defeated. Thucydides , an Athenian aristocrat, was probably in his late twenties at the time the War began; he realized its importance from the start and began to plan to write its history. In 424 he was elected one of the Athenian generals, and for failing to prevent the loss of an important city to the Spartans was exiled from Athens. He spent the rest of the War collecting evidence and talking with participants in the various actions. Herodotus, writing a few decades earlier than Thucydides, recorded almost all he heard, whether he believed it himself or not. Thucydides stands at the other pole; he gathers all available evidence, decides what he thinks is the truth, then shapes his presentation to emphasize that truth. We see everything through his eyes, and his views on the forces which shape human events emerge on every page. Thucydides begins his history by explaining why he thinks that this War is the greatest in which the Greeks were ever involved, even greater than the Trojan War and the Persian Wars. He then explains the principles upon which he evaluates evidence; his basic perspective is that human nature is the basic cause of historical events (Thucydides attributes no historical event to either the gods or to fate). Stilpo A History of Ancient Greece PELOPONNESIAN WAR. Ancient Greece in 431 BC was not a nation. It was a large collection of rival city-states located on the Greek mainland, on the west coast of Asia Minor, and on the many islands of the Aegean Sea. Most of the city-states had become allied with one or the other of the leading military powers, Athens and Sparta. Athens was a great naval power, while Sparta relied mainly on its army for superiority. In 431 BC these alliances went to war against each other in a conflict called the Peloponnesian War. The war, which went on for 27 years, is named for the Peloponnesus, the peninsula on which Sparta is located. The result of the war was the crushing defeat of Athens and the end of its maritime empire. A more long-range result was the weakening of all the city-states. This made them vulnerable to a takeover by Macedonia several decades later. A brilliant account of the war was written by the historian Thucydides as events unfolded. His work still stands as a definitive source of information on the war.

    Thucydides history of the Peloponnesian war
    IN the second year of the war, Athens suffered from a fearful visitation of the plague, which, however, made no way in the Peloponnese. It broke out also among the reinforcements dispatched to Potidaea; and it required all the skill of Pericles to reconcile the Athenians to the continuation of the war, after seeing their territories over-run for the second time for six weeks. By dint of dwelling on the supreme importance of their decisive command of the sea, and on the vast financial resources which secured their staying power, he maintained his ascendancy until his death in the following year, though he had to submit to a fine.
    The events which followed his death only confirmed the profundity of his political judgement, and the accuracy with which he had gauged the capacities of the state. In that winter Potidaea was forced to capitulate to the Athenians.
    In the summer of the third year, the Lace-daemonians called on the Plataeans to desert the Athenian alliance. On their refusal, Plataea was besieged by the allied forces of the Peloponnesians. With splendid resolution, the Plataeans defeated the attempt of the allies to force an entry till they were able to complete and withdraw behind a second and more easily tenable line of defence, when the Peloponnesians settled down to a regular investment. The same year was marked by the brilliant operations of the Athenian admiral Phormio near Naupactus.
    On the other hand, a Peloponnesian squadron threatened the Piraeus, caused some temporary panic and awakened the Athenians to the necessity of maintaining a look-out, but otherwise effected little. The year is further noted for the invasion of Macedonia by the Thracian or Scythian king Sitalces, who was, however, induced to retire.

By the end of the 6th century, Sparta had become the most powerful state in the Peloponnese, and was the political and military hegemon over Argos, the next most powerful state. Sparta acquired two powerful allies, Corinth and Elis, by ridding Corinth of tyranny, and helping Elis secure control of the Olympic Games. Sparta continued strategies like this to gain other allies in their league. Sparta defeated Tegea in a frontier war and offered them a permanent defensive alliance; this was the turning point for Spartan foreign policy.

    The History of the Peloponnesian War By Thucydides Book II, Pericles' Funeral Oration In the same winter the Athenians gave a funeral at the public cost to those who had first fallen in this war. It was a custom of their ancestors, and the manner of it is as follows. Three days before the ceremony, the bones of the dead are laid out in a tent which has been erected; and their friends bring to their relatives such offerings as they please. In the funeral procession cypress coffins are borne in cars, one for each tribe; the bones of the deceased being placed in the coffin of their tribe. Among these is carried one empty bier decked for the missing, that is, for those whose bodies could not be recovered. Any citizen or stranger who pleases, joins in the procession: and the female relatives are there to wail at the burial. The dead are laid in the public sepulchre in the Beautiful suburb of the city, in which those who fall in war are always buried; with the exception of those slain at Marathon, who for their singular and extraordinary valour were interred on the spot where they fell.     Athenians . Since the negotiations are not to go on before the people, in order that we may not be able to speak straight on without interruption, and deceive the ears of the multitude by seductive arguments which would pass without refutation (for we know that this is the meaning of our being brought before the few), what if you who sit there were to pursue a method more cautious still? Make no set speech yourselves, but take us up at whatever you do not like, and settle that before going any farther. And first tell us if this proposition of ours suits you.

After heroic roles in the defeat of the Persians (480-479 b.c. —see Persian Wars ), for the next half-century Athens and Sparta assumed preeminence among the city-states, and their rivalry slowly led to the long-expected showdown. Thucydides, a contemporary historian, believed that the war broke out because of Spartan fear of the rising power of Athens, whose empire and capital increasingly isolated less imaginative and less adventurous rivals. Both were unusually powerful, atypical—and antithetical—Greek states that could afford to ignore the old rules of infantry warfare. Supported by nearly 200,000 Helots (serfs) who worked the farms of Messenia and Laconia, the Spartans fielded professional hoplites , year-round infantry not subject to the normal restrictions that free agriculture placed on yeomanry in infantry battle.
