The Open House will be Friday, July 19, 2002, from 1 p.m. to 4 p.m., 2475 Sheldon Village Loop, Eugene, (across from the firestation on Willakenzie). The new office is one of 12 parole and probation offices that provide supervision services including visits with parole officers; and referrals to education, housing, employment, counseling, alcohol and drug treatment, and other services. The community center staff has also been doing outreach with local businesses for a loss prevention project. The public is invited to attend and learn more about the programs and services that Parole and Probation delivers in the community. “Our officers work diligently, with limited resources, to ensure public safety, provide victims services, and hold offenders accountable,” said Grant Nelson, Lane County Parole and Probation program manager. “Public safety is their first and foremost concern. They restore our hope and our safety by providing a balance of prevention, intervention and advocacy. Glossary of Terms ABSCOND
- A paroled juvenile that can not be located.
901 Denotes those committed juvenile who have been classi­fied as absent (unauthorized) from parole placement (e.g., CCC's, foster homes, contract placement, home, etc.).
ABSOLUTE DISCHARGE -A release from DOJC jurisdiction and supervision when the Department staff decide that there is a reason­able probability that the juvenile will observe the law and, if at liberty, will not be a threat to public safety.
ADJUDICATED - Juvenile hearings are considered civil matters not criminal. Adjudicated is the juvenile equivalent of the adult criminal finding of guilty.
ADJUDICATED OFFENSE - Charges heard during juvenile court petition hearing or "finding of fact" before a Hear­ing Officer for a disciplinary hearing or parole revocation.
ADMINISTRATIVE RESPONSIBILITY - The administrative entity (an institution or Community Resource Center) responsible for a particular juvenile. One administrative responsibility is the inclusion of the juvenile in the entity counts.

Arizona State Department of Juvenile Corrections When a juvenile has been unsuccessful on probation, or the seriousness of the crime warrants incarceration, the juvenile may be committed to the Arizona Department of Juvenile Corrections (ADJC).
Although the probation officer does make a recommendation for or against commitment, the final decision is made by a Judicial Officer, not the probation officer
ADJC will confine the juvenile for a time, and eventually release him, either to his home, a residential treatment center, or another type of group living situation.
The institutions where ADJC wards are confined are Adobe Mountain School and Black Canyon School in northwest Phoenix, and Catalina Mountain School, north of Tucson.
Juveniles who are released from confinement are "paroled," and supervised by a parole officer.

The APPA is an international non-profit organization committed to realistic and effective probation, parole and community-based correctional programming. Accreditation: The Center received accreditation of their training program for Adult Probation Officers at the National Conference of the APPA in August 1998. This accreditation is valid for three years and allows APPA to offer 4.0 CEUs to each participant who successfully completes the training. Presenters include . . . Phone: 570-265-1706 Duties: The Probation Department is responsible for juvenile and adult probation/parole services for the 42nd Judicial District of the Court of Common Pleas for the Commonwealth of Pennsylvania. This judicial district consists of Bradford County. The employees of the Probation Department work for the Court, and answer directly to the President Judge Jeffery A. Smith. The Probation Department provides intake services to the Criminal Court by preparing presentence investigation reports for all adults entering guilty pleas or persons found guilty during trial, for misdemeanor and felony offenses. If a criminal offender is placed on probation as a sentence, of if the offender is sentenced to the county jail for a maximum sentence of less than two years, the Probation Department would supervise the offender's behavior in the community. The Probation Department is also responsible for recommending whether an offender sentenced to county jail should be released on parole at the conclusion of the minimum sentence. The Probation Department also oversees the county jail's Work Release Program and Furlough Program.

Criminal justice system changing, improving
Josephine County's criminal justice system is undergoing some dramatic changes. A new Juvenile Justice Center was completed recently (see Page 4), siting and design of a new adult jail is under way (story below), and the Sheriff has received a grant to fund 10 more deputies (see Page 7). These changes will have a major impact, not only on the Juvenile Department and Sheriff's Office, but on all the local justice agencies. In Oregon, the agencies that arrest, prosecute and imprison criminals are merely components of a single judicial system. Although unique, the components work together in a delicately balanced system. The components are:
  • LAW ENFORCEMENT. The Sheriff's Office, State Police, and Grants Pass City police all enforce the law by responding to calls, investigating crimes and arresting suspects. The Sheriff's Office also has the state-mandated responsibility of operating the adult jail, which all three agencies use. THE JUVENILE DEPARTMENT manages the prosecution of criminal offenders under 18, juvenile parole and probation, and child abuse prosecution and treatment. The department also provides child custody mediation in new or existing divorces and administers several juvenile diversion programs, the Child Advocacy and Treatment Center, the Court Appointed Special Advocate program, and drug and alcohol programs.

Section 170-G:16
Juvenile probation and parole officers under the administration of the department of health and human services shall have the power and duty:
I. To serve as officers of the court and investigate at the request of any justice of the district courts which they serve, any case, matter, or questions, and to report the results of such investigation with recommendations to the authority which ordered the investigation.
II. To take charge of and provide supervision of juveniles, attempting to assist them in establishing law-abiding lives while monitoring their behavior through school, home, work, office, and other contacts to insure that they comply with court orders.
III. To report promptly to the appropriate district court violations of court orders and conditions which are required by statute, the district court, or which, in the opinion of the officer, are serious enough to warrant consideration. Such reports shall include recommendations as to actions which the officer believes to be appropriate.
IV. To arrest and take into custody any minor who is found violating any law, or who is reasonably believed to be a fugitive from justice, or whose circumstances are such as to endanger his person or welfare, unless immediate action is taken.
