Probation / Parole Officer Exempt: No Department: Adult Probation and Parole Update: Job Code: Union: Summary:
The primary responsibility of the Bucks County Adult Probation/Parole Officers is the community supervision of adult offenders released by the Court on either county probation or parole. The term "supervision" primarily means that PO's attempt to ensure that clients adhere to the rules and regulations of probation or parole and/or the special conditions, such as treatment or restitution, which the Court may impose. To achieve proper supervision, PO's make the vast majority of client contacts "in the field", meaning they meet with clients at their homes or sometimes at their work. Appropriate referrals for treatment, employment, etc. are made at those meetings and other issues are dealt with, as well, through a case planning process. Adult Probation/Parole officers conduct pre-sentence investigations for the Courts as an aid in sentencing. They also complete pre-parole investigations following which they make recommendations re: the appropriateness of parole for Bucks County Correctional Facility inmates. Officers are also required to keep detailed records of client contacts and their progress under supervision. Frequent review of all cases with a Supervisor is required.

PAROLE AND PROBATION COMPACT
The Compact for the Supervisions of Parolees and Probationers was enacted in September 1937, in Kansas City, Missouri. This agreement provides the sole statutory authority for regulating the transfer of adult parole and probation supervision across state lines. All fifty (50) states, the District of Columbia, Puerto Rico and the Virgin Islands are signatory to the compact. The purpose of the Compact is to enhance public safety by addressing the supervision requirements of member states and territories when they are directed to provide supervision for offenders whose residences and family resources exist outside their political boundaries. Most required levels of community based supervision are available through the cooperation of Interstate Offices. PPCAA emphasizes cooperation between member states to develop a system of national crime control. The organization meets twice a year to formulate policy and discuss issues in an effort to remain consistent in handling interstate supervision. History
On February 18, 1961, Governor Buford Ellington signed into law an act passed by the Eighty-Second Session of the General Assembly, placing a part-time Board of Probation and Paroles as a division of the Department of Correction. The Commissioner of Correction served as chairman and two members were appointed by the Governor, one such member had to be a practicing attorney in this state and the other member selected from the business or educational field. In 1963, legislation was passed increasing the size of the Board to five part-time members, the Governor being empowered to appoint four of its members. In 1970 the Governor began appointing all five members, with the Commissioner of Correction no longer serving as chairman. April 4, 1972, was an important date in the historical development of the Tennessee Board of Paroles. It was on this date that Governor Winfield Dunn signed into law House Bill No. 582 passed by the Eighty-Seventh General Assembly creating a full-time board with set terms established by statute, to be known as the Tennessee Board of Pardons and Paroles. The board consisted of three members, the first full time charter Board Members were Charles Traughber, Dorothy Greer and Joseph Mitchell, each appointed by Governor Winfield Dunn. Terms of appointments were for six years, with initial appointments being for staggered terms of two, four and six years respectively. The Governor also appointed a Chairman whose term of office was two years, with a maximum of three (3) consecutive terms.

PUBLIC SAFETY STANDARDS AND TRAINING
181.610 Definitions for ORS 181.610 to 181.712. In ORS 181.610 to 181.712, unless the context requires otherwise:
(1) “Abuse” has the meaning given the term in ORS 107.705.
(2) “Board” means the Board on Public Safety Standards and Training appointed pursuant to ORS 181.620.
(3) “Certified reserve officer” means a reserve officer who has been designated by a local law enforcement unit, has received training necessary for certification and has met the minimum standards and training requirements established under ORS 181.640.
(4) “Commissioned” means an authorization granting the power to perform various acts or duties of a police officer or certified reserve officer and acting under the supervision and responsibility of a county sheriff or as otherwise provided by law.
(5) “Corrections officer” means an officer or member of a law enforcement unit who is employed full time thereby and is charged with and primarily performs the duty of custody, control or supervision of individuals convicted of or arrested for a criminal offense and confined in a place of incarceration or detention other than a place used exclusively for incarceration or detention of juveniles.
(6) “Department” means the Department of Public Safety Standards and Training.

    Kernersville -Bright blue skies topped off the well-attended dedication ceremonies for the new Third Judicial Division offices Oct. 24. Division Chief Roselyn Powell welcomed the guests to the new building located one mile from two interstate highways. "We are abundantly proud of being well positioned to deliver quick services," Powell said. The location is convenient to the division's 592 employees, half of whom are from Forsyth County. Powell praised those employees saying, "I am fortunate to have the privilege of working with quality individuals who possess the highest standards and respect for the department's mission." Deputy Secretary Rip Ryon said he was glad to see state financial resources used for such worthwhile purposes as building this new probation office building. He said his office was working hard to provide probation and parole offices with the tools they needed to do their jobs. Keynote speaker, Secretary Franklin Freeman, praised Powell and her employees saying, "Fortunately, for the citizens of this state, this probation and parole division has an abundance of first class, dedicated and smart employees who do an outstanding job." Freeman recognized Powell's recent appointment as chairman of the governing board for Summit House and John Parks' work with implementing the School Partnership Program in the Third Division.
