The San Diego Union-Tribune March 27, 1999 Getting kids ready for the digital age is a hot topic these days. On my desk is a stack of new books on that topic, most of them cautionary parental guides for how to protect your child from cyberstalkers, porn and the like. What I don't see are many references to teaching kids about First Amendment rights. Leave it to the young to lead the way. "I had a bunch of kids contact me last year about how to go about starting an `outlaw' publication on the web," Brock Meeks told me recently. A former San Diegan, Meeks is the Washington, D.C., technology correspondent for the cable network MSNBC. Over the years, Meeks has earned a degree of celebrity, and some prestigious mainstream journalism awards, as an early pioneer of wild and wooly online reportage through his e-mail newsletter, Cyberwire Dispatch. To answer the young people, he "researched what might happen to the kids if they went ahead and did it and was surprised at the lack of solid case law in favor of the independent work of students on their own time and with their own resources."

Understand Parents’ Rights Consider these common situations: Parents believe a teacher is picking on their child. Parents are unhappy with their child’s grades. Parents expect to talk with the teacher every day about their child's program. Parents have their own ideas about what and how teachers should teach. In any of these scenarios, parents can turn their concerns into a positive experience with their child's teacher, but they can also easily turn them into serious problems. To ensure positive experiences, parents and teachers should understand parents' rights and boundaries within the educational process. Parents have strong but limited rights to participate in their children's education. They have no right, however, to disrupt their child's school or monopolize a teacher's time.

In his article "Tomorrow's Lesson: Learn or Perish (October 15, 1992), Time reporter Michael D. Lemonick alluded to the fact computers will act as tutors, teachers will be well-paid heroes, and doing your homework will be a matter of survival. While Lemonick's assessment of tomorrow's schools may prove to be valid, I feel technological advances must first and foremost be preceded by the individual student's adherence to his/her moral conscience, the ability to distinguish between right and wrong. On any given evening, I can recline on the sofa with my wife Regina, turn on the television set with the press of a button, and listen as news reporters recount physical altercations that occurred between high school or junior high students. Many of these physical altercations involved the use of a firearm or some other weapon. During my four-year tenure at Dobyns-Bennett High School in Kingsport, Tennessee, the use of a firearm was almost unheard of. We preferred more traditional ways of settling disputes fingers, fists, elbows and knees. The Bureau for At-Risk Youth, in its Project Violence is Preventable (VIP) manual (1995), reported gun violence is the third-leading cause of death for teenage youth. Moreover, 12 percent of crimes in school buildings were committed by firearms, and young people (age 19 and under) are twice as likely as older Americans to be the victims of violent crime.

Nearly every education headline and network news story has lead with the voucher provision. Forget the national testing, new reading initiative, and increased spending on a spate of existing programs. As far as the press is concerned, this debate is about vouchers. They have even run stories on the word "vouchers" and whether administration officials dare utter the "v" word. It's almost amusing. The voucher component of Bush's education plan comprises perhaps 15 percent of the bill's estimated $48 billion price tag, yet it's the only provision getting any play. Congress spends $7 billion every two days, so it can't be cost causing the stir. Could it be that big changes are around the corner, with a flood of students leaving public schools? Not at all. Only schools that fail federal tests three years running would see their students given vouchers.

Although Brazilian children are receiving a good education at home by their parents, this method of instruction has still not received official recognition by the government. In fact, the Council of Education has recently condemned home schooling in the Vilhena case. This is a travesty for a free nation like Brazil to deny parents the fundamental human right to direct the education and upbringing of their children. Carlos Vilhena family has been home schooling with great success for several years. Nothing is so much to be feared as fear. Henry David Thoreau Fear, anger, and distrust often dominate community controversy surrounding school issues. The Human Rights Network and its staff have been involved in confronting right-wing school groups in numerous communities from Fairfield to Columbia Falls. While the individuals and issues change, a disturbing pattern develops as controversy swirls around the local school. Wild accusations are made about the curriculum and the teaching staff. School board meetings become contentious. A person from another community comes to let people know what is really going on in the school. Right-wing literature begins to circulate in the community, petition signatures are gathered and turned in to the administration.. . . .the beat goes on. Unfortunately, the Three Forks school district seems to be in the cross hairs of community controversy which fits the familiar profile of a right-wing attack. As is common in this kind of controversy, specific teachers have been singled out for attack. In early September, Steve Schwab was challenged for using an innovative teaching technique called "super learning" to help middle school students memorize Spanish vocabulary. The technique utilizes relaxation and music as an aid to learning and memorization.

Overview
Context
Located in the central portion of San Joaquin County, about 45 minutes south of the state capital of Sacramento, the Stockton Unified School District serves a student population of about 34,000 students in grades K-12 in 31 elementary schools, four middle schools, and seven high schools. In 1995, district enrollment was roughly 40 percent Hispanic, 29 percent Asian American/Pacific Islander, 17 percent white, 13 percent African American, and 2 percent Native American. About 35 percent of the district's student population is limited English proficient, and more than 50 percent of the students' families receive support from Aid to Families with Dependent Children. In the 1996-97 school year, all elementary schools in the district implemented schoolwide programs. Six years ago, the Title I District Advisory Council decided parents needed a place where they would be welcomed and provided with educational resources. Because space was limited in most schools and many parents viewed the schools as unwelcoming, the council decided on a separate facility in a location convenient to all parents in the district. As a result, the district Office of State and Federal Programs (OSFP) established the Parent Resource Center in the fall of 1990. Open from 8 a.m. to 4 p.m. weekdays and during scheduled weekend and evening events, the center is also available upon request for parent-initiated meetings and events.

February 23, 2004 Sex Education in the Public Schools was the focus of a controversial hearing at the Massachusetts State House in Boston on Sept. 18. Amid over a score of bills, H1445 elicited most of the emotion with parental rights groups pitted against the educational establishment, Planned Parenthood and the Massachusetts Teachers Association (MTA). H1445 calls for prior review of sexual content in health Ed Courses, the right to question teacher and administrators, the need for permission slips as in any elective, and conscience clause for teachers to refuse assignment in this subject area. R.T. Neary, director of Project PARENT, challenged the opposition to the bill by the MTA and NEA. Neary explained that he spent three decades in the classroom where he served EN LOCO PARENTIS – in place of parent – not to REPLACE the parent. “When I juxtapose my roles as parent and professional educator, I assure you my parental rights are supreme - as are yours, “ he told a joint House/Senate committee. Neary pointed out that he is a former elected member of the board of directors of the MTA and a life member of the National Education Association. “However, I stand diametrically opposed to the MTA and NEA's position against parents on this issue, “ he stated.

Just in time for Father's Day! A recent study reveals that a father's participation in in-school activities and events can have a significant impact on his children's educational success. Head teachers say parents are condoning truancy Too many families "condone" truancy and must take more responsibility if the problem is to be tackled, a head teachers' union leader has warned.
Many young people "lack good parental role models", said David Hart, general secretary of the National Association of Head Teachers. By colluding in truancy, some families "condemn their children to a life of crime", he added. Heads should get up to £120,000 a year for working in schools where such troubles are widespread, Mr Hart said. 'Free babysitters' He told the NAHT's annual conference in Cardiff there was "too much disruptive behaviour in the classroom" and that this was "appearing down the age range to a worrying degree". Poor parenting was responsible for "atrocious diet, leading to obesity", " children glued to computers" and "neglecting to ensure that homework is done".
