PARENT NOTICES Under No Child Left Behind (NCLB)Act of 2001, parents of students attending Title I schools are required to be notified of certain provisions and standings of schools, teachers, and opportunities to participate. The following descriptions are intended to meet these requirements. Highly Qualified Teachers Under NCLB all teachers must be "highly qualified" for the subjects they teach by the June 30, 2006. This requirement specifies that teachers must be certified by the State of Michigan for the subjects they teach, and must have the equivalent of 30 semester hours of college coursework in the subjects. Parents have the right to check on the certification status of any of their child's teachers. This can be done by logging into the State web site at http://meis.mde.state.mi.us/teachercert/sr_teaCerts.asp , and entering the teacher's last and first name. Clicking on their certificate number provides all relevant information. Parents may also contact the building principal to request the information. Teachers of students in Title I schools, (all Coldwater elementary schools and Legg Middle School), are required to identify teachers of core academic subjects who are not highly qualified and notify parents of the fact beginning in the 2002 school year.

    Preserving Homeschooling Rights

    Thanks to the efforts of pioneering homeschoolers of the 1960's and 70's, homeschooling is now legal throughout the United States. Homeschooling is regulated independently by each state, so the level of regulation varies dramatically from state to state, but families in every state enjoy the right to homeschool. Given that, you might expect homeschoolers to sit back, relax, and go on their merry homeschooling way. That, however, is not the case. As more families leave schools, and as homeschooling becomes more visible, there is increasing pressure to bring homeschooling under greater government control, and homeschoolers can be expected to respond to that threat. Interests Threatened For every family that chooses to walk a different educational path, fewer students will fill the classrooms, which translates into smaller school budgets, less need for administrators at every level, and (ultimately) fewer schools. Fewer schools will mean fewer unionized teaching positions, less money for textbook and test publishers, and fewer students for commercial after-school tutoring services. If you listen carefully you will discover that it is the professional educators, administrators, and unions (with deep vested economic interests in the existing public school system) who are loudly proclaiming the dangers of homeschooling.

    Historically schools have accepted responsibility for promoting essential values in children and teaching what is expected of them as adult citizens to produce socially responsible behaviour. Citizenship in all but name has always been part of schooling. Some programmes such as anti-racist and human rights work may focus on bad behaviours and how to prevent or control them. Despite how the work is constructed it can have a negative orientation.     Rights On Campus
    The Supreme Court has consistently upheld the rights of students to express themselves on public school campuses. In 1969 the Supreme Court held that students have the right to speak and express themselves on campus. Then in 1990, in the Westside Community Board of Education v. Mergens decision, the Court held that Bible clubs and prayer groups can meet on public secondary school campuses. This case interpreted the Equal Access Act which Congress passed in 1984 to insure that high school students were not discriminated against in the public schools because of their religious beliefs. The following is a brief look at what the Supreme Court decision means to the American Christian student. The Supreme Court's decision in Mergens is a chance for students to share the Gospel with their peers. It is also a sign of the times. Changes are occurring around us daily. The Gospel cannot be stopped. This Supreme Court decision is an answer to the prayers of God's people across our nation and around our world. This 8-1 decision is a clear message to the country that the time is ripe for action.     Today we are marking up the English Language Fluency Act, landmark legislation that should help improve the ability of English language learners to succeed in school and in life. Consideration of this legislation comes at a time when individuals throughout the United States are expressing concern about the failure of bilingual education programs, in general, to teach English to English language learners as quickly as possible. As you probably know, my own State of California, by a margin of 61 percent to 39 percent, voted to end bilingual education programs and to focus on teaching children English. During my years in Congress, I have heard many individuals, including parents, raise concerns about the current Bilingual Education Act and the fact that many children spend as many as six or seven years in classes using their native language in instruction, but still are not fluent in English. In addition, the U. S. Commission on Civil Rights, in their November, 1997 report states that "one aspect of Federal legislation over the past three decades has had adverse effects on schools’ development and implementation of education programs with a primary goal of placing students in regular education program to the greatest extent possible. This has been the emphasis on provisions that restrict the options schools may pursue in developing and implementing education programs. The Bilingual Education Act has placed restrictions on the types of programs that could be funded under the act, and these restrictions have, in turn, limited school districts’ options." The report goes on to say that, "in some cases, the emphasis on bilingual education resulted in limited English proficient students being unnecessarily segregated from their English-proficient peers, even after they were able to participate meaningfully in the regular classroom."
