Contact me: kuff - at - offthekuff.com Main February 20, 2003 Where the rubber meets the road We've been talking about budget cuts as the Only Acceptable Solution for the budget crunch for awhile now, so let's talk a bit about what that's actually going to mean. Two articles from today's Chron give us some insight, starting with this one about the effects of proposed cuts on state universities:
The University of Houston's president told legislators Wednesday the school would need to increase tuition and fees by as much as 50 percent to make up for money lost in proposed state budget cuts. UH President Arthur Smith and other educators also predicted that a lack of funds might lead to staff cuts. Smith didn't provide specific numbers, but University of Texas at Austin President Larry Faulkner said he might be forced to cut as many as 250 faculty positions and 300 administrative and support positions, and Lee Jackson, chancellor of the University of North Texas System, said the Denton campus might have to eliminate 200 faculty and 300 administrative slots. "Faculty hiring will come to a stop, and staff reductions will begin," Smith told members of the House Appropriations subcommittee on education. "Next year's students will find fewer course sections and larger classes. Marked reductions in retention and graduation rates will come as early as the second year of the biennium (2005). Research productivity will decline significantly within two to three years."

Fast paroles slowed by wait for drug rehab

The state Department of Corrections has a waiting list of 7,000 prisoners needing drug treatment. This has meaning beyond the state prisoners who need treatment to help straighten out their lives. This is also a matter that should upset all Alabama taxpayers. As everyone knows, state prisons are dangerously overcrowded. Both state and federal courts have ordered the state to take steps to remedy crowding problems. One way Gov. Bob Riley has chosen to address the problem is to expand the state's Board of Pardons and Paroles in order to parole more convicts. And, indeed, the expanded parole board is hearing more requests and granting more paroles. But even that has highlighted yet another problem in the state's criminal justice system: an underinvestment in drug-treatment programs. Some nonviolent felons up for parole before the board have been turned away because they haven't completed drug rehabilitation. In fact, it's become such a regular occurrence at parole hearings that it's one factor that more than half of those up for early release are denied.

TBCJ names Vernon as new State Counsel for Offenders Vernon

Moore Kim Vernon, a former Travis County prosecutor who most recently oversaw parole revocation hearings for the Texas Board of Pardons and Paroles is now responsible for providing legal aid to indigent state prison inmates. Vernon said the office, which reports directly to the Texas Board of Criminal Justice, allows TDCJ to comply with constitutional requirements regarding access to courts and right to counsel. Battle for justice in Tulia not over

In addition to her scales and sword, our courthouse symbol Lady Justice needs a watch, a sundial, a calendar some means of noting the passage of time. Since "Tulia" became a household word across the country in households where folks talk of justice issues Vanita Gupta has been bombarded by letters and phone calls. People ask her for help. They say they are caught in unjust situations much like the victims of the infamous 1999 Tulia drug bust. They beseech Gupta to come riding to their rescue, much like she rode into Tulia a couple of years ago. However, it is too soon to commit to another major project, she said. Because, despite some major victories, that long-fought battle in the Texas Panhandle is not yet over. Tulia might be compared to Iraq, where it looked like the war was won but the shooting continues.

News Board chunks Doss parole The Alabama Board of Pardons and Paroles gave Connie Gibson a five-year respite in her recovery from a gruesome 1997 attack.
Gibson attended a Montgomery hearing with District Attorney Greg Griggers on Monday, and she asked members of the pardons and paroles board to keep Hugh J. Doss locked up in state prison. In a sense, the board took her advice. After a five-minute hearing and just a few minutes of deliberations, Doss lost his bid for parole.
For that matter, Doss didn't even show up for the hearing, nor did he have any family members or attorneys present.
"That made it a lot easier on Mrs. Gibson," Griggers said. "In fact, she stood up and made a brief statement in front of the board."
Doss, serving a 16-year sentence for the attempted murder of Gibson during a 1997 burglary, was eligible for parole on Monday because he had served one-third of his prison sentence. However, the chances of Doss receiving parole were slim because of his criminal history.

News Let a killer out early? State parole board to consider it; district attorney livid Connie Gibson wouldn't have survived the repeated blows of a wooden spindle if her father hadn't pulled into the driveway.
When Gibson arrived home that August 1997 night, Hugh J. Doss had not yet completed his burglary. And stuck between the options of fleeing or killing Gibson, Doss chose the latter.
On Monday, Griggers will accompany Gibson and members of her family to Montgomery where the victim will face Doss and the Alabama Board of Pardons and Paroles. Just having to make the trip angers Griggers and for understandable reasons.
Doss, 46, is no stranger to the Alabama court system. As a juvenile in 1975, he was tried as an adult and convicted of a murder eerily similar to the Gibson case.
According to Griggers, Doss killed another woman during the course of a robbery. He was sentenced to 40 years in prison, but was released after serving just 20 years.

A federal official tells NY1 prosecutors investigating the controversial pardon heard about lapses in judgment by the former president, but not anything worthy of an indictment. It is not clear when the probe will formally be closed, but the source tells NY1 it looks like it will be soon. Federal prosecutors were looking to see if Rich's ex-wife Denise bought the last-minute pardon with campaign donations.
