On 20 June 2003, the Swiss parliament passed a new law aimed at rehabilitating people convicted of having provided assistance to refugees who had been persecuted by the Nazi regime. This new law cancels criminal sentences and stipulates that a Rehabilitation Committee certifies that a given sentence has been cancelled.
This task has been passed on to the Pardons Committee, which has the authority to hand down a final decision on all requests submitted.

Approximately ninety percent of individuals detained by the Bureau of Immigration and Customs Enforcement (BICE) are unrepresented by legal counsel. There is no right to counsel, paid by the government, in immigration court removal (deportation) proceedings as there is in criminal proceedings. However, the outcome of a removal case may be even more severe and life changing than the possibility of criminal incarceration: return to a country where the individual faces persecution or torture, or loss of a lawful resident (green card) status for minor legal infractions. Immigration law is a complex maze of legislation, agency regulations and policy, international law, and decisions from administrative courts as well as federal district courts and courts of appeal. The vast majority of individuals going through immigration court have had very little formal education, and many are illiterate. Therefore, many people – men, women and children - are deported with no understanding of the process, and no help with legal avenues to avoid deportation. Issues Right to Counsel: Although there is no right to counsel paid at government expense in removal proceedings, constitutionally there is a right to counsel. However, this right is meaningless for those individuals who cannot afford to pay for these services. When the primary wage earner of a family is detained, the family struggles to survive economically, and simply cannot spend thousands of dollars on a private attorney. Many of these family members are U.S. Citizens or permanent residents, so the deprivation of a fair “day in court” goes beyond just the individual in deportation proceedings.

      Jun 10, 2004

In the field of criminal law alone, in the last few years, Kennedy has now written passionately to decry abusive interrogation tactics, the misuse of race by prosecutors, and now the failure of Texas officials to observe their absolute duty to seek justice. Unfortunately for Haley, for this Court, being clearly and uncontrovertibly right - as Haley has been all along is not enough. (Findlaw.com, CA).

** For Immediate Release March 22, 2001 Today's shooting at Granite Hills High School in California just six miles from our most recent mass school shooting, and just three weeks later clearly illustrates the importanceof having armed and trained adults in our more violence-prone schools. Our sympathies are with the parents and students, and our frustrations are with the government's so-called "Gun Free Schools" mandate.

Outrage over former President Clinton's use of his pardon power has focused mostly on the role money played in influencing pardon decisions. While that may be troubling, it is even more outrageous to think about some of the drug war victims who really deserved presidential help.
Columnist Cynthia Tucker does so this week in the Atlanta Journal-Constitution. Please write a letter to the paper to say that the real scandal of the pardon story is that those who have faced great injustice because of the drug war received little or no consideration.

    clock watchers
    Friday, August i
heard that term when I got my first job in The Summer of '63, at 13, back in Arlington Heights, IL. It was being applied to several "old timers", who were actually schoolteachers on Summer layoff vacation furlough, and it was as apropos then, as it is now. Since opening my own business in '90, and employing hundreds and hundreds of people through the years, I can spot the "clock watchers" apart from those who are focused and truly work at their jobs. The differences are stark and quite obvious; much like the gap between enthusiasts and purists. The more I "spot-checked" the older guys during that first job of mine, the more I noticed them glancing at their watches or the clock in the landscape truck. I calculated they actually worked 1-2 hours less per day; the rest of the "clocked time" was leaning on a shovel or against a truck fender until a supervisor came into sight. NOT ditto in all the the jobs I've had, since I can remember. There were always a few people who spent way too much time watching the clock instead of focusing in on the work. I always remember there not being enough time for me to get all the assigned jobs done, even during the 15-18 hour days I used to put in on a regular basis, since opening my own business. 110 hour weeks didn't help either; I was just more tired from trying to do too much. There are two types of "clock watchers": one, who watches in order to do less and get by; the other, who watches in order to get so much more done in a greater amount of inputted time. I learned my lesson after 11 years: I now watch the clock and come and go at a reasonable hour. Martyrdom just doesn't become me.

simple math Friday, August B eing able to erase any mistake with one of those old-fashioned soft erasers would certainly ease every nation's problems, and the Earth's in particular, in an amazingly short time. No muss, no fuss. Getting rid of all the subhuman filth human biological errors which need to be excised from the Human Gene Pool would markedly brighten the world's future prospects. Logically, start with socialist, communist, left-wing wacko liberal filth and erase them first, cleansing the Earth and mitigating the stench of their severely-perverted efforts. Then move aggressively on the moderate democ RAT scumbags and moderate Republican garbage; two groups of completely worthless individuals simply wasting precious air, and merely occupying space for no discernable reason. Next, erase the bigoted, sleazy, race-baiters and lowlife misery-profiteers, so the Nation could heal itself properly and move to where it should be socially, once more. The left-wing wacko environmentalist ELF criminals , PETA morons and wacko Sierra Club tree huggers would be next; there is no global eco problem, only a multi-billion dollar "eco-industry" which runs and directs their "members'" weak, propaganda-crippled minds. Then, erase the wacko deviant AIDS/HIV activists, for circulating such deadly diseases, as do all who have the fatal plague; with these groups of degenerate filth gone, the world would smell so much better and would be healthier for normal, well-adjusted people of all stripes. Almost all Pols would be next; from Clintoon to Condit and every piece of festering, fetid chunk of dogshit would be next on the eraser list.

The office that Victor Rodriguez occupied until this week is housed on the fifth floor of the Price Daniel Building, a squat, nondescript structure just west of the sprawling Capitol complex. The small room where Rodriguez, chairman of the Texas Board of Pardons and Paroles, worked is as Spartan and undistinguished as the building in which it sits. The walls lack any benefit of interior decoration, and the scenery a stolid view of parking lots and buildings west of Lavaca Street is less inspiring than enervating. The only decoration that adorns the room is a small, framed, black-and-white photo of Rodriguez's police academy training class, a memento almost a quarter-century old. An 18-year-old Rodriguez is barely recognizable in the back row. The 42-year-old chairman has always felt more comfortable in a policeman's uniform than in a bureaucrat's suit and tie. After four years at the helm of a parole board that has been tossed about by controversy for the latter part of the decade, Rodriguez has accepted a job as police chief in Harlingen, a border town about half the size of his hometown of Brownsville. At $72,000 a year, the job will mean a pay cut for Rodriguez, who makes $77,500 as parole board chair; more significantly, it will also mean cutting short his six-year board appointment, which would have ended in 2001. To Rodriguez, however, it's an opportune time for the move. The Harlingen Police Department has been battered by controversy since a police officer's son shot and killed two border patrol agents with a gun taken from the department, causing a scandal which led the former police chief, Jim Schoepner, to step down in January amid accusations of mismanagement and corruption. "They need to move forward on a variety of issues," says Rodriguez, who will be the first Hispanic ever to lead the department. "That's going to be my task; to basically take it from a point where they're spinning to perhaps a point where they start grabbing some traction, and then to move them forward again."
