GOVERNMENT AND POLITICAL CONDITIONS
Paraguay's highly centralized government was fundamentally changed by the 1992 constitution, which provides for a division of powers. The president, popularly elected for a 5-year term, appoints a cabinet. The next presidential election was held in April 2003. Nicanor Duarte Frutos was inaugurated as the Colorado candidate President on August 15, 2003. The bicameral Congress consists of an 80-member Chamber of Deputies and a 45-member Senate, elected concurrently with the president through a proportional representation system. Deputies are elected by department and senators nationwide. Paraguay's highest judicial body is the Supreme Court. Each of Paraguay's 17 departments is headed by a popularly elected governor.

Paraguay Table of Contents Stroessner's enduring power was based on the twin pillars of the armed forces and the Colorado Party. The formerfrom which he emerged and in which he maintained positions as commander in chief of the armed forces and commander in chief of the armyprovided the institutional base for order and stability. The latter, of which he wrested control in the mid-1950s, furnished the links with large sectors of society, provided for mobilization and support, and allowed him to legitimate his rule through periodic elections. The overall system, based on these two institutional pillars, functioned through a combination of coercion and cooptation involving a relatively small sector of the population in the slightly industrialized and partly modernized country. In addition to the external isolation and foreign pressure, there were important internal pressures for a transition. After very high rates of economic growth in the 1970s, Paraguay's economy stagnated in the 1980s. In addition, the external debt nearly doubled during the same period. Within Paraguay the major opposition political parties, which had formed a National Accord (Acuerdo Nacional) in 1979, began to promote public demonstrations in April 1986. This growing, heterogeneous movement was joined in its opposition by other organizations and movements, including the Roman Catholic Church and sectors of business, labor, and university students.

    History: The recorded history of Paraguay starts from the first encounters between European explorers and the Guarani tribes populating the upper reaches of what are now the Parana and Paraguay rivers. These took place in the early 16th century; the first European settlement, established in 1537, later became the Paraguayan capital, Asuncion. During the rest of the century, Asuncion was a key staging post for Spanish conquests of the south-central part of the continent – present day Bolivia, Paraguay and parts of Argentina. The territory of Paraguay was then governed as a subsidiary of the Vice-Royalty of Peru and later of Buenos Aires. Remote and far from the main decision-making centres, Paraguay was largely neglected by the Spanish colonial authorities, who noted only the poor tax return and lack of resources. The territory was largely left to the devices of the mestizo (mixed European-Indian) elite and the Catholic Church, which busily proselytised among the Indian tribes. Throughout the 17th and 18th century, the economic fortunes of Paraguay declined through neglect and the depredations of the widely unpopular
