Opening speech by The Hon Mr Alexander Downer MP Australian Minister for Foreign Affairs. March 10 2000 This is my ninth visit to PNG and I have found them always enjoyable, sometimes challenging.  Some of those visits have been in difficult times, as was the case during the Sandline crisis in early 1997.  It‘s always nice, by the way, to see Kilroy Genia because he was the Foreign Minister at the time and I don't think I'll ever forget the close relationship we built up during that difficult period. This is the 25 th anniversary of Papua New Guinea's independence from Australia.  I suppose in the history of the process of de-colonisation since the Second World War this is relatively recent, but it is a generation now and as you said, Sir John, Ian Sinclair was the last MP who was a Minister in 1975 still in our Parliament, until he retired at the last election.  Although of course, the Prime Minister and, I think, the Defence Minister, would have been a Member of Parliament at the time, as indeed would have our Immigration Minister.  I think I've got the three.  (but) So there are Members of Parliament, Members of our Cabinet, including our Prime Minister, who were Members of Parliament at the time, although they were in opposition in any case during that period.

Introduction See also a chronology of the Bougainville Peace Process Peace Monitoring Group Australia has made an important contribution to the peace process through its participation in the Peace Monitoring Group (PMG), the aid program and the work of our High Commission in Port Moresby and other regional capitals. The Australian Government has acknowledged the substantial role of other countries in the peace process, especially Fiji, New Zealand, Solomon Islands and Vanuatu. Australia does not seek to impose a solution or force a timetable on the parties; the settlement of the conflict is the responsibility of the PNG Government and the Bougainvillean factions. The presence on Bougainville at the invitation of the PNG Government of the multi-national PMG has contributed significantly to the success of the peace process and is an outstanding example of regional cooperation. The PMG has helped build confidence around the province and its presence has encouraged a degree of freedom of movement not seen since the crisis began. The combination of the PMG's presence and the strong desire for peace at the grassroots level on Bougainville are the two most important explanations as to why peace has been maintained.

Australian Rules was introduced to Papua New Guinea in the 1950s by Australian school teachers and defence force personnel employed under Australian Government Administration of Papua New Guinea. The code developed rapidly and until the late 1970s - early 80s is reported to have been the predominant football game in PNG with vibrant competitions in all centres. In 1978/79 the VFL appointed a full time manager for the PNG Rules Council, Mr. Peter Evans (formerly with the Hawthorn Football Club). During the 1970s there was an annual competition against a team from the Gold Coast. PNG fielded a team in the 1979 Teal Cup (Australian Under 17 Championship) in Hobart. Since 1990 there has been a regular competition against teams from Cairns.
